TOOL IN ENGLISH
FOR
ELEMENTARY
(Grades 1-3)
I. ALPHABET KNOWLEDGE (Letter Identification)
• Ask the learner to choose and read any 5 letters from the list.
• If he/she does not choose, then point letters for him/her to
read.
• If he/she initially mispronounces the letter but corrects
himself/herself before continuing, the letter should be
marked correct.
• If he/she struggles to read any letter (5 seconds of silence is a
good indicator) or is able to only 4 letters and below, mark
the learner a STRUGGLING READER (SR).
• The assessment is finished.
• Otherwise, proceed to the next stage if the learner reads 5
or more letters correctly.

II. WORD RECOGNITION (Most Used Words/Fuller
Approach-Based Words)
• Ask the learner to read any five words from the list. • Ask
him/her to point the word as he/she reads. • If he/she initially
mispronounces the word but corrects
himself/herself before moving on, the word should be
marked correct.
• If he/she struggles to read any word for an extended period
of time, (5 seconds of silence is a good indicator) or is able
to read only 4 words and below, mark the learner a POOR
READER(PR).
• The assessment is finished.
• Otherwise, proceed to the next stage if the learner reads 5
words or more correctly.

III. Phrase and Sentence Recognition (Most Used Words/
Fuller Approach-Based Words)
• Ask the learner to read the phrases in order from left to right. •
Ask him/her to point the word as he/she reads. • If he/she
initially mispronounces a word in the phrase but
corrects himself/herself before moving on, the word should
be marked correct.
• If he/she struggles to read any 5 words in the first to second
phrase for an extended period of time, (5 seconds of silence is
a good indicator) mark the learner a GOOD READER(GR). • The
assessment is finished.
• Otherwise, proceed to the last stage if the learner reads the
phrases and sentences correctly.

IV. Complex Sentences/Paragraph Reading (Most
Used Words/Fuller Approach-Based Words)
• Ask the learner to read the sentences smoothly and
quickly, with ease and confidence.
• If he/she is able to read the sentences smoothly and
quickly, with ease and confidence mark the learner
ADVANCED READER(AR). Otherwise, the learner will be
marked GOOD READER(GR) if the required four bold and
underlined criteria are not attained.
• The assessment is finished.
