You receive these spiritual gifts when you are born again and have received
the Baptism of the Holy Spirit. The first initial sign that you have received the
power and gifts of the Holy Spirit is speaking in tongues. However, not speaking
in tongues does not necessarily mean you have not received the gifts of the Holy
Spirit.
