but the sentence does not mention who or what is doing the setting.
 "The staggering international connectivity gap that had widened over the past
decade was condemned by the ITU." - This sentence uses the passive structure
"was condemned," where the ITU is the doer of the action, but the sentence
focuses on the international connectivity gap as the receiver of the action.
 "The digital dearth is particularly acute in some African countries." - This
