Eligibility docs) Post-qualificatio n Pre-Bid Conference Opening of Financial Proposal Contract Award Pre-Procurement Conference - Its main purpose is to determine the readiness to proceed with the bidding process. - Conducting before advertisement/posting of the Invitation to Bid - Mandatory for Procurement of Goods with ABC above 2 MILLION PESOS. - Attended by the following: 1. BAC 2. BAC Secretariat 3. TWG 4. Consultant Invitation to Bid The Invitation to Bid shall contain, among others: a. A brief description of the subject matter of the Procurement b. A general statement on the criteria to be used by the PE for eligibility check. c. The Approved Budget for the Contract to be bid. d. The source of funds e. The period of availability of the bidding document f. The contract duration. PRE-BID CONFERENCE For ABC ˃ 1M at least 1 pre-bid conference For ABC < 1M discretion of BAC to conduct pre-bid or any prospective bidder can submit a written request to conduct pre-bid conference subject for approval Conference shall be held 12 CD before deadline of submission & receipt of bids but not earlier than 7 CD from the PhilGEPS posting Attendance is optional but only those who purchase bidding documents can participate Discussed in the conference: -Eligibility Requirements -Technical Components -Financial Components) BID OPENING Opening of bids is according to the time of submission. -Technical components – indicate PASSED or FAILED if complete/incomplete submission -Financial components – if bid is ABOVE the ABC, automatically DISQUALIFIED Winning bidder shall submit within 3 days the following: -ITR -PhilGEPS -Licenses & permits stated in the bidding documents POST QUALIFICATION If passed, Lowest Calculated Responsive Bid (LCRB) for Goods & Infrastructures or Highest Rated Responsive Bid (HRRB) for Consulting Services If not (‘post-disqualified’), BAC will proceed to the second LCB or HRB for post qualification procedure If the bidder with the second LCB or HRB is post-disqualified, the same procedure shall be repeated until the LCRB or HRRB is finally determined. Post qualification procedure must be completed within 7 days or it can be extended by HOPE by not more than 30 days. NOTICE OF AWARD -BAC shall recommend to HoPE the LCRB or HRRB subject for approval. -BAC shall also notify the losing bidders of the HOPE’s decision. -If approved, HoPE will issue Notice of Award immediately -If disapproved, HoPE shall issue a written justification to BAC of the decision based only on VALID, REASONABLE, and JUSTIFIABLE grounds. Within 10 CD from receipt of NOA, winning bidder shall submit: -PCAB license -Performance security -JVA (if applicable) -Signed contract NOTICE TO PROCEED Procuring entity shall issue NTP with the approved contract within 3 CD from the date of approval. If cost is 50million or below, maximum is 2 CD only. Contract effectivity shall not be later than 7 days from issuance.
