PURPOSE
METHODOLOGY
USAGE
A modular framework to help data literacy program leads plan, build and scale sustainable
initiatives, irrespective of organization size or technology. It maps data and digital literacy, skill
and competency elements [001-050] that are the cornerstones to data-driven digital
transformation. The Design-Thinking-inspired framework outlines four program phases. Each
phase is sequenced to align talent development with the organization's target strategic
capabilities whilst fostering a conducive data culture through change management, F01-F04.
Research, design and elements curation by Alois Nyamarebvu. Framework represents a distillation of
practical experience building and iterating data literacy programs in the public and private sectors, +100
industry thought leader conversations and +50 best practice implementation case studies from across the
globe. NB. This is "A Framework" and NOT "The Framework",
Address skills, competency and program phase elements from left to right. Start at F01. Build an
understanding of your data personas using assessments. Combine elements to achieve target
strategic capabilities by designing targeted competency development, governance and
supporting infrastructure interventions. Put in place policies, procedures and practices to
promote growth and development of a data-driven culture.
