1.0 MALAYSIAN ECONOMIC PERFORMANCE IN 2021 A statistic describing an economic activity is known as an economic indicator. Economic indicators allow for the evaluation of past performance as well as forecasting future performance. The study of business cycles is one use of economic indicators. The unemployment rate, quits rate, housing starts, consumer price index (a measure of inflation), Inverted yield curve, consumer leverage ratio, industrial production, bankruptcies, gross domestic product, broadband internet penetration, retail sales, price index, and money supply changes are just a few examples of economic indicators (Wikipedia, 2022). Malaysia has a number of populations which is 33.1 million people, and this contribute to big labour force with the registered number 16.37 million persons. The Malaysian economy registered a positive growth of 3.6% in the fourth quarter of 2021 (3Q 2021: -4.5%), as economic activities resumed with the easing of containment measures. The rebound in economic activity was aided by recovery in the labour market as well as continued policy support. Malaysia economic performance can be seen using a few indicators such as Malaysia’s gross domestic production (GDP), inflation rate, unemployment rate, and international trade (import and export). 1 1.1 Malaysia’s GDP Performance Gross domestic product (GDP) is the standard measure of the value added created through the production of goods and services in a country during a certain period (Malaysia, 2022). As a result, it also accounts for the revenue generated by such production, or the total amount spent on final products and services (excluding imports). Diagram 1: Malaysia’s GDP. Based on diagram 1, Malaysian GDP’s performance showed an improvement in 2021 with an increased of 3.1% compared to a contraction of 5.6% in 2020. The rising of Malaysian GDP had likely created more jobs which can reduce the unemployment rate in Malaysia. Workers also more likely to get a rising in their pay when the GDP rate show an improvement in 2021. 1.2 Malaysia Inflation Rate For 2021 as a whole, average headline inflation was 2.5% (2020: -1.2%), while core inflation averaged at 0.7% (2020: 1.1%). This situation happened likely because the money supply in market increased which led to an increase of price (Bank Negara Malaysia, 2022). Inflation rate in 2021 also high because the rising of wages. Rising of wages had make consumers to have high purchasing power in the market. This will lead to a sharp increase in the price of goods as the demand in the market increases compared to the less supply. 2 1.3 Unemployment Rate in Malaysia The unemployment rate in the fourth quarter of 2021 fell by 0.4% points from the previous quarter to 4.3 (Q3 2021: 4.7%) (Statistic, 2022). The number of unemployed people in Malaysia fell by 51.8 thousand to 694.4 thousand in the third quarter (Q3 2021: 746.2 thousand persons) Diagram 2: Malaysian Unemployment Rate in 2021. Based on the diagram above, we can see that in the third quarter of 2021 actively unemployed rate is 88.2% and the inactively unemployed rate is 11.8%. This situation showed that Malaysian more active in seeking a job even they are unemployed. The situation also the same in the fourth quarter of 2021 with 88.0% of actively unemployed and 12.0% of inactively unemployed. 3 1.4 Malaysian Trade Performance Exports increased by 18.4% to RM95.59 billion, marking the 12th consecutive month of y-o-y growth since September 2020 (MATRADE, 2022). Imports increased by 12.5% to RM74.2 billion, while the trade surplus increased by 44.7% to RM21.39 billion. We need to take this seriously to maintain environmental sustainability. Various campaigns have been launched by the government and the private sector, but the awareness for recycling among Malaysians is still unsatisfactory while the benefits are huge for life. The practice is very important to protect the environment from pollution that is increasingly affecting the health of the world and can affect the future of mankind, but the process is rarely emphasized by the public. It can still be seen that most of the people take easy recycling, which is able to save resources, prevent pollution and contribute to public health. Not many people are aware that recycling also creates jobs and can generate side income easily. The practice can also reduce waste disposal, air pollution from the combustion process, water pollution from landfills as well as greenhouse gas emissions, besides reducing the use of new raw materials and energy. 2.2 Reduce environmental pollution The environment needs to be taken care of for the good of all so that the beauty of the day can be maintained and felt by future generations. The use of modern technology to reduce environmental pollution is extremely important. For example, without modern technology, it is impossible to clean up oil spills at sea. With modern technology, solid waste such as old newspapers, old magazines, paper, cloth, plastic, and glass can be recycled. Therefore, action needs to be taken immediately so that the matter does not get worse. All due to the growing population in a place, the industrial sector is growing rapidly. If this problem is not resolved immediately our country will face various problems and disasters Polluted air due to open burning by residents around housing estates can be overcome by encouraging them to sell recyclable goods to used goods dealers. At among the items that can be recycled are newspapers, old magazines, paper used and paper boxes. These items can be reprocessed for produce a new paper. 3.2 Educate the people to love the environment in line with the 12th RMK The government has launched a policy to safeguard the environment. We as the people need to support the policy by paying attention to the policies implemented. he role of government should be seriously included in the question of educating the community towards managing the environment. Various approaches should be implemented to educate the community to appreciate and be sensitive to the environment. Education at the school level, campaigns, talks, distribution of pamphlets, discussions, knowledge discourses and related forums should be improved and extended to all levels of society. the level of awareness of their society towards the environment is high. They really appreciate it. However, in Malaysia, the level of awareness among the community is still low, less than 30 percent. No wonder most environmental -related campaigns fail to achieve their goals. For example, recycling programs launched nationwide have received less public response. Bin facilities and recycling centers are only available in certain areas. For rural communities, the situation is very limited. 6 4.0 BACKGROUND OF THE PROJECT The Project Recycle Machine prepared by government for Urbanization Council. Urbanization Council at their respective areas in Malaysia. This machine uses at the residential areas, shopping mall, recreational park, and others. In the success of this project the government cooperates with Environmental Department and their respective state Urbanization Council. Capital allocated by the Central Government with the State Government in the budget RM114000-161000. The government create this machine because have some benefits and want to reduce people’s attitudes who don’t like recycling. In this case, all people should know the benefits of the recycle. Example, improving the country’s economy, like sell recycled goods. Next, the important thing is wants to reduce pollution in this country, because some people like to litter all over the place like in the river, in the drain. Also, cause the river get river pollution. Over 80 percent of rivers in major cities it is thought the “River Died” from pollution, the river is at a severe level filled with garbage and bottles like at Sungai Juru, Pinang and Sungai Klang, Selangor also Sungai Skudai, Johor (Prof Datuk Dr Mohd Ekhwan, 2019) Lecturer of Social Studies Centre, Environment at University Kebangsaan Malaysia. This situation very not good for this country. After that, another thing why this machine very important cause the government is wanting to educate all people to love the environment in line with Malaysia Plans 12 (RM12). The eighth Malaysian Plans show for strengthening technology and green plants. Also, in Malaysia Plans want to accelerate green plants (Ismail Sabri, 2021) the prime minister of Malaysia. Dato’ Sri Ismail Sabri, also said, “In anticipation of the renewal of the 12th Malaysia Plan to be implemented in 2025, Malaysia will be a high-income country with a good quality of life and intends for Malaysia to become a high-tech nation”. The Recycle Machine works by putting items that need to be recycled into the machine. Then, the machine will withdraw money based on the type of goods. Different prices for each type of goods. This Machine produced mainly for main items such as boxes, papers and so on. People will earn money by putting the goods in the machine. Its very disadvantage less and even profitable for everyone. All people should try it cause its very interesting. Table 1 shows the price of goods especially the main items for recycling. This machine will be provided in every area especially at residential area and shopping mall. This is because, the area is a full of civilians. People will make the most of it by using it as best they can. The availability of people’s machines can reduce the nature of dumping waste into the river. The environment will also be well awake. The tourist will also admire it. Then, with this machine, everyone should use it. The District Council needs to ensure that people turn on the use of these machines to become normal in everyday life. This machine service will be an advanced and useful technology in the future. All parties should work together to make this happen. All problems can be solved well without involving political issues to develop the country together. Make Malaysia a developing country both socially and economically. The use of technology is also the most important asset to turn a country towards progress. 8 5.0 TARGETED POPULATION This project has a target that is in line with 12th Malaysia Plan. This project is environmentally themed that created the machine. Among the targets of this project is that all the public will use the machine this machine well and be able to achieve the goals of the 12th Malaysia Plan. As well as achieving well-being and boosting the country’s economy. The public can use this machine as well as make it normal. Furthermore, this project hopes that the young people who apply it a lot. This because, for being able to cultivate a love for the environment from a young age again. The next target in terms of the benefits of its use. Whether this machine can function properly and can be beneficial as expected by the responsible party. For example, not having too much damage problems as well as getting various positive reactions from users. The project to be launched in 2026. This is because, the process of providing such a machine will have various problems. Especially, the problems of the Malaysian Population. This is because, the total population in Malaysia is estimated at 32.75 in 2021 and increased by 0.4 percent from 32.62 for the same period. Next, Datuk Seri Dr Mohd Uzir Mahidin, 2021 said the male population outperforms women. The population aged 65 and over increased from 2.26 to 2.37 for the same period. The trend in Malaysia towards an ageing population. This worrying because the youths are still decreasing, and the project will not be able to reach the target as it is more dedicated to the youths who apply it. Young people need to use it because this will appeal to them to love the environment and those who will also lead to the development of technology in the 12th Malaysia Plan. The use of technology is very important as it can boost the country's economy. All sectors require technology regardless of agriculture, manufacturing, and services. People need to be exposed to technology. It is hoped that this project will be a useful project in the future. Young people need to use it and make the most of it. All parties need to cooperate well so that the process of manufacturing environmental machines can be carried out as soon as possible. 9 6.0 OBJECTIVE 6.1 To identify the environmental issues, occur in Malaysia. This problem otherwise can give a big impact on community living life. As we can see from environment statistics 2021, Selangor was leading the most wastes follow by Johor and Negeri Sembilan (Portal, 2022). From this statistic, we can say that the increased of population can give the impact on wastes. As a government, we can focus on each state to reduce the environmental issues. 6.2 Propose the use of recycling machines in the Malaysian community. The proposed uses of recycling machines in Malaysian community implemented by government can help the community to face the environmental issues. The uses of the recycle machine automatically can educate the community on how to love and care about the environmental. The community also can earn the pocket money if they keep use the machine to recycle the wastes. 10 6.3 To ensure that the problem of environmental issues can be solved by following the recommendations. With the uses of the recycle machine among the community, Malaysia can be a clean country, like other developed country. The diseases that might arise from the wastes can be avoid and it also can save the cost on hospitality of treatment for those people who are affected by the diseases. 7.0 SCOPE PROJECT The scope of this project is targeted around the community residence, public area and around the country which has produce the most wastes. This project also will make a collaboration with city council and Malaysia Department of Environment. The collaboration of both agencies will facilitate the government to solve the environmental issues. 11 8.0 IMPLEMENTION OF THE PROJECT The problem of wastes pollution in our country has recently gotten worse. This issue has the potential to impact both environmental sustainability and societal well-being the waste can result in a variety of problems, including the spread of diseases carried by rats, odour pollution, and many others. As a result, a project to address the problem has been created. The use of recycling machines has been proposed as a solution to the community's waste pollution problem. CCTV The CCTV provided is to secure the recycle machine if there was theft issues or technical problems. From these uses of CCTV, the control staff can find out if there were any problems occurs. 2. LAMP The uses of lamp on the machine can help the user to use the machine in the dark. 3. DISPLAY SCREEN The display screen will show the instruction in digital ways, shows the rating and weight of the wastes. 4. PLACE PUT GARBAGE The place where the user needs to put the wastes. 5. BUTTON RECYCLE TYPE The variety of recycle button give the user to choose and easy to recognize on what types of their wastes want to exchange. 6. BUTTON REDEMTION TYPE Give the user to choose on what type of redemption is that “Cash” or “Touch N Go” 7. RECIEPT PRINTER Receipt printer will print out the receipt once the process is finish as the evidence of the transaction. 8. CASH DISPENSER The place where the machine gives out the money to the users. 9. INSTRUCTION Give the traditional instruction to the user on what is the first step they need to do until end. After the user touch the screen, the screen will appear the types of language. The user needs to choose only one language to go to the next step. 15 3. After choosing the language. The screen will appear the types of recycle wastes. The user just needs to click on the blue, oranges or chocolate button to recycle the waste. “Make Sure You Click the Right Button to Avoid The Technical Issues” 4. After clicking the types of recycle button, the user needs to put all the waste in the machine. The user needs to make sure all the waste are in the machine because once the door is locked, there was no way to open it back. If the user is forgot to put others waste in the machine, the user needs the to recycle the waste start from the first step again. 16 5. After putting the waste in the machine, the user needs to wait shortly for machine to calculate the weight of the waste. 6. After the machine calculate the weight, the screen will show the weight of the waste and the estimate money for user to claim it. Thus, the user needs to click the black arrow display to the next step. 17 7. After clicking the black arrow, the screen will show the types to redeem the money. The user needs to click only one type to choose. 8. If the user clicks on cash money, the machine will give out the money at the money dispenser and receipt will print out as the evidence for user. 18 9. If the user clicks on “Touch N Go”, the user need to fill their account pin to get the redemption. After fill the account pin, the user will get the notification via their phone that the redemption was successfully. At the same time the receipt will print out as evidence for user. 10. After following all the step, the screen will show that the user is successful doing their recycle wastes using this machine. 19 11. Lastly, the screen will display “thank you” for the user because the uses of the recycle machine. 20 11.0 UNDER THE MINISTRY In general, in solving the problem of environmental pollution from solid waste there are ministries involved in solving these issues such as the ministry of the environment with the cooperation of all municipalities of each state. In addition, there are several efforts made by the ministry as done by the Hang Tuah Jaya Municipal Council (MPHTJ) Melaka in running a recycling program that indirectly helps our project to succeed in our project to place recycling machines in areas such housing estates, shopping malls and recreational park. This support can be seen, where the Melaka state municipal council has released capital to provide recycling machines in several places such as MPHTJ Batu Berendam Wholesale Market which will work with the Secretary of Technology Transfer and R&D Commercialization Division of the Ministry of Science, Technology, and Innovation (MOSTI). Therefore, the efforts of this body are related to the Malaysian Plan 12 (RMK12) which aims to adopt Technology in Development New Products with the creation of recycling machines and placement in designated areas to develop the country towards the development of modern technological nation. Apart from that, this effort is also related to the RMK 12 strategy of Strengthening Capacity Finance namely for Introducing Financing Mechanisms and New Incentives for Technology Adoption. There are many efforts made by the government in overcoming environmental problems such as solid waste pollution that is to strengthen law enforcement by preventing, eliminating, controlling pollution, and improving the environment under the Environmental Quality Act 1974 [Act 127]. The enforcement process will be taken by the Department of Environment (JAS) under the Ministry of Energy, Science, Technology, Environment & Climate Change (MESTECC). In carrying out projects to introduce recycling machines to community, there are government efforts that support private bodies to participate to introduce recycling machines as done by Alam Flora Sdn Bhd by taking proactive steps to build a Recycling Innovation Facility (FIKS) in Putrajaya. In fact, this is the cause of the openness of other private parties that will introduce recycling machines such as DHL and Klean to reduce plastics pollution in the environment. 21 Therefore, the construction or introduction of recycling machines carried out under our project is to solve the issue environmental pollution that occurs in Malaysia which can adversely affect the health or economy of the country because the containers that can hold can cause mosquito breeding and infect health quality human. 22 12.0 MINISTRY OUTCOME THAT AIMS TO BE ACHIEVE 12.1 Can provide 3 recycling machines in places such as housing estates, shopping malls and recreational parks. The ministry’s desired result in this project is to be able to provide at least 3 recycling machines in one district that can be located in the areas such as housing estates, shopping malls and recreational parks. One of the reasons why recycling machine are placed in these three places is because it is a route for people who often visit the place which may be a place where garbage disposal occurs. 12.2 Keep the environment from being contaminated by waste garbage. Creating a clean environment in public places such as housing estates, shopping malls and recreational parks by encouraging people to be aware of caring for the environment by recycling solid waste. Therefore, the existing recycling machines can reward consumers for recycling solid waste such as bottles and even get cash rewards when they recycle using this recycle machines. 12.3 Fostering community to recycle old materials and solid waste. Recycling machines cultivate the community to recycle old, stored materials such as bottles, aluminium cans, papers, and others. A 50 square foot chamber may also be used to run a small-scale recycling facility. However, if we choose for a large-scale recycling facility, we need at least 200 to 500 square feet of area for the recycling process. The cost maybe around RM 2000 until RM 3000 per month and for a year maybe about RM 24 000 until RM 36 000 needed. Shades, enclosed space, huge rooms, a technical room, and so on should all be present on the property. We'll need a clean, enclosed location for us to store our equipment and machines. To avoid asphyxia, all such confined spaces should be aired. A wide area should be set aside for dumping plastic garbage, while a clean area is required to store recyclable materials. 13.2 Utilities After we have worked out the site and land difficulties, our plant will require sufficient utilities to operate. The most important thing is to have a good electrical connection. For utilities, the required cost is around RM 1000 to RM 2000 per month and for a year the required capital is RM 12 000 to RM 24 000. This cost may increase if there is an increase in machines and others based on your electricity usage, you should get the needed connection. Another factor to consider is adequate water supply. You should maintain a suitable generator on hand in case of an emergency. Other utilities include recycling components, tiny tools, machinery, a compressor, and furnishings. 24 13.3 Self-Service Recycle Machines We also need to purchase the necessary machines for garbage recycling. The garbage is crushed in a machine. Then it's shaped into little forms and chilled with cold water. This machine comes in a variety of shapes and sizes. Some machines are all-in-one, while others are only part of the package. Also keep in mind that the machine you'll require will be determined by the sort of garbage you'll be recycling and the scale at which you'll be recycling it. However, a large-scale machine with a variety of characteristics would be preferable. We also think to start our plant with 30 units of recycle machine. Maybe the cost for machine will be around RM105 000 until RM150 00. Machines will also be added if there is a lot of demand in the market and if we get a profitable return from the customer. 13.4 Technician and Labor To successfully carry out the entire recycling process, we will surely want a technical mind as well as manpower. We also need to find a technician that is familiar with equipment and machines. To save money, employ the technician for a period and then do it on your own after learning from him. You may also seek assistance from advisors or enroll in a brief course on the subject. You need also engage some labor to complete the task, depending on your needs. For this, we have made the decision to only take 3 manpower to manage all the machine which is 1 manpower will take care 10 machines. A technician will be paid RM 2000 per month and the amount for 3 technicians is around RM 6000 per month. For a year the cost required to pay the worker is RM 72 000. The number of technicians may increase in the future according to the profit return. 25 14.0 EXPECTED OUTCOME (ANALYSIS SWOT) A SWOT analysis is used to provide a realistic, fact-based, data-driven assessment of an organization's, initiative's, or industry's strengths and weaknesses. The organization must maintain the accuracy of the study by avoiding preconceived notions or grey zones and instead focused on real-world scenarios. It should be used as a recommendation rather than a prescription by businesses. 14.1 Strength Profitable plant, save cost and earth For this plan, we expect high profits as this plan has never been done by any party in our country. Self-services recycle machines are automated devices that provide customers with commercial services. Many people will be happy to use it because we offer money for each of their recycled items. Millions of these machines exist in the United Arab Emirates and around the world, each delivering a unique service or network of services. It will also attract many investors from abroad to invest with us. So, this plan will promise the best benefits to all parties including the government and many others. In addition, the strength of this plan is also saving operating costs as well as earth. This is because the cost for each item such as maintenance, employee payments etc. will only be done after one month or season. Furthermore, this project will help us take care of the environment and indirectly make our country clean and safe from recyclable waste. 14.2 Weakness Society cannot adapt with the machine and the machine will be damaged by irresponsible people. For weaknesses, the use of this machine may initially be difficult as the community has not been able to adapt to use it. This will be to our detriment as the user of the machine will be reduced. For example, older people may have difficulty using this machine technology and eventually, choose not to use it and dispose of their recycle items in other ways such as burning because that is an easy path for them. In addition, the chance of this machine being damaged by irresponsible people is high as this machine will be placed around public places. If this machine is being damaged, we have to add the cost to repair, and it will affect our profit in the future. 26 14.3 Opportunity Expand the market and developed to international market. For the opportunity, this project may be able to be expanded in the market due to less competition and this market will be dominated by us in our country. In addition, the market for self -service recycling machines is still early for our country, and this will be more profitable for us to expand it. This project also gives us a great opportunity to further develop in the international market and compete with other countries. This is because foreign investors will be easily attracted to invest in our country due to its low cost and high market demand 14.4 Threat Exposed to rising machine maintenance cost and competitors from others country. For threats, we believe that there will be an increase in costs due to competition or the occurrence of undesirable situations such as machine breakdowns, machine price increases, tax increases and many more. This will have the worst effect as we will incur huge losses and may have to stop due to the increased cost burden, but this threat can be avoided if we manage it well and the situation is in our favor. In conclusion, each such plan requires a high risk to obtain a profitable outcome. We believe that this self-service recycling machine plan will be profitable in the future if successfully done well. This will also have a positive impact on all parties including the government and society and this will raise the country's image on the international stage. The possibility of this matter will be emulated by other countries is also high because of its good effects and this is in line with the goals of the RMK12 in protecting the environment in our country. 27 15.0 CONCLUSION In conclusion, the project implemented is against the background of several problems that exist in Malaysia such as the attitude of the community that does not practice a culture of recycling. Malaysians who love to dispose of garbage at will without segregating recycled materials made the idea to implement this project. In addition, this project is proposed to reduce the rate of environmental pollution in Malaysia due to the lack of use of technology in caring for the environment. Advanced technology is able to help to clean up plastic waste that is dumped in the sea in a large scale. The importance of the issue emphasized in this project proposal is to control environmental pollution. Environmental pollution in Malaysia is getting worse day by day due to the irresponsible attitude of society. This pollution problem needs to be solved immediately before it becomes a more serious problem with no solution. This project also aims to educate the community to love the environment in line with the 12th Malaysia Plan. Several government policies have been introduced to protect the environment and we as responsible Malaysians need to support the government's efforts. In a nutshell, this project background is to prepare for Urbanization Council to use the recycle machine introduced in various areas to educate society about recycling. The most important part to achieve by implement this project is to reduce pollution in Malaysia. Based on statistic 80% of rivers in Malaysia are considered ‘River Died’ and need to be handle quickly. Recycle machine works by converting recycle items into money and this can encourage more people recycle more. The exchange rate for each item also depends on their type and weight. The project introduced aim to educate public on the importance of recycling align with the 12th Malaysian Plan which to reduce environmental problem in Malaysia. The recycle machine success also depend on the Malaysian support whether they can use the machine at full potential and gain the benefits expected. This project which expected to be launched in 2026 hope can give more time for Malaysian to accept the technological change in protecting the environment. 28 There a few of main objective highlighted in this project which is to identify the environmental issues occur in Malaysia because based on statistic in 2021, Selangor has the highest rate of waste. Besides that, this project proposes the user of recycle machines in Malaysian community so that government can educate community to preserve the environment for the future. This project also aims to ensure that the environmental issues can be solved by following the recommendations. The implementation of the project suggested that this project can help to reduce pollution in Malaysia in the early stage by educate people on how to use the recycle machine. In the report stated each description of the machine function so that it’s easy for people to understand. In general, this project includes the cooperation of Alam Flora Sdn. Bhd. and the Ministry of Energy, Science, Technology, Environment & Climate Change (MESTECC). Each of this organization playing an important role to help this project implemented successfully. The ministry outcome that aims to be achieve is to provide 3 recycling machines in places such as housing estates, shopping malls and recreational parks, keep the environment from being contaminated by waste garbage, and fostering community to recycle old materials and solid waste. To sum it up the suggested budget are not too high and can be accommodated by the government. Each machine in average need around RM 114 000 to RM 161 000 including land, utilities, self-service recycle machine, technician, and labour. Each expense is important so that community can get the best service from the recycle machine. Broadly speaking, the expected outcome of the project can be emphasize using SWOT analysis which include the strength (profitable plant, save cost, and earth), weakness (society cannot adapt with the machine and the machine will be damaged by irresponsible people), opportunity (expand the market and developed to international market) and threat (exposed to rising machine maintenance cost and competitors from others country). With a reduction in the need for additional resources, recycling can lower the number of pollutants and other toxic chemicals released into the air via processing and greenhouse gases. The less waste that gets incinerated, buried in the ground, or thrown in the ocean, the healthier and more stable our environment will be.
