UN-HABITAT Terms of Reference Development and Implementation of Training of Trainers Courses for Engineers from Iraqi Foundation of Technical Education Duration of assignment: Six months Project: Improving Quality and Relevance of Technical and Vocational Education and Training in Iraq I. Background and Justification Iraq's Technical and Vocational Training and Education sector experiences major drawbacks not only as a result of prolonged conflict and limited international exposure, but also as a result of the overwhelming predominance of the oil sector and resultant limited economic diversity. As the country makes progress towards political stabilization and economic recovery, the Government of Iraq is focusing on private sector development and accelerated livelihoods development and strengthening of the Technical and Vocational Education sector is an emerging priority. To this end, UNHABITAT in partnership with UNESCO and ILO is implementing the project "Improving Quality and Relevance of Technical and Vocational Education and Training (TVET) in Iraq". The program is primarily aiming to support the rehabilitation and modernization of the TVET sector in Iraq. The construction sector is one of the areas identified to benefit from TVET enhancement, given its high job generation potential. This will require curriculum modernization, exposure to modern construction techniques and building materials manufacturing, and provision of workshops equipped with state of art equipment and infrastructure. As the agency charged with responsibility to provide technical advisory and capacity building services for construction sector linked technical and vocation education, UN-HABITAT is working closely with the Foundation of Technical Education, Ministry of Higher Education who provide technical education and training, and the General Directorate of Vocational Education (GDVE) in the Ministry of Education, as well as the Ministry of Social Affairs which are responsible for providing Vocational Education. Within the project parameters, UN-HABITAT intends to support the Foundation of Technical Education institutions and colleges and Ministry of Education vocational schools in developing the capacities of its staff (particularly lecturers and teachers with engineering BSc. Degrees and above) to undertake training courses in new areas of construction and building materials. This will help in equipping the Institutes Contract Training Centers with trained staff and training manuals. II. Objectives and expected outcomes of the assignment 1. Objectives The primary goal of the assignment is to strengthen the capacity of the technical education sector and enhance its role in increasing access of youth to productive employment in the construction sector through the following objectives: Develop new technical training tools and techniques for engineers in the construction sector; Enhance the capacity of the Foundation of Technical Education teaching staff and the Vocational Schools teachers (with Engineering BSc. Degrees or above) to further improve young Iraqis skills in construction related activities; 2. Expected Outputs In accordance with the overall objectives of the project, the assignment is expected to help increase the overall capacity of stakeholders involved in the TVET in construction sector. The detailed outputs are outlined as follows: Deliverable One: Inception Mission Report The service provider will need to discuss the design of the five training courses with UN HABITAT, the Foundation of Technical Education and the Directorate of Vocational Education at the Ministry of Education. The already identified five broad areas are: 1) Water and Sanitation Construction; 2) Bridges and Highways Technology; 3) Quality Control and Building Material; 4) Construction Management and Marketing and; 5) Rehabilitation and Asset Management. The service provider by the end of the inception mission will identify the detailed content/modules for each of the five training courses and agree on the duration of each module. The deliverable will include: 1.1 List of 25 training modules titles and content with duration and sequencing organized under the major five areas; 1.2 Revised and agreed implementation plan for development of training materials and and training of trainers; 1.3 A detailed plan for FTE implementation of national training modules in Iraq; 1.4 Detailed participants’ selection criteria for training of trainers, including their qualifications and competencies; 1.5 Inception mission report including the above. Deliverable Two: Train the Trainers courses The bidder should deliver five train the trainers’ courses outside Iraq for 14 participants and one supervisor (FTE institutions lecturers and Vocational schools teachers) in five specific construction business fields. These are: 1) Water and Sanitation Construction; 2) Bridges and Highways Technology; 3) Quality Control and Building Material; 4) Construction Management and Marketing and; 5) Rehabilitation and Asset Management. The deliverable includes: 2.1 2.2 Training materials in Arabic distributed to the training participants including readers, CDs and learning exercises for the five courses (18 copies per training); Five specialized modules per training course should be delivered (25 modules in total) the modules include training skills, training needs assessment and new technologies related to the subject fields above; 2.3 2.4 2.5 2.6 2.7 Edited DVD film of the TOT course and all materials on CD in word and power-point format; Five training courses implemented outside Iraq of a duration 12 days each in addition to arrival and departure days (with one day weekend); Accommodation and subsistence allowance for seventy five participants including supervisors for the duration of the courses; Training Completion Reports for TOT workshops including participants evaluation of the courses and recommendations to the Director of the Centre; Training completion certificates. Deliverable Three: National Training Manuals The bidder will develop each of the above mentioned training modules into stand alone training courses (25 modules with a total of 375 training hours) to be implemented nationally in Iraq by the trained trainers. It is anticipated that some modules can be longer than others, thus total training hours were used rather than setting defined duration per course. Based on that the deliverable will include: 1.1 Presentations (in PowerPoint format), lecture notes and workshop exercises of the twenty five training modules/courses in hard copies in Arabic language; 1.2 Outlines and trainer guidelines for the twenty modules/courses ready for national delivery; 1.3 Criteria for selection of participants with strict guidelines and detailed required qualification. 1.4 CD for each training module/course manual ready for printing in both Arabic and English languages; 1.5 Training evaluation forms and evaluation criteria; III. Activities of the assignment The assignment will cover a set of activities for each of the outputs mentioned above. Deliverable One Activity: Inception Mission Report Undertake three days inception meeting with FTE, Vocational Education Directorates focal points in Amman or in Iraq including ILO, UNESCO and representatives; Hold continuous dialogue with FTE and Vocational Department of Ministry of Education focal points during the process of training development to guide materials development; Carry out rapid training needs assessment; Discuss training modules content; Ensure the integration and coordination with technical assistance provided by UNESCO and ILO. Deliverable Two Activity: Training of Trainers Prepare training materials for the Five areas in the construction sector for training the trainers; Develop TOT training materials and readers, CD's and presentations for every module in Arabic; Organize and implement TOT workshops in a city of the region or the institute's HQ dependent on cost effectiveness; Organize TOT logistics outside Iraq including expenses and bookings for participants travel and accommodation. Preparation of criteria for participant selection. Preparation of training completion and evaluation reports, flyers, brochures and CD's Deliverable Three Activity: National training materials Prepare training guidelines and materials for twenty five national training modules/courses including case studies and workshops exercises if needed; Discuss with train the trainers participants the modules and its contents; Based on the participants feedback revise the training modules, its content and duration; All training materials and curricula are to be developed in both English and Arabic. IV. UN HABITAT, Foundation of Technical Education roles and responsibilities UN HABITAT (Executing Agency of the Project) is the Project Manager and all reports and requests from the service provider (sub-contractor) should be addressed to the designated UN HABITAT Project Manager. The Project Manager is responsible for back stopping, policy coordination and ensuring that the project outputs are in line with UN policy and strategic framework. UN HABITAT project manager is responsible for authorization of payment upon submitting the deliverables. FTE assigned a TVET programme focal point who is responsible for the overall TVET programme with UNESCO, ILO and UN HABITAT. For this assignment, FTE has assigned two specialist focal points who will provide support and participate in the training needs assessment and the preparation of national training courses. V. Competencies of Service Provider The implementing partner/service provider should be an academic, government or private company, non-profit institution that has extensive experience in undertaking similar assignments in the region or elsewhere. The SP international staff will not be requested to undertake missions to Iraq but are instead expected to work with Iraqi counterparts of international standard where possible. Experience in preparation, implementation and organization of TOT, and workshops in the construction and building materials sectors is important. VI. Specifications of the Service The Service Provider when submitting an offer/proposal should consider the following points: The expected duration of the assignment is six months, starting from the date of award. The award is expected to be within one month from submission of the proposal; The cost of the experts should follow the established rates for United Nations consultants; UN HABITAT has provided a guideline in the budget sheet for staff time allocation to complete this assignment; A detailed staff inputs plan should be included in the technical proposal, outlining staff contribution to the deliverables/activities and level of effort; The SP should note that the preparation time required for preparing materials, lecture notes and presentation of one training hour should not exceed four hours of preparation; The SP should not book training preparation time for both the Training of trainers and the national training materials, since the same materials developed will be used. Training implementation time for the Train the Trainers courses and logistics preparation time can be allocated; The cost for travel and per diem to Amman and the city of training should be within reasonable rates; The financial proposal (FP) should be submitted on the attached form and adhere to its format to allow for comparison between bidders. The Service Provider will be responsible for arranging the logistics of training, paying the training participants the cost of travel and per diem at reasonable rates as well as cost of visas if required. This should be part of the FP. Each training course will have a training supervisor, when budgeting travel, per diem and visa costs for supervisors please make them on separate lines; UN-HABITAT will not make any advance payment. Payments will be linked to deliverables. Using International Iraqi or Arabic speaking experts, who can carry out the tasks, is an advantage. Presentations are to be delivered in power-point format and in Arabic if other language is used simultaneous translation should be provided; All training materials should be submitted in camera-ready format that can be edited and is ready for printing. Logos and names of the Service Providers should be placed at the bottom of the cover page. The logos and names of UN-HABITAT and the Technical Foundation for Education/ Ministry of Higher Education of Iraq should be on the top. The technical proposal (TP) should detail the Service Providers approach to the assignment implementation and expected work-plan & implementation schedule, staffing schedule including mission time if necessary. The service provider should submit an implementation schedule and payment schedule linked to the deliverables on the attached formats; The TP & FP should be accompanied by Capability Statement, Profile, and CVs of the proposed trainers and staff from in- and outside Iraq. The TP will be evaluated on the basis of the profile and international experience in the subject matter; Service provider experience in similar assignments in the region; the capability and experience of the proposed team; the soundness of the implementation schedule/ approach and effective costing. VII. Criteria for Technical and Financial Evaluation The evaluation will be based on the degree/extent to which the TOR is fulfilled against the following: Fulfilling the requirements (15%) Methodology, approach and implementation plan (25%) Institution’s profile and experience internationally and in the region (20%) CVs of experts/staff to be involved in the project (15%) CV of the team leader (5%) Cost (20%)
