1.0 IDENTIFICATION
1.1 Background of LPT 2 ( Lebuhraya Pantai Timur 2 )
Lebuhraya Pantai Timur 2, also known as LPT2, is a major highway in
Malaysia. It is part of the East Coast Expressway network linking the states
on the east coast of Peninsular Malaysia. LPT2 serves as an important
transport route, improving connectivity and boosting the region's economic
development.
The location of LPT2 stretches from Jabor in Terengganu state to Kuala
Lumpur, the capital of Malaysia. It straddles several states on the east coast,
including Pahang and Kelantan and the total length of the highway is about
185 kilometers (KM). The purpose of the construction of LPT 2 is to improve
transportation infrastructure, promote regional development, and provide a
more efficient route for passenger and cargo transportation along the eastern
coast.
The features of the LPT 2 is the expressway has modern facilities such as
multiple lanes, interchanges, toll stations, rest areas, and service areas. These
facilities provide amenities such as gas stations, restaurants, restrooms, and
parking lots for the convenience of travellers.Benefits of the contruction LPT
2 is to reduce travel time between East Coast countries and Kuala Lumpur,
improve accessibility to tourist destinations and industrial areas, facilitate
flow of goods and services.
LPT2 uses a toll system where users have to pay tolls at certain toll booths
along the highway. Fees vary based on distance traveled and vehicle type.
Overall, LPT2 plays a vital role in connecting the states on the east coast of
Malaysia with the capital and other regions, contributing to the country's
economic development and improved connectivity.
1.2 Moral of the accident LPT 2
There are many accidents happen in LPT2 and due to the occurrence of
the accident there is a moral that we can take advice as below : Safety And Responsibility
Accidents remind us of the importance of responsible and safe driving.
It is our moral duty to put the safety of ourselves and others first by
obeying traffic laws, avoiding distractions and driving carefully.
 Responsibilities And Assistance
After an accident, it is important to take responsibility for your actions,
accept responsibility if at fault, and cooperate with the authorities and
insurance companies. Furthermore, providing help and support to those
injured in an accident embodies a sense of moral responsibility.
 Learning And Prevention.
The accident is a reminder of ongoing efforts to improve road
infrastructure, safety regulations and driver education. Identifying the
causes of accidents and implementing preventive measures helps
reduce the likelihood of similar events occurring in the future and
promotes the moral obligation to protect human life and well-being.
 Compassion And Empathy.
Accidents often cause physical harm, emotional trauma and financial
hardship to those involved. Respond with compassion, empathy, and
support for victims and their families, demonstrate a sense of moral
integrity, and care for others when needed.
It is important to note that each accident is unique and that the specific
circumstances and details play an important role in determining the moral
implications. It is wise to approach such incidents with empathy anunderstanding,
taking into account the well-being and rights of everyone involved.
2.0 DISCUSSION
2.1 Incident Cases
DUNGUN: Another passenger in the tour bus crash at KM375.4 of East Coast
Highway 2 (LPT 2), Bukit Besi-Ajil, near here succumbed to his injuries at 8.53
am today. This brings the total death toll to two.
Dungun district police chief Supt Baharuddin Abdullah said the victim, identified
as Choo Chia Tan, 44, sustained severe injuries to his chest and died while
receiving treatment at the Dungun Hospital Emergency Unit.
He said the first victim who died at the scene has been identified as Tan Poh Hwa,
42, a manager at a Honda factory. Her body was taken to Dungun Hospital for a
post-mortem.
“Preliminary investigations found that the bus carrying 30 passengers was
heading from Tampin, Negeri Sembilan to Jeti Taman Tamadun Islam, Kuala
Terengganu to go to Pulau Redang.
“The accident is believed to have occurred after the bus lost control and skidded
to the right and hit the guard rail before entering the opposite lane,” he said when
contacted today.
Baharudin said the other injured victims had been taken to Hulu Terengganu
Hospital and Dungun Hospital for treatment.
In addition, urine and blood samples of the 26-year-old bus driver will be taken
for screening, he said.“At the time of the incident, the weather was good, the road
was dry, but it was still dark,” he added. – Bernama
2.2 Investigation
These is the result of investigations incident on LPT 2 ( Lebuhraya Pantai Timur
2) : Driving Over The Speed Limit
Head of the State Traffic Investigation and Enforcement Department, Supt
Shahrum Hashim has been contacted as a result of frequent accidents
occurring on LPT 2 above not following the speed set by the Malaysian
Highways Authority (LLM) to find the best mechanism to boost safety for
roadusers throughout the highway.
 Uneven Road Surface
Base on the investigation on LPT 2 ( Lebuhraya Pantai Timur 2 ) along the
way 185 kilometers (KM) there is an uneven road surface which
contributes to the occurrence of accident due to loss control when driver
drive over the speed limit.
 Safety Barrier & Reflector
Some part of the road do not have a safety barrier and reflector to assist
driver when driving the road is dark.
 Failure Of Drainage System
Failure of drainage system is the one of the causes of the incident. This is
because when it rains, the road will easily become waterlogged due to an
imperfect drainage system and can contribute to the cause of accidents.
3.0 POINT OF VIEW IN ENGINEERING ETHICS
3.1 Ethical Issues
Lebuhraya Pantai Timur 2 (LPT2) is a highway project in Malaysia that aims to
improve transportation infrastructure along the East Coast of Peninsular
Malaysia. Here is the ethical issues that commonly arise in LPT 2 : Land Acquisition and Displacement
An ethical issue in road construction projects is land expropriation, which
may displace local communities or destroy their livelihoods. It is important
to ensure that affected individuals or communities receive fair
compensation and relocation opportunities.
 Environmental Impact
Infrastructure projects can have significant environmental impacts,
including habitat destruction, deforestation, and increased pollution.
Mitigating and minimizing these impacts through proper planning,
environmental impact assessments and compliance with environmental
regulations is critical.
 Rights of Indigenous Peoples
Where there are indigenous peoples, infrastructure projects must respect
the rights and cultural heritage of these communities. Appropriate
consultation, consent and participation of Indigenous groups should be
ensured throughout the project life cycle.
 Occupational Safety and Labor Rights
Construction projects involve a large workforce, and ensuring the safety
and well-being of workers is critical. Ethical concerns may arise in the
event of violations of labor laws, inadequate safety measures or poor
working conditions.
 Transparency and Corruption
Large infrastructure projects are prone to corruption, favoritism and a lack
of transparency in the procurement process. Implementing robust

can help mitigate these moral hazards.

Infrastructure projects should consider equitable distribution of benefits to

businesses and ensuring that the benefits of the project also reach
marginalized groups.

Meaningful engagement with local communities and stakeholders is
critical to addressing their concerns and incorporating their input into
project design and implementation. Ethical issues arise when the voice of
the community is ignored or there is a lack of transparency in decisionmaking.
3.2 Point Of View In Engineering Ethics
In engineering ethics, when considering a project like Lebuhraya Pantai Timur 2
(LPT2), there may be different views and perspectives. Here are some possible
perspectives that engineers and stakeholders might consider: Safety and Reliability
Engineers have a responsibility to prioritize the safety and reliability of the

3.3 Recommendations & Improvements
Based on the investigation on LPT 2 ( Lebuhraya Pantai Timur 2) there are
several factors that need to be improved or upgraded to reduce the occurrence of
accidents. These is the factors need to be upgrade : Barrier & Reflector
Lembaga LebuhRaya Malaysia ( LLM ) need to upgrade or improve safety
barrier and reflector such as using a roller barrier that can reduce the impact
of the incident. For reflector , need to upgrade to reflector that has a lamp
that use solar system for charging batteries.This reflector can assist the
driver when driving in night.
 Runway Ramp
Lembaga LebuhRaya Malaysia ( LLM ) must consider to build or install
runway ramp that use sand or barrel that fill with water to reduce the impact
or reduce the worst incident when car or truck have a braking system failure
of loss of handling.
 SpeedTrap
Base on the investigation, on LPT 2 ( Lebuhraya Pantai Timur 2 ) along
the way they don’t have a speedtrap camera that can snap or take picture
of the car driving over the speed limit.Lembaga LebuhRaya Malaysia
(LLM) must take action on this thing or many driver will drive over the
speed limit that can endanger other road users.
 Drainage System
Lembaga LebuhRaya Malaysia ( LLM ) must have schedule for
maintenance to prevent waterclogged when raining to avoid or to reduce
the risk of incident when raining.Waterclogged can make the car or truck
lost handling when driving.
