It provides information on the requirements and practices which serve as the basis for the handling, storing, construction , installation and testing of underground HV & EHV power cable systems in the network of Saudi Electricity Company (SEC), Saudi Arabia. 2.0 SCOPE The Underground Power Cable Construction Standards (TCS-P-104): 2.1 Reflects handling, storing construction, installation and testing practices which are consistent with current industry standards with special consideration to the working environment in Saudi Arabia. 2.2 Covers the following types of cables and nominal voltage ratings. However, the requirements and practices determined here can be adopted to all types of underground cable handling, construction and testing. 2.2.1 LV Cables (XLPE/PVC): 0.6/1 kV 2.2.2 MV, HV & EHV Cables (XLPE): 13.8 kV, 34.5 kV, 69 kV, 110 kV, 115 kV, 132 kV, 230 kV & 380 kV 2.2.3 Low Pressure Oil-Filled Cable (LPOF): 110 kV, 115 kV, 132 kV , 230 kV, & 380 kV. 2.3 Explains in details the construction requirements which includes protection, support and maintenance of cable ducts and cable trenches. 2.4 Covers the installation procedures and the techniques for handling LPOF or XLPE power cables. 2.5 Contains the installation requirements which are developed to govern the practices and procedures to which the contractor shall adhere to in the installation of an underground cable system. 2.6 Indicates the proper techniques for handling and storing of cable reels. 2.7 Covers the applicable AC or DC tests as the effective method for the fieldtesting of the power cable. CODES, STANDARDS AND REFERENCES 3.1 Items not specifically covered in this standard (TCS-P-104) shall be in accordance with the latest revision of the referenced Industry Codes and Standards. 3.2 It shall be the responsibility of the Design Engineer to ensure that the base design or detailed design includes the requirements of the latest Industry Codes and Standards. He can/may bring to the attention of SEC, any latest revisions of these Codes and Standards which may have an impact on the technical requirements of TCS-P-104. 3.3 Whenever different Codes and Standards are used, SEC approval to the same shall be obtained before proceeding with the design. These Codes and Standards shall be equal to or better than those specified in TCS-P104. ORDER OF PRECEDENCE In case of any conflict between various documents and standards or specifications for U/G power cable projects, the order of precedence shall be as follows: 4.1 The Scope of Work and Technical Specifications (SOW/TS) for the project. 4.2 SEC Transmission Materials Standard Specifications (TMSS). 4.3 SEC Transmission Engineering Standards TES-P-104. 4.4 This standard (TCS-P-104). 4.5 Other applicable SEC Construction Standards (TCS). 4.6 Company Standard Drawings. 4.7 Applicable Industry Codes and Standards. TCSP10401R0/YM Date of Approval: August 04, 2007 PAGE NO. 4 OF 5 TRANSMISSION CONSTRUCTION STANDARD 5.0 TCS-P-104.01, Rev. 0 DEVIATIONS 5.1 The Design Engineer who prepares the SOW/TS for the U/G power cable project is responsible to obtain an appropriate waiver from the (TS&SD) for any specific deviation from this Standard (TCS-P-104). This waiver shall be taken for the deviation which is over-specification or underspecification. 5.2 In case of any deviations from this Standard (TCS-P-104) during the Base Design and detailed design of any U/G power cable project, it is the responsibility of the engineer preparing the base design or detailed design to obtain appropriate waiver from TS&SD, through concerned SEC departments, before finalizing the design. 5.3 Any cases of conflicts or deviations which cannot be resolved shall be referred to TS&SD who will be the final authority for correct interpretation of the standards and associated documents, as applicable.
