PROGRESS MEASUREMENT SYSTEM
AL-KHURAYBAH & MUWEYALAH TANKER FILLING STATIONS
1. Introduction
Measuring progress is a key activity that needs to be undertaken in a methodical and consistent
manner by the Future Horizons contracting company for their scope of work.
.
The Future horizons Contracting Company shall implement a progress measurement system based
on the principles contained within this document based on earned value principles.
2. Purpose
This procedure aims to establish a Consistent method for Measuring and reporting physical progress
and thereby Providing a basis for checking and analyzing progress and forecasting.
The progress measurement Include General Items, Engineering, Procurement & Construction
(including commissioning & handover) for the PROJECT. This procedure defines the Physical progress
measurement and progress calculation method for the PROJECT.
3. Basis of Measurement of progress
Future Horizon Contracting will develop the Progress Measurement System to cover the complete
scope of work and reporting of all works associated with the Contract
4. Progress Evaluation Basis
The project’s detailed Schedule (Level 5) under the Structured work Breakdown Structure forms the
basis for PMS. Activities corresponding to Engineering, Procurement & Construction (Including
commissioning & handover) having physical work Volume in the Level 5 Schedule, will be measured
for the progress. As one of the components in involving for the project is related to %progress, the
invoicing requirement of weightage has been built into the Physical progress Measurement.
Each phase is monitored as a discreet package and the relative percentage weightage is allotted to
each phase based on the relative cost of the phases. The overall weightage established will remain
fixed.
Any changes in scope by way of Variation Order of addition will be measured & monitored
separately. Any deletion in scope will be jointly agreed upon between contractors and the Client.
The merging of the original Scope and Variation Scope Progress Will be done at the project Phase
level or Project level without affecting Progress Measurement.

The Total Budget is considered the whole Project (100%) to assign weight Points to measurable level
3 activities and for further breakdown to Level 4& Level 5 Activities deliverables
The progress Will be measured under the following heads for the above-defined phases.


5. Progress Measurement
The relative weightings of the phases will be utilized to determine the overall progress (Physical)of
the project.
The Further Weighting breakdown of phases General & preliminaries, Engineering, Procurement,
Construction, Testing & handover.
5.1 General & preliminaries.
General & Preliminaries Plan will be prepared Mobilisation milestones which are covering
Mobilization, Demobilization, management, temporary facilities & Permits & Authorities and
Documentation Works by including pre-commissioning progress for temporary facilities.
For The Mobilisation of Each Site, we will Claim 60%, and with the Demobilisation of Each Site, we
will claim 40%, With help of Proof Documents & reports.

For the Remaining List of packages in general & preliminaries, we will claim the Invoice with the Help
of Supported Aconex Documents & Reports. As per The PMS File
5.2 Engineering.
Engineering progress will be calculated using earned value methodology.
For the Engineering phase of the project, the Physical Progress measurement criteria shall be based
on Actual Deliverables issued for Contractors & Approval by the Client. The following progress and
Respective Discipline percentage figures for the completion of each deliverable will be monitored on
a monthly basis.

5.3 Procurement
The Equipment and material control log shall be prepared. in which every piece of
equipment/material with their associated weight value shall be shown the weight factor shall be
established based on the price breakdown of all equipment, which is utilized as the physical progress
measurement milestones which shall show the steps of progression to complete a procurement
activity. Procurement Progress % Complete is calculated using the weighted % complete of each
procurement package and the procurement package budgeted value.
The total Weightage of the Procurement from the project is About 40% out of 100%, At The time
of PO issues Future Horizon Contracting Company Claim of 20 % out of 100% of the particular
material, and Whenever Material Delivery to the site at that time we will claim remaining 80 % of
the Material.

5.3 Construction
For the Construction Phase of the project, the physical progress measurement criteria shall be
derived from quantities or Volumes completed versus quantities or volumes required. The
Estimation of Quantities shall be extracted and shown on a weekly basis. FHC will Claim 50% before
work starts and the remaining 50% will claim after the completion of particular work of each phase.
Construction physical achieved shall be derived from the approved weighting factories established
for incremental steps required to complete all types of fields construction activities per discipline
which will be finalised later. In fact, these steps are used for assessment of the progress of the
construction activities as the physical progress measurement milestones.
Progress is earned on % complete of each step which may be based on the actual quantity installed
(i.e., concrete poured; formwork installed) of each step in the Construction process for each
construction activity divided by the Forecast quantity to be installed.
The total Weightage of the Construction from the project is About 42.6% out of 100%. The
Weightages will be based on mutual discussion and Approval of PMC

5.3 Testing & Handover:
The Total Weightage of the Testing& Commissioning from the project is About 5% out of 100%. The
Progress will be calculated & Claim amount after the Complete Testing & Commissioning, of Each
Discipline of Work. The WT% will be used based on the mutual discussion & approval of the Client &
Consultant.
