Issue Type SCOPE SCOPE OF WORK This practice describes the requirements for excavation, fill, backfill, compaction and management of earthen and organic materials during the site preparation, excavation, and backfill phase for the construction of KING SALMAN INTERNATIONAL COMPLEX FOR MARITIME INDUSTRIES & SERVICES in accordance with Contract Documents and Project Specifications. KIC shall clear the site as necessary to produce a suitable formation for the construction of required Facilities accordingly. This MS stipulates the coverage of inspection to be undertaken and to check the work for excavation, removal and disposal of all unsuitable soil/ rock material, trenching, excavation for building foundations, and underground utilities, manholes etc. 2. PURPOSE The determination of the preparation for this Method Statement is to ensure that all excavations and backfill to all areas covered by this contract are in compliance with the required standards, drawings and specifications. 3. RESPONSIBILITIES OF SITE MANAGEMENT KIC Project Manager and Construction Manager in-charge shall be responsible for the work Procedure to ensure that construction is carried out as per Project specifications. He shall see to it that work is ready for inspection and prepare internal request for inspection. He shall inform all parties concerned for any kind of inspection or test for time schedule. KIC Quality Control Supervisor shall be responsible for leading the Quality Control Inspectors under him in conducting inspections and verifying tests conducted are according to all approved quality procedures and plans and that the results are acceptable and recorded, strictly following all the ARAMCO quality standards and specifications. He shall also indentify & manage in coordination with subordinate inspectors all nonconformities found. Issuing the corresponding applicable reports together with the proposed corrective action. He shall also coordinate activities with the Quality Control Inspector of the Contractor KIC to ensure all activities are according to KING SALMAN INTERNATIONAL COMPLEX FOR MARITIME INDUSTRIES & SERVICES Project Specification & Schedule Q. KIC Quality Control Inspector shall be responsible for conducting surveillance and inspection duties for work and ensuring efficient recording and reporting of results as required. He shall review all relevant documents, material certificates and non-conformances and shall receive all internal requests for inspection (RFI) from various sections or Site Engineers and prepare request to ARAMCO for inspection as per the required schedule of priorities and assignment of Quality Control Inspectors. The Contractor KIC'S Quality Control Inspector shall be responsible to conduct or carry out inspections for hold points, witness per [TP/Checklist work with SAPID and sign off acceptance as proof record that the inspection is conforming to the specifications, standard and IFC drawings. SAFETY & PROTECTION KIC Safety Manager is responsible for the implementation of all safety and protection measures during the construction phase of the project. Page-5 In case "WORK PERMIT" is required for earthwork, KIC shall obtain all necessary permits from ARAMCO prior to performing any earthwork in accordance with the contract documents and project specifications. KIC shall place and maintain in good condition temporary fences, guardrails, barricades, lights, and other protective measures required for the safety of personnel in the premises. All reference points, property markers, benchmarks, etc., shall be carefully maintained during excavation, backfilling, compaction, and earthwork. Damage to a reference point by KIC during performance of the work shall be repaired or replaced by KIC to the satisfaction of ARAMCO. KIC shall maintain a clear space of at least 0.6m /2 feet on all sides of excavation or trench. An approved shoring shall be installed in case the excavation reaches a depth of 4 feet/ 1.2 m. The sides of the trench shall be sloped and trench shall be treated as confined space in accordance with the Construction Safety Manual. Unless otherwise specified, all known utilities within the project limits shall be identified noted in the Contract Documents. Other utility locations may become evident as earthwork progresses, and this may necessitate that work be stopped until utilities are identified and until the Owner provides specific directions. During earthwork, all necessary precautions shall be taken to protect and presetve the utilities scheduled to remain. KIC shall install temporary service lines when such preservation and protection are impractical. No excavation is permitted under foundations. KIC shall be responsible for avoiding damage to and preserving trees, shrubs, and all other vegetation in the areas beyond the designated excavation area. No tree shall be removed without prior written permission from SAUDI ARAMCO Any damage to structure, utility lines, or graded areas caused by erosion shall be repaired by KIC to the original condition at no cost to the Owner. This includes areas that are seeded until such time that the vegetation prevents erosion. KIC construction manager shall ensure that excavation protection and shoring are applicable, as per safety requirements. The Safety Construction Manual is to be implemented in all aspects. Dust Control: KIC shall control and take necessary measures for the dust control during the construction phase. KIC shall provide temporary drainage during the construction and shall not let any drainage/ sewerage water lo pond/accumulate during construction and operation. 7. EXCAVATION PROCEDURE Excavation and back fill shall be done in accordance with the specified standard SAES A-114. Page-6 EXCAVATION PERMIT: No excavation or earthwork shall be started without an excavation permit as described in the specific site procedures where the work is to be done. SURVEYING: SLFE shall furnish all lines and grades for operations after starting from horizontal and vertical control furnished in design and approved by SAUDI ARAMCO. KIC shall be solely responsible for the accuracy of survey work performed. DEWATERING: If dewatering of excavation s required, KIC shall submit proposed method and details for review and approval before beginning excavation. Excavated contaminated top soil shall not be used for fill/backfill and shall be disposed off in SAUDI ARAMCO designated areas. METHOD STATEMENT FOR EXCAVATION WORKS Defense Support Facilities Project PH-III Revision KHONAINI Revision 00 Issue Date April 09, 2023 Contract No. 6600051097 INTERNATIONAL COMPANY Page-7 Issue Type Excavation that intersects a 45 degree line which projects downward from the bottom of existing or proposed footings or buried piping shall be shored to prevent soil movement. Grading shall be done in such a way that surface drainage is maintained in all areas. SOIL EROSION CONTROL AND STORM WATER RUN-OFF PLAN: KIC shall submit a copy of any soil erosion or pollution prevention plan if required by SAUDI ARAMCO. The Site Engineer and Chief Surveyor shall verify the levels, elevations, grades, controls, bench marks and all other necessary controls and QG Inspector shall inspect and verify the work and that preparation has been carried out in accordance with the specifications and obtained a necessary authorization from SAUDI ARAMCO nominated representative to start. Excavation shall be as per project “ISSUED FOR CONSTRUCTION” drawings. The location of excavation shall be staked out as per approved drawings with elevations and measurements of the ground surface. The limits of excavation and centerline shall be established and marked out. Sloping, benching and shoring of the excavated trench sides shall be as per KIC safety procedure. Joint inspection with the Safety Officer shall be performed to ensure safe site conditions for the workers and job execution. The QC Inspector shall verify location, size and depth of excavation and its bottom cleanliness, free from stones, debris or unsuitable materials. Encountered unsuitable material below grade shall be removed; bottom of excavations shall be smooth and free of loose earth or sand. Excavation for Structures shall be made accurately to the lines, grades, and elevations shown on the Drawings. Trenches and foundation pits shall be of sufficient size to permit the placement and removal of forms for the full length and width of structure footings. The upper 150 mm of sail in the bottom of all footing trenches shall be compacted to the specified requirement. Trenching shall be in accordance with ARAMCO standard and specification. Excavation and Fill shall be with sufficient width to provide free working space at both sides of the trench and around the installed items as required for joining, backfilling, and compacting. Shore as required for safe working conditions. Excavated material is to be kept two (2) ft. min. away from point of excavation and loose matter is to be removed and to be recorded on Check Lists before releasing area for construction. 8. FILL PLACEMENT AND COMPACTION PROCEDURE Page-8 Fill placement and compaction shall be in accordance with SAES A-114 & ASTM D1557, modified proctor respectively. Excavated and/or imported materials shall be clean, unfrozen soil which is free from ice, snow, lumps, roots, loam, debris, organics, foreign or deleterious material or rocks with a dimension greater than 75 mm (3 inches). Materials for backfill shall be in accordance with ASTM D2487. Material for fill/backfill shall be sand or gravel and marl which is free of organics, coal, clay lumps, coatings of clay, silt and other deleterious materials. The maximum size of the fill materials shall be one-half the lift thickness or 75 mm whichever is less. Bedding and backfill for pipelines and utility services trenches shall be carried out in accordance with SAUDI ARAMCO standards, project specifications and procedures accordingly. Fill placement shall be in lifts not greater than 200mm i loose depth for mechanical compaction while 100mm for hand-operated compaction. A bedding layer of clean sand 150 mm in depth shall be placed for all trenches having fire water, potable water, and electrical installations. The sand shall be free of debris and rocks and compacted to at least 70% relative density in accordance with ASTM D4253 and ASTM D4254, Compaction by water flooding is allowed for clean, freely-draining sand provided the excess water is continuously collected in sumps and pumped out of the trench. In-place density and moisture content methods and frequency of testing shall be in accordance with Project specification. 9. QUALITY CONTROL PROCEDURE GENERAL; Before the start of excavation, the QC Inspector shall make sure that the WORK PERMIT is available, area is cleared for excavation and all vegetation, rubbish, large stones, and metallic debris occurring within the limits of construction have been removed and disposed of. SURVEYING INSPECTION; QC Inspector shall check all furnished lines and grades for operations after starting from horizontal and vertical control furnished by ARAMCO, be solely responsible for the accuracy of survey work performed. INSPECTION FOR EXCAVATION, FILL, BAGK FILL AND COMPACTION; the Inspection/Testing firm Approved by ARAMCO as required in contract documents shall be responsible for testing of fill materials and compaction to ensure that KIC's earth works meets the requirements of this procedure and the project's approved specifications. The Type and Quality of the fill backfill material shall also be verified by the Contractor (KIC) QC's to be in accordance with SAUDI ARAMCO Quality Standards before fill placement. 9.1. SEQUENCE OF FIELD QUALITY CONTROL AND INSPECTION: Page-9 KIC QA/QC department has established Quality Control System for the field verification of the jobin coordination with discipline Site engineer and QC inspector, who shall have joint inspections and sign the form before establishing the RFI. An Internal Request for Inspection (RFI) shall be submitted by the KIC Engineer in-charge to KIG QA/QC Manager, who shall forward to the concerned KIC QC Inspector for inspection on proper TP or SAIC (SAUDI ARAMCO INSPEGTION CHECKLIST). The assigned KIC QC Inspector shall carry out inspection of the task. In case of any comments or ON HOLD POINT, these shall be recorded and re-inspection notice shall be issued to the Construction Manager. After KIC's QC Inspector verified the readiness and completeness of the item to be inspected, he shall then submit an External Request for Inspection (RFI) to ARAMCO 24 hours before the scheduled date METHOD STATEMENT FOR EXCAVATION WORKS Defense Support Facilities Project PH-III Issue Type Revision KHONAINI Revision 00 Issue Date April 09, 2023 Contract No. 6600051097 INTERNATIONAL COMPANY and time for final approval of the inspection point to allow the contractor KIC's Construction to proceed with the next activity. In case of any violation to the standards or material specification, QC Inspector shall issue to the concerned Engineer /Construction Manager at first the discrepancy notice to take corrective action. In- case of failure, the QG inspector shall issue Non-Conformance Report (NCR) to rectify the defect or to replace the defective or non-compliant materials in accordance with KIC Quality Management System, Project Quality Plan and approved ITP and Procedures. ll Measuring Tools and Test Equipments to be used by the contractor KIC and by the approved Third-Party Testing & Laboratory shall be monitored, logged and checked by the KIC QC Department. Record of valid calibration certificate shall be maintained in the QA/QC document controller. Tests of gradation, plasticity, density, and moisture content shall be performed for each type of fill material. These tests shall include one standard sieve analysis (ASTM C136, ASTM D422or ASTM D1 140), one liquid and plastic limit determination as per ASTM D4318, and one Modified Proctor Test per ASTM D1557. For soils exhibiting no well-defined moisture density relationship, index density, unit weight, and relative density shall be determined per ASTM D4253 and ASTM D4254. Where the type or the source of material changes, these control tests shall be redone with the new material in accordance with the procedure described in SAUDI ARAMCO specifications. Compaction (Field Density Testing) shall be performed unless otherwise shown or specified shall be in accordance with ASTM D1557, Modified Proctor as required by the SAUDI ARAMCO Specification SAES A- 114 and as follows: 10. TESTING o Page-10 Below area paving, levees, site area fill - 90% of maximum density. For cohesion less free draining soils, the compaction shall be 70%of the relative density as determined by ASTM D 4253/D 4254. For cohesion less soil, fill shall be compacted to 85% relative density as determined by ASTM D 4253/D 4254. o Road base courses and surface courses - 95% of maximum density. o Where specific compaction requirements are not given, general earth fill or backfill shall be compacted to a density approximately equal to thal shown on the drawings or that of the adjacent in-situ material as appropriate. Frequency of Compaction Tests: Refer SAES-A-114 As a minimum at least one in-place moisture content and one density test shall be performed on every lift of fill, and further placement shall not be allowed until the required dry density has been achieved. The number of test shall be increased if a visual inspection determines that the moisture content is not uniform or if the compacting effort is variable and not considered sufficient to attain the specified dry density. ARAMCO may approve a decrease in the number of test once a compaction procedure has met project requirements. 11. SUBMITTALS The approved Testing/Inspection firm shall be responsible for transmitting the following submittals to KIC and shall be forwarded accordingly to Saudi ARAMCO A statement attesting to the compliance of KIC's work with the requirements of this Practice and the Contract Documents. Informal daily “pass” or “fail” reports. Formal reports including all test logs and comments shall be submitted weekly. All test logs and comments shall be compiled and submitted at earthwork completion for permanent project records. Sources and test results of all borrow materials used for fill. Shoring and Sheeting - If excavation bracing is required, KIC is responsible for providing plans, sketches, and/or details along with the supporting submittals and shall provide the following information: o Description of the materials and shoring system to be used. o Indication of whether or not any components will remain after filling or backfilling. o Indication of the sequence and method of installation. o Provision of plans, sketches and details along with the calculations prepared by KIC approved engineer.
