PURPOSE 1.1 To apprise Accounting Officer and Manco about current expired contract of Internet services Provider (ISP) Websmart cc at the municipality. 1.2 To consider the Re- Advertisement of the services the correct Legal SCM process. 1.3 To provider a scope overview of the current internet services out of contract. 1.4 Monthly payment towards the services according to the SLA. 2. 2. Background 2.1 Websmart CC current contract expired with municipality in January 2019.From February 2019 until now 16 March 2023. The municipality has been incurring irregular expenditure from Websmart from 2019 till 2023 due to the fact the municipality has been utilising the services without a legal contract. 3. REPORT on in Scope for Websmart. 3.1. The current scope for Websmart and responsibility is the main building suppling internet services at a speed of 10Meg bits per second (Mbps) Websmart has also suppling the Library services with internet services. Websmart current wireless infrastructure is configured with Thuong centre ,Websmart is also suppling staff members with free internet services Websmart is also suppling none paying fee schools with free internet, famers also in the Boston area Ward 4 are receiving internet services from Websmart at a fee. Websmart also provide more of a troubleshooting role onsite and Hybrid remote support. 3.2. Websmart is the only supply for internet feed to the municipality should Websmart go down it means the municipality will be without internet until they have resolved all the technical issue. Without a secondary link( backup) the municipality is at a risk. Out of Scope but required services Cyber Security services firewall management with weekly reporting on intrusion from cyber attacks from Hackers. Internet utilization reporting for specific IP addresses. 4. RECOMMENDATION IT IS RECOMMENDED THAT: Accounting Officer with Management Committee 5.1 Re-Advertise the Internet Services to follow SCM Bid procurement procedures. 5.2 Sign a SLA extension with Websmart and stick to regular payment of services provider. 5.3 While the process is unfolding consider a backup option to mitigate service risk interruption. 5.4. Consider beefing up our network cyber security. IT datacenter disaster Report According to the municipality approved disaster recovery policy ,the server room/datacenter is the most vulnerable and critical place for all ICT equipment’s. Also stipulated in the policy in the even of a disaster these are the procedure we should be following The following decision statement must be used to determine the strategy to be followed when responding to a disaster: Service Affected State Duration Strategy Internet and or Not accessible 3 days Use backup 3G router or Email other service Domain Hardware failure 2 Days Log call with IBM or HP Controller /damage Any and or All Loss through Permanent Replace and restore from disaster event backup SAGE/PASTEL System crash 2 days Call Sage/Camelsa to restore system and replace hardware Since the municipality only has a primary site as a production environment and no offsite for facility we are even more prone to total system disaster As it stands the municipality does not have a generator or UPS for Power outages disaster this creates a problem and serious damages for our equipment that resides in the datacenter. The municipality has invested over a 1 million rand on the IT datacenter for past 7 years Currently the municipality only has one SLA services with CCG /Camelsa but only for the software recovery the hardware replacement there are no SLA in place for replacement. Our current serve is out of warranty and SLA services contracts. These constants power outage have cause damages to the server network infrastructure, if we don’t start with the preventative strategy next time their wont systems working which could result in system downtime for long period of time. ICT recommends that Manco take a decision to procure a UPS & Generator , we also recommend the review of establishing SLA’s for all other IT hardware/Infrastructure vendors, alignment of the Disaster recovery policy with the current trends cloud based technologies as a backup plan for future disasters. Printing Services Due to the expired contracts the municipality printing services have been interrupted from shortages of cartridges toner. The Papercut Software also affected by Network Challenges the municipality is facings.
