Objectives:
1. To identify sustainable business opportunities for ring-fencing under the i-Usahawan
Non-Energy sectors
2. To explore potential contracts that can be ring-fenced across the DA Group (based on a
proposed guideline for identifying ring-fenced contracts)
Expected outcomes:
•
Shortlist work categories among GLCs for i-Usahawan Non-Energy for phase 1, and
•
Identify a list of common contracts with the possibility of pooling contracts across
organisations to allow sustainability of i-Usahawan contract holders

A youth entrepreneurship development programme aimed to enhance entrepreneurial skills through
continuous mentorship and monitoring, and creating a proper “training ground” in order to enable
them to secure their first contract on a competitive basis.
Objectives of the initiative:

WHO CAN JOIN i-USAHAWAN: NON-ENERGY SECTOR?
Youth Entrepreneurs
• Bruneian Citizens and Permanent
Residents (who are not citizens of foreign
nations) who own a locally registered
business/company.
•Youth ages of 18-35 years old.
•The business/company MUST NOT have
any prior contract with Government,
GLCs, or Statutory bodies in the previous
5 years.
•Actively running and involved in the daily
operations.
•For Sole Proprietorship and Partnership,
incorporation as Sdn Bhd in Brunei is
encouraged upon award of contract.

WHAT IS REQUIRED FROM CLIENTS?

To provide ring-fenced contract with minimum 1 year duration (with provision to allow for
contract extensions based on client requirements and contract performance for up to 2 years)

To ensure contract value is reasonable for vendor to sustain the business operations
throughout the contract period

To include mobilization fee in the contract to help the i-Usahawan vendor get started
4
To provide relevant (technical) mentorship to vendor upon contract award and offer
continuous mentoring throughout the contract execution
5
To use DARe LINKS Portal:
•To post/advertise business opportunities including EOIs and Tenders
•To filter eligible participants and award contract
•To share updates upon completion of contract

PROPOSED GUIDING PRINCIPLES FOR IDENTIFYING RING-FENCED
CONTRACTS
1. Confirmed minimum value that the vendor will receive (fixed income)
2. Confirmed scope of work
3. Continuity of the type of contracts
•
Can the business find work elsewhere after completing the contract?
4. Ideally contracts should be tried and tested before offering it for ring-fencing
5. To include declaration of any associated companies as part of contract owner’s due
diligence
6. To include requirement of local employment (incl. yellow & red I/C holders)

Eligibility Criteria
Department of Energy will vet through the list of interested
individuals to ensure they meet the eligibility criteria.
Bruneian Citizen from 7 indigenous groups holding
yellow I.C.
Youth within 18-35 years old
No prior contract with Government or GLCs or
Statutory bodies (previous 5 years).
Incorporate as Sdn Bhd in Brunei (upon award of
contract).
Active ownership - running and involved in daily
operations of the business.
Contract Criteria
The i-Usahawan Programme aims to ensure sustainability of
youth driven businesses, who aspire to grow into multiinternational companies and contribute to the socio-economic
development of the country.
Low risk scope of works:
• Minimum HSSE risks
• Minimum technological advances
• Low capital investment
Minimum of 3 years contract duration
100% local employment target from commencement of
the contract.
