Introduction to The Industry
In today’s competitive marketplace,
accepting cards is a must for any business.
Ninety-percent of all retail customers pay
with their debit or credit card*, and if the
merchant don't accept cards, customers will
go to one of their competitors who does.
The acceptance of major debit and credit
cards is a key factor in the satisfaction of
their customers and, as such, in the success
of their business.
Accepting payments is a simple process
when the only form of payment they accept
is cash. It gets more complex as you add
additional forms of payments like cheques
or card payments.
*Card payments soared to 90% of total
retail spending in 2021, according to the
latest annual Payments Survey from
the British Retail Consortium (BRC).
Introduction to
The Industry
Debit and credit card payments comprise the
majority of payments after cash and is the
preferred method of payment online. This
makes accepting cards imperative for most
businesses.
The merchant services industry generate
billions of pounds in revenues each year and
there are a lot of players on multiple levels all
trying to capture a piece of the pie.
Each player adds a layer to the process of
accepting debit and credit cards and increases
the complexity of not only the process of
accepting credit cards but adds to the cost
structure as well.
The Card Companies
Without the card companies there would
be no credit/debit cards to accept. These
companies not only issue the credit cards
and govern how consumers may use
them, but they also govern how the
merchants may accept them. A
percentage of all card transactions is paid
to the card companies as interchange
fees.

What is a Merchant Bank?

expect such a change we shall write to you. If you would like a copy of the information we hold about you please write to us. A fee may be payable.

A link between you and anyone with whom you have a joint account or similar financial association will be recorded at credit reference agencies, creating a "financial association".
All parties' information will be taken into account in future applications until one of you successfully files a "notice of disassociation" at the credit reference agencies.
We may make periodic searches of and provide information (including how you manage your account and any arrears) to credit reference agencies and fraud prevention agencies
to manage and make decisions about your account. Such information may be used by other credit providers to take decisions about you and your financial associates.

this affects the kind of merchant account
they will have.
Having the proper merchant account helps
to; Keep a merchant's rates to a minimum
and protect against fraud and chargebacks.

Although processing a sale is the mostly completed and
discussed transaction type it is certainly not the only one.
Different transactions will affect your account, and thus
your fees, differently.

Types of Transactions
Besides the fees incurred directly for processing debit/credit cards there are other fees
associated with establishing and running a merchant account. These fees occur on a
regularly scheduled basis and may be indirectly related to the merchant's processing levels.
Paper Statements (Free)
Covers the cost for creating a
statement for the merchant each
month that details the processing
history for the previous month as
well as a breakdown of the fees
incurred from that month's
processing. It also typically
includes the costs for customer
service and technical support as
well.
Monthly Minimum Service
Charge (MMSC) (£20)
A fee which guarantees the
merchant will be paying a
minimum amount each month in
processing fees. If a merchant's
discount fees do not equal their
monthly minimum fee they will
be charged the difference
between the two in addition to
their discount fees.
Annual Fee
Annual fees are exactly what their
name implies. They are charged
each year that the merchant has
their merchant account through
their current provider. Some
merchant account providers
charge this fee on the anniversary
that the merchant account was
established while others charge
this fee on a set date each year.
Other Charges
There are many potential fees that may be incurred while accepting credit cards as
payment. The fees listed below are some of the few remaining fees:
1. It can take up to 7-10 working days on average to process an application.
2. Once the merchant receives the terminal, then the Terminal Service Agreement will be in
effect. The contract length will be (18 Months).
3. If the merchant wants to cancel after receiving the terminal, they will have to pay the
rental for the period that is remaining (Rental x Remaining Months).
4. Swap Out Fee (Accidental Damage) - (£180 + VAT) - Merchant
5. If you sell the wrong terminal - BDM
6. Reprogramming Fee - (Free) Cash Back, Pre-Authorisation or Gratuities
PCI DSS
PCI DSS
Proactive Security Service
For non-compliant merchants Barclaycard will automatically migrate merchants to the
Proactive Security Service. This service will give merchants access to a, specialist team who
will:
(i)
Hand-hold the merchant through the steps necessary to become PCI compliant.
(ii)
Provide the merchant with a range of cybersecurity tools designed to enhance their
businesses data security.
The cost of the Proactive Security Service is £15 per month rather than £25 per month,
however there is an expectation that the merchant will work with Barclaycard to become
PCI compliant within 12 months
Merchants With Existing PCI Certificates
If a merchant already has PCI certification from another company, it can be uploaded into
Barclaycard’s Data Security Management (DSM) portal, but they will be required to specify
the expiration date, they will not be charged the monthly £4.80 until that date has passed, at
which stage they will need to complete Barclaycard’s questionnaire online and the monthly
fee kicks in.

What is an eCommerce Merchant
account
An e-commerce merchant account is a merchant account that is set up specifically to
accept payments via e-commerce methods. An e-commerce merchant account allows
for web-initiated transactions to be accepted over the internet.

• Allows retailers from a broad range of industries to accept transactions from clients
located all over the world
• Transactions can be processed at any time of day in a straightforward and efficient
manner.
In addition to the merchant account, you will need:

What is a payment gateway?
A payment gateway is an e-commerce
application that authorises payments for
online retailers. It is the equivalent of a
physical point of sale terminal located in a
retail outlet. Payment gateways protect
credit card details by encrypting sensitive
information, such as credit card numbers to
ensure that information is passed securely
between the customer and the merchant
and also between a merchant and the
payment processor (in this case
Barclaycard).

What do I need to start accepting card online?
1. Internet Merchant Account (provided by UTP);
2. Shopping cart for your e-Commerce website or online application e-Commerce software
allowing customers to select items they wish to purchase and checkout;
3. Payment Gateway to process and authorise card payments to make a sale (also provided
by UTP). What is an Internet Merchant A
What is an Internet Merchant Account?
If you wish to trade and accept cards online, you will need a merchant account. An internet
merchant account is a type of bank account that allows businesses to accept payments
using debit or credit cards.
What is a shopping cart?
A shopping cart is an e-commerce software package that allows customers on a website to
select items to purchase. Customers would place items into a 'shopping cart / basket'. Upon
checkout, the software will calculate a total for the order, including shipping and handling
charges, any associated taxes and other charges.

A virtual terminal is an Internet
based online login area/portal for you
to securely process credit / debit
card transactions taken over the
phone. Also known as CNP or MOTO
(mail or telephone order), when you
speak to a customer over the
telephone, the card details are

Pricing
• All transactions via virtual terminal
will be CNP/MOTO which means
that it cannot be used for face-toface transactions
• Debit and credit card rates as per
the UTP pricing matrix for VT
transactions.
• Uplift on the credit and debit card
fees - 0.20% CNP Fee
• No monthly charge (other than the
standard £20 MMSC applicable to
a merchant account)
• Authorisation Fee of 3p per

Payment / Settlement
An important aspect of accepting debit/credit cards
is how fast you get your money from your debit &
credit card sales.
• Settlement:- Merchant account providers typically
provide funds within 2-5 working days of when a
batch is settled.
• Barclaycard now does next working day
payment/settlement as standard.
• The cut off time to receive payments next day is
9:00pm.
• Delayed Settlement:- The merchant bank can add
additional payment/settlement days to the standard
next day if a merchant is taking deposits and there is
potential exposure/risk to the bank. The timescales
will vary depending on the merchant's situation.
Payment / Settlement
How your funds are deposited, and your fees are
subtracted
– Ideally when you receive your funds you will receive the full
amount/Gross settlement of the deposit without any fees
due being taken out.
• The advantage to this is it allows bookkeeping to be
greatly simplified
• If you have a batch of £500 settled on Monday, you can
expect to see a deposit of £500 on Tuesday (Gross
settlement)
–The fees for your transactions will be deducted at the
beginning of the following month at one time. Shortly
thereafter you will receive a merchant statement that will
detail your transactions and subsequent fees.
• The good thing about merchant accounts is, once they are
up and running for a couple of months you don’t really
need to pay much attention as they don’t require much
attention.

The service only operates during working hours on working days which are 8am to 6pm
Monday to Friday.
Transaction processed after 6pm will be funded within one hour of the next working
day.
If there is a fraud alert on the account or the account is set to “divert-negative balance”
they will not be funded.
Transactions taken after 12 midnight will fall into the next days transactions.
Faster processing terminals will be tested at the head office before dispatch.
Customers will be telephoned to confirm that the banking instructions are set up
correctly before dispatch. i.e. if we cannot speak to the merchant on the phone, we will
NOT send the terminal.
Once the MID is allocated it will take 3-5 days before dispatch of the terminal.

Security and Risk
Risk is the single largest factor
influencing the establishment and
maintenance of a merchant account.
As with anything financial, someone
stands to lose a lot of money if something
goes wrong, whether intentional or not.
In the world of credit card processing the
ones with the most to lose is the
acquiring/processing bank. As a result,
they make all of the decisions about
whether or not a merchant account is
established, under what conditions, and
whether that account continues to
process normally or have their account
closed.

customer initiates a
refund for a purchase,
they made on a credit
card by contacting their
card-issuing bank.

they may have
associated with the
merchant including

The Match File (AKA Terminated
Merchant File)
The Match File is a database file used by
MasterCard and Visa processing banks to
identify specific merchants and owners
who have had their merchant accounts
terminated.
Once a merchant is on this list it is highly
unlikely that future merchant account
applications will be approved. The Match
File is essentially a BLACKLIST from which
it is almost impossible to be removed.
Once a merchant has been placed on The
Match File only the processing bank that
added them can remove them from it.
The merchant must work with them
directly to accomplish this.
For a business or merchant to be added
to the Match File they need to violate
Visa and MasterCard rules in some way.
The most common reasons include:
• Fraud
• Factoring (ringing sales for another
business)
• An excessive number of chargebacks
• The processing bank concludes that
serious violations of the merchant
agreement could result in increased
loss exposure to itself or the credit
card community.
Things You Can’t Do
Just because you have a merchant account doesn’t mean you can do anything
you want with it. Visa and MasterCard has guidelines governing their use. Here
are some things you cannot do:
Personal Use:
Visa and MasterCard do not allow their services to be used for personal reasons. All
accounts must be established for one business and to be used only for that
business' products and services. An account cannot be established for an individual,
nor can a merchant use their merchant account for personal reasons.
Factoring:
Visa and MasterCard do not allow more than one business to use a merchant
account. All accounts must be established for one business and to be used only for
that business' products and services. When a business processes transactions for
another business, even if they own that business, they are “factoring”.
Things You Can’t Do
Charge More for Credit Card Transactions:
Visa and MasterCard does not allow a merchant to charge more for
products/services paid for by their credit cards. They do not want paying by credit
card to be seen in a negative light.
If a merchant wishes to offset the additional costs of accepting credit cards, they
should do one of the following:
• Increase prices on their products/services for all purchases
• Increase prices on their products/services and then offer a cash discount
• Charging a convenience fee for accepting credit cards is not considered
acceptable.
Set a Purchase Minimum:
Visa and MasterCard do not allow merchants to set a minimum purchase amount
for which credit cards may be used.
