Dear All,
Is it the intent that Annex 2-J, 2-J.1(b) of ASME Section VIII, Division 2 prohibit
activity, provided the vessel is
designers to perform the design
Class 2.

Designer can not certify .
Certifying Engineer can design and certify too !

Dear Rathnam,
For Class 1 vessel, if a Certifiying Engineer is required to certify the MDR, it is permissible for a Designer to perform the
design activity.......See Code 2-J.1(b). That means designer can design Class 1 vessel.
For Class 2 vessel, please see 2-J.2(a), the Code prohibit designers to perform the design activity in Table 2-J.1. Is it right?

it is a big miracle what the real intention of the COMMITTEE has been when 2019 Edition came out.
I am a CERTIFYING ENGINEER, and I have raised three interpretation questions.
#what I read in a nutshell:
the design personnel must be trained and qualified.
EVERYBODY who performs design work must have received adequate training. DESIGNER LEVEL is recommended or
required, depending how you read this.
Certification REQUIRES A designer for CLASS 1 without fancy calcs,
Certification REQUIRES A Certifying ENGINEER for CLASS 2 and 1 with fancy calcs.
Agree?

Many thanks for your reply, I totally agree with you.
I have another question about Certifying Engineer, hope you can help me.
As the Code 2-J.3.2(c), the certifying engineer shall be chartered.......within either the jurisdiction where the design
activity takes place or the jurisdiction of the location of installation.
If a transport (not stationary) Class 2 vessel will be constructed in China, and need to be exported to the other country.
Where is the jurisdiction that the design activity takes place? Where is the jurisdiction of the location of installation?

I raised the same question WHAT DO YOU MEAN BY DESIGN ACTIVITY recently as an interpretation. Committee is still
chewing on it.
My personal OPINION:
Design activity in the context of Certification by the CE means, where does the CE review the Design report and stamp it.
this means when you are the CE and you have your office in Wales, UK, you must be chartered in the UK for pressure
design work.

When you are working in Bordeaux, France, you must be registered in France. Please do not forget the Experience and
Code of Ethics requirements from Annex 2-J.

2-B.2 Certification of Manufacturer’s Design Report by a Certifying Engineer
2-B.2.1
(b) This Certifying Engineer shall be other than the Certifying Engineer who certifies the User’s Design Specification,
although both may be employed by or affiliated with the same organization.
(c) The Certifying Engineer shall identify the location and authority under which he or she has reached the authority to
perform engineering work stipulated by the user in the User's Design Specification.

