What is RA 10591?
An act providing for a comprehensive law
on firearms and ammunition and providing
penalties for violations thereof.
This Act shall be known as the
“Comprehensive Firearms and Ammunition
Regulation Act”.

Standards and Requisites for
Issuance and Obtaining a License to
Own and Possess Firearms
 Filipino citizen at least twenty-one (21) years
old
 has filed an Income Tax Return (ITR)
 has not been convicted of any crime involving
moral turpitude.
 has passed the psychiatric test

Standards and Requisites for
Issuance and Obtaining a License to
Own and Possess Firearms
 has passed the drug test
 has passed a gun safety seminar
 must present a police clearance
 has not been convicted or is currently an
accused in a pending criminal case

Who are qualified to apply for Permit
to Carry Firearms Outside Residence
or place of business?
Answer:
Those persons whose life is under actual
threat or his/her life is in imminent danger due
to the nature of his/her profession, occupation
or business.

Members of the Philippine Bar
Certified Public Accountants
Accredited Media Practitioners

Businessmen

TYPE OF LICENSES
 Type 1 license
 Type 2 license
 Type 3 license
 Type 4 license
 Type 5 license

Firearms That May Be Registered
 Only small arms for licensed citizens or
licensed juridical entities.
 Light weapon shall be lawfully acquired or
possessed exclusively by the AFP, the PNP
and other law enforcement agencies.

Registration of Firearms
In accordance with the type of license.
License to Possess Ammunition
Necessarily Included
Shall include the license to possess ammunition
with a maximum of fifty (50) rounds.

Renewal of Licenses and
Registration
 Licenses to possess a firearm shall be
renewed every two (2) years.
 Legistration of the firearm shall be renewed
every four (4) years.
Death or Disability of Licensee
Firearms or ammunition shall be delivered to the
FEO of the PNP.

Final Amnesty
Persons in possession of unregistered
firearms and holders of expired license or
unregistered firearms shall register and
renew the same through the Final General
Amnesty within six (6) months from the
promulgation of the implementing rules and
regulations of this Act.

GROUNDS FOR REVOCATION,
CANCELLATION OR SUSPENSION OF
LICENSE OR PERMIT
1. Commission of a crime or offense
2. Conviction on a crime involving moral
turpitude
3. Loss of the firearm, ammunition, or any
parts

GROUNDS FOR REVOCATION,
CANCELLATION OR SUSPENSION OF
LICENSE OR PERMIT
4. Carrying of the firearm, ammunition
outside of residence or workplace without,
the proper permit to carry.
5. Carrying of the firearm, ammunition, or
major parts thereof in prohibited places.
6. Dismissal from the service in case of
government official and employee.

GROUNDS FOR REVOCATION,

7. Commission of any of the acts penalized
under Republic Act No. 9165.
