It is composed of former and current STEM students from different schools of Tacloban City that ought to help learners of the said locality. Its mission is to address the needs of students and facilitate their way of learning with the use of modern technology. It also intends to expand the organization to address the needs of more students from other sector of the Philippines. Tacloban City STEM Organization administer different projects such as the Garbage Collector Machine Project and The Reusable Paper Project. It also joined national competitions such as the National Science and Technology Competition and the Organizational Competition. These accomplishments did not only improve the organization’s capability of managing different projects but also resulted for the organization to win different national awards and have more partner agencies. Funding Agency SM Foundation helps improve the quality of life of Filipinos by providing access to quality education, healthcare, farmer’s training, shelter and social inclusion. Its mission is — we will make targeted social investments in education, health care, livelihood and shelter to help undeserved Filipinos improve their lives; and we will promote initiatives to protect and enhance the Philippines' unique and diverse ecological heritage. We will do this by working directly with communities to give them the assistance they require, by leveraging our corporate assets to secure resources and build awareness and by engaging with strong partners to create programs that promote a cycle of positive change. — (“SM Foundation”, n.d.). The organization’s project deals with providing students an Internet connection for better way of learning in the midst of pandemic, supporting the project would help many students have an access to good quality education. The Tacloban City STEM Organization have inadequate fund to undertake the project thus, funding the proposal will not only help attain both the organization and the SM Foundation’s mission but will also help the organization manage the proposed project. Partner Agencies The PLDT or Philippine Long Distance Telephone Company is the leading telecommunications and Internet service provider in the Philippines. Its mission is to empower Filipinos everywhere with customer-focused digital innovations that unlock and share their infinite potential (“About PLDT”, n.d.). Given the company’s accomplishments, it is certainly the most preferred option to provide Internet service to students. It would help learners have an access to better way of learning by using Internet which is associated to the mission of both the organization and the PLDT Company. The DepEd or Department of Education- Region 8 is an education agency that formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. Its mission is to protect and promote the right of every Filipino to quality, equitable, culture-based, and complete basic education (“Vision, Mission, Core Values, and Mandate – DepEd”, n.d.). The project concerns with providing students an access to Internet connection for a better way of learning. Thus, the agency is qualified as the organization’s partner agency since the organization’s project and the DepEd have related missions. RATIONALE Gap in knowledge to be addressed by the project According to Kritz (2020), education officials decided to use online platforms for school year 2020-2021 to resume the schooling of millions of Filipino students during the COVID-19 pandemic. However, most students, especially in public schools, have no stable internet connection or have no access to it at all. The tendency of this situation is that students will not be able to comply their school works and even fail their classes. Since Philippines cannot fully support online classes because of lack of funds this project aims to provide students an access to good internet connection for them to be able to acquire a good quality education amidst the pandemic. Problem to be solved Even before the COVID-19 pandemic happen school staffs were already experiencing lack of funds. It even got worse when this pandemic happened because of distance learning. Teachers and other school staffs needs to have an access to Internet connection for them to have a communication with students. On the other hand, students also need to have an access to internet connection for them to attend online classes, and even those students who are under modular modality needed this for them to stay communicated with their teachers and do research about their lessons for better understanding. Despite of the Philippines’ self-proclaimed status as the world’s center for social media, seven (7) out of ten (10) Filipinos remains inaccessible to Internet or they are unable to provide for Internet connection (Montecillo,2012). Thus, this project aims to solve the problem of students regarding with access to internet connection. Project’s significance According to the article “Slow Internet A Challenge to Teachers, Students as Classes Start” (2020), teachers and students' participation in online classes are greatly affected by the slow internet connection in the country. The importance of this project is it will enable students have an access to a good internet connection. Students are the nation’s hope for change, if students will not be able to cope up with the new normal way of learning and fail classes the change in our nation might not come. Thus, the significance of this project is providing students an access to internet connection to help them cope up with the new normal way of learning. PROJECT DESCRIPTION Goals and Objectives To help students cope with the new normal of schooling. To provide students a good Internet connection. To ensure that all students involve can attend and finish school without difficulties and problems regarding with Internet. To help students have a good access to good quality education. Methodology The Internet Provision for Students in Tacloban City amidst the Pandemic Project will be executed by doing the following course of action. TASKS OBJECTIVES 1. The Internet connection will be available from Monday to Saturday every 8:00 A.M. to 5:00 P.M. until the end of school year 2020-2021. 3. The Internet will only be available on applications used for school purposes (e.g. google applications for education, YouTube, and Zoom Meeting). 4. The organization’s personnel will give a paper containing the Wi-Fi password that is good for one (1) month. 5. A survey will be conducted once a month regarding with the effectiveness of the project. 6. Parents must present their child’s school ID before availing the Internet connection. 7. Health protocols must be implemented in conducting the project. Timeline The Internet Provision for Students in Tacloban City amid the Pandemic Project is expected to be completed in January 2021 following the indicated durations for every activity. The said project will commence from November 2020 to December 2020 so that in January 2021, all students can now have access to the provided Internet connection. The expense for the whole duration of the project is approximately P1,414,500.00 and it will be spent accordingly. The total budget for the materials needed is approximately P30,000.00. The bond papers, printer, laptop, and other miscellaneous materials will be used for printing out Wi-Fi passwords, monitoring the project, and for surveys. Materials such as face masks, face shield, and alcohol will be used by the organization’s personnel and barangay officials. The P1,380,000.00 is allotted for the Internet installation fee and its monthly bill. The only difference between them is that a concept paper is precise and short. In this lesson, our group decided to make a concept paper for a project in which we proposed a project about the internet provision for all students in Tacloban City. Honestly it was not an easy task to make. You need to deeply think about it and widen your imagination. Plus it was a group task and it was not easy for me to talk with them and share ideas with them. Others leave us only on seen but its fine. In the end, we made our concept paper successfully.
