CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS Chapter I – GENERAL SITUATION AND SCENARIO A. BACKGROUND AND RATIONALE The Municipality of San Luis is located in the lower portion of the Pampanga Delta wherein ten (10) out of its seventeen (17) barangays are situated on both sides of the Pampanga River. Six (6) of these barangays are located in the northern part of the Sta. Cruz Pambilog Sta. Catalina San Sebastian San Juan Sto. Tomas Sta. Cruz Poblacion San Nicolas Sta. Rita Sta. Monica San Agustin Fig. 1. Barangays located at the stretch of Pampanga River. river that include the Poblacion area and are supposed to be protected from flooding by the Arnedo Dike which also serves as one of the linkage roads of these six (6) barangays. The structural intervention mentioned was found very useful in the past, but to date, because the river is heavily silted due to lahar and debris coming from the provinces of Tarlac, Aurora and Nueva Ecija river channels, coupled with mudflows and debris from the mountains, said dike is now rendered less effective. During rainy seasons, overflowing of floodwater from the river is perennial submerging the abovementioned barangays including Brgy. Sto.Rosario and Brgy. San Isidro. The flooding incident CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS usually lasts for more or less two weeks. Erosion of this dike is also evident in some of its portion especially in Brgy. Sta. Rita, Brgy. Sto. Tomas, Brgy. Sta. Cruz Poblacion and Brgy.San Sebastian which poses danger to residents principally those who are living near and at the dike itself. Fig. 2. Furthermore, soil liquefaction causes riverbank erosion leading to collapse of houses and infrastructures near the river. This phenomenon is most evident in Brgy. San Juan, Brgy. Sta. ASSUMPTIONS • Intensification of rains induced by Inter Tropical Convergence Zone (ITCZ) and strong typhoons. • Release of large volume of water in Pantabangan Dam in Nueva Ecija and from other water tributaries of neighboring provinces. • Siltation of Pampanga River. • Siltation and clogging of waterways. • Increased number of construction of inland fishponds. • Sudden disorder and damaged of mechanical floodgates along the setback levee. C. PROBABLE EMERGENCY SCENARIO Worst case scenario is when strong typhoon followed by floods happened during months of November to January, wherein 73.3% of the agricultural areas will be seriously affected. CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS Quite likely, 63% of farmers have completed their planting during this season and in mid- wait for harvest, also cropland and livestocks will surely suffer likewise. When floods reaches the height of 6’ and over, 89% of fishponds and more, including those considered at safe areas, and in good conditions will be subjected to flooding, damages is inevitable. Displacement of families living on weak houses, residents living in single- storey houses and the likes, and houses near the edge of river directly bombarded by strong current subject to erosion and collapse. Incidents of strong typhoons happened during peak of floods wherein houses exposed to farm areas were the most vulnerable to strong winds. Possible breaching of Arayat-Apalit set back levee allowing flood water to submerge 2 more barangays in the municipality and endangering nearby towns including Mexico and San Fernando. CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS Chapter II- POLICIES While we understand that we can never predict disaster with certainty, complacency and unpreparedness are the ills that a duty bearer should constantly guard against. The effectiveness of Contingency Plan is dependent on the level of awareness of the people involved in emergency management and of those who are living in vulnerable areas. Vulnerability reduction depends on the capacity and cooperation of those living in the vulnerable areas and the strength of the responding and supporting Disaster Risk Reduction Management Councils (DRRMCs). The extent of preparedness made both by the affected residents and the supporting DRRMC is a critical factor in measuring the degree of success of this EMERGENCY Contingency Plan. OVERALL GOAL OF THE OPERATION: This Contingency Plan is designed to save lives and properties by responding more effectively and efficiently in a State of Emergency. SPECIFIC OBJECTIVES: To establish a well- defined functions and responsibilities of the different sectors involved. To provide standard assistance in technical aspect of response; the provision of basic needs such as food, shelter, water, health and sanitation, logistics, security, search and rescue service and registration. PHASE I. PRE- DISASTER STAGE a) Pre- Disaster Preparedness- Planning & Training Stages b) Identify problems to be encountered with the end and in view of addressing defining the actions to be undertaken to prevent disaster effect to the community c) To reorganize and/ or activate the MDRRMC, its staff elements and Task Units/ Disaster Response Teams (DRTs), and to familiarize them with their duties and responsibilities to effectively carry- out plan of action of the council. PHASE II. CALAMITY/ DISASTER STAGE All task Units/ MDRRMC’s shall be called to conduct immediate response in time and in precision to rescue, evacuate, recover, distribute relief goods, to maintain security operations, intelligence gathering and providing medical assistance in accordance with the functions of their respective units. PHASE III. POST DISASTER STAGE To continuously implement the respective plan of actions assigned to the task units, such as but not limited to providing food sustenance, medical assistance for CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS the poor families, maintenance of peace and order, and the conduct of rehabilitation works. II. TASK AND ACTUAL EXECUTION : A. STAFF ELEMENTS 1. INTELLIGENCE AND DISASTER ANALYSIS UNIT a) When the problem arises, the information shall be immediately relayed by the watch point group in their designated position/ location by giving their actual observation and feed all the necessary information by means of their available communication facilities to the Disaster Operation Center (DOC) or through the communication and warning unit. b) The DOC upon receipt of the information regarding the impending emergency will immediately disseminate the same to all task units of the MDRRMC for appropriate action and it shall inform immediately the Chairman or in his absence the Assistant Chairman or any of the staff elements for evaluation purposes. c) After the assessment was made by top officials together with the staff, they will automatically dispatch all task units to response to the situation base on their respective plan of actions. Their duties and responsibilities are as follows : CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS c.1 The DOC after receiving the order of the Chairman, it shall immediately call on all Task Units Officials and members and relay said order for their compliance. c.2 The MDRRMC Chairman and his assistant will supervise the implementation and execution of all plans of all task units involved. 2. PLANS AND OPERATIONS UNIT To closely monitor all course of action to be taken in order to address problems that may arise to prevent mismanagement of plans and operations which may also result to grave damages to existing public works, lives and properties. Officials involved shall establish all the requirements that need immediate actions and tap the services of the task units to respond to the existing problems. Monitoring and supervising the progress of operations according to plans and determine the necessity of creating additional unit to actively implement urgent matters in support to other task units. The officials involved in this element will also serve as the principal coordinator to all task units and to the MDRRMC hierarchy. 3. RESOURCES UNIT Effect a survey on immediate needs of potential victims, canvass the prices of all basic commodity needs of the vulnerable calamity victims for stockpiling. B. TASK UNITS 1. Camp Coordination / Evacuation – Identify, establish and prepare the areas and safe places for evacuation before and during the occurrence of the calamity. This unit shall continue to maintain and sustain their services until the situation would be normalize to require the victims return to their respective houses. 2. Relief Operation / Protection - relief operation minimizes the victims’ suffering in times of disaster/ civil disturbances through relief distribution in the forms of food, clothing, medicines and other amenities needed by the victims and evacuees. 3. Emergency Communication - The people involved shall serve as communication linkages, receiving warning information, updated weather bulletin. Also serve as the liaison with the local media and government agencies. 4. Logistics and Transport - To organize all available transportation within the area and utilize them in case of disaster/ emergency and provide each one a written materials with code named Emergency Transport Service. It shall assist by providing vehicles for rescue, evacuation and relief distribution operations. 5. Peace, Security & Safety - Its primary task is to maintain peace and order within the jurisdiction. Health, Sanitation & Medical Services - To store, preserve and maintain the commonly used medicines in times of emergency in order to extend/ attend proper medical assistance to victims. Sanitation is also a must for the safety of the IDP especially at evacuation center. 7. SAR and Engineering - To evacuate victims of calamity to designated evacuation centers and bring casualties to designated nearest hospitals, health center and clinics and undertake the necessary clearing operation on road network and repair of damage structures and facilities. In cases where the existing facilities are not enough to accommodate the number of victims, to construct additional temporary shelters. 8. Public Information Unit - To provide accurate information and instructions to civilian population on the impending calamity, during and after any disaster. 9. Rehabilitation Service - To provide services and help restore the moral of the affected people, extend financial and material assistance, repair and rehabilitation of infrastructure damages in the disaster area in order to hasten the restoration of condition to normalcy. 10. Fire & Earthquake Service - Activation of the Fire Brigade to all component barangays with the primary task of giving alarm, supervising and providing manpower support in putting off fire. CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS III. COORDINATING INSTRUCTION 1. The operational plan will serve as the guidelines among the various agencies and NGOs and other group of volunteers who want to get involve in related activities. 2. Every official and member of the MDRRMC shall adhere to the guidelines set forth under this plan. 3. Maximum and lateral coordination to all the members and task units in all phases of operations shall be highly encouraged. 4. This plan shall take effect according to the stages of disaster. IV. SUPPORT SERVICES 1. Evacuation. Affected families to proceed to designated assembly points in their respective barangays and from there they will be evacuated to designated evacuation centers. Pick- up point shall be established in all barangay to avoid confusion during the occurrence of calamity. 2. Casualties will be brought to the following hospitals, clinics and health centers : a. Fire Outbreak Although the town is now fully energized and fast becoming an urban area due to continuous rising population, housing units and other service facilities, its CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS history in the past eleven (11) years on the occurrence of fire is negligible and isolated as the records show that there were only about six (6) reported incidents of fire in the Municipality. In the year 2005, San Luis Fire Station was put up equipped with a reconditioned Fire Truck. In 2007, said vehicle is rendered unserviceable and we have to rely again on the capabilities of adjacent towns in putting off fire while looking for means of replacing the said vehicle. Fortunately, early 2008, we have acquired a new and nice looking Firetruck and later formed an organized fire brigade, But like other natural and man- made disasters, preventive measures should be formulated in order to minimize, if not totally eliminate the ill- effect it might cause to lives and properties. Training, information dissemination through the conduct of fora, dialogues and dry- run exercises in the 17 barangays of the town should be implemented. Assuming that fire occurs in any barangay, the concerned barangay officials or any concerned citizen shall immediately inform all able bodied people in the neighborhood to help in putting- off or prevent the fire from further spreading to neighboring houses and at the same time the leader should send somebody to call to MDOC and briefly states the fire situation in the disaster area. The MDOC is the official recipient of the message shall relay the situation to the Bureau of Fire Protection assigned to the clustered towns stationed in Candaba, Apalit, Mexico, Pampanga and all nearby towns where there are available fire trucks for assistance. In the same manner, the DOC shall also call the nearest barangay with organized fire brigade units to dispatch them immediately to the CONTINGENCY PLAN MUNICIPALITY OF SAN LUIS scene of the fire, bringing with them any form of fire- fighting equipment available in their pool. Timely rescue operation for people trapped inside burning houses is a priority action. Saving of valuable properties if found still manageable to save them follows. All MDCC Task Units shall be mobilized to respond during conflagration. In the case of earthquake, the only remedy to be done to be able to prevent injury and/ or loss of life is to educate people to respond in proper ways during the emergency. They should be informed on the hazard/ danger they are facing because of faulty construction, using substandard materials, installation of electrical wiring and carelessness in the movement of occupants during the calamity. People should be advised to keep composed, have a clear presence of mind or be forewarned of these hazards. Dry- run exercises should be conducted in every barangay to equip them with enough knowledge on how to respond at a given time, especially for schools, church – goers, entertainment and amusement houses. Precautionary measures shall be adopted for the information of the constituents. Man- made disaster such as victims of vehicular accidents, armed conflict, outbreak of epidemic of any killer diseases and others should be treated according to the needs and resources of the municipality. This additional plan shall be made an integral part of the Municipal Disaster Contingency Plan.
