TCAS II Change 7.1. Mandate
And Solution Overview.
VALUE PROPOSITION
For customers planning aircraft equipment upgrades to address the
European TCAS Change 7.1 mandate, Rockwell Collins offers cost
effective and innovative solutions with extensive reuse of existing
control panels, wiring, and TCAS antennas.

In conjunction with these solutions, Rockwell Collins also offers an
upgrade path for those customers wanting to gain the operational
benefits associated with the ADS-B In and CDTI applications.
Depending on existing aircraft equipage, the available upgrade
options are:
Current TTR-920 operators:
> Plug and play replacement to the TTR-921 complies with the
TCAS Change 7.1 requirement. Compliant units are available
today.

Magnetic Heading inputs, replacement with the TTR-2100

BACKGROUND
AVSA RA
During a joint session in March 2008, the RTCA SC (Special
Committee) 147 and EUROCAE WG (Working Group) 75 agreed on
the final version of updated TCAS II standards, to be known as
TCAS II version 7.1.
The RA aural change to "Level Off, Level Off" derives from the
potential incorrect responses from pilots to "Adjust Vertical Speed,
Adjust" (AVSA) RAs. Operational monitoring has revealed that in
some cases pilots have increased their vertical speed instead of
reducing it, consequently, causing a deterioration of the situation.
Changes to the Adjust Vertical Speed advisories simplify the
number of RAs in this category to one RA and changes the aural
message to "Level Off, Level Off".
This update to the MOPS (Minimum Operational Performance
Standards) was approved by the RTCA Program Management
Committee in June 2008 (document DO-185B) and by the EUROCAE
Council in September 2008 (document ED-143).
The FAA subsequently published the TCAS II version 7.1 Technical
Standard Order, TSO-c119C, in April 2009. The European Aviation
Safety Agency (EASA) has also published its ETSO.
The European Commission has published the Implementation Rule
(IR) in the European Journal and it is now mandated. The mandate
applies to all civil aircraft operating in European airspace which
have 5700kg MTOM, or carry more than 19 passengers, or already
have TCAS II installed.
The Rule was published in the EU Official Journal on the December
16, 2011, Commission Regulation No. 1332/2011.

Two key areas of change in TCAS II version 7.1 include the
performance of the Resolution Advisory (RA) reversal logic [Figure
1] and the performance and aural message for the Adjust Vertical
Speed advisories [Figure 2]. These enhancements were identified
by EUROCONTROL through extensive analysis of pilot responses to
TCAS II commands in European airspace.
REVERSAL RA
The basic principle for the reversal logic enhancement is to allow
either aircraft to detect that the two aircraft are climbing or
descending simultaneously. With this determination, a reversal
advisory may be issued. Changes to the reversal logic allow more
opportunity for either aircraft in a TCAS II to TCAS II encounter to
command a reversal of the initial RA.
Replacing the several “Adjust Vertical Speed, Adjust” RAs with a
single “Level-off, Level-Off” RA should improve aircraft response as
the associated aural message is straightforward and the associated
maneuver corresponds to the standard maneuver already
performed in critical situations.
BOEING AND ROCKWELL COLLINS COLLABORATION ON AIRCRAFT
SERVICE BULLETINS
Boeing and Rockwell Collins are working together to streamline an
airline or operator’s ability to implement TCAS Change 7.1 on their
aircraft. This will be done through a combination of the Boeing
blockpoint (Service Bulletins) Option or the Rockwell Collins STC
options:
Boeing Options for TCAS Change 7.1 (737-CL/7 37NG/7474/757/767/777):
> Block point SB – $19,500/customer fleet (per model)

> Stand-alone SB – $36,000/customer fleet (per model)
2011 USD STE *
By accepting the blockpoint SB proposal, the customer will be
included in a blockpoint release of a TCAS Change 7.1 service
bulletin. A blockpoint is defined as a pre-determined release date
where multiple customers will be included on one service bulletin. If
the customer chooses not to be included in this blockpoint release,
they may request a separate proposal from Boeing that will provide
them a stand-alone service bulletin release date at an additional
cost.
Note: this pricing is contingent on the aircraft having a Boeing
installed TCAS 7.0.

AIRBUS AND ROCKWELL COLLINS AFTERMARKET SOLUTIONS
ROCKWELL COLLINS STC AVAILABILITY
Rockwell Collins solutions are available as retrofit on Airbus
platforms following the type certification of the equipment.
There are specific STCs available for a wide variety of aircraft and
aircraft types. Information on specific STCs for your aircraft can
obtained from your Rockwell Collins Account Manager.
This process can be initiated by the customer through their Airbus
Representative, and request of aftermarket retrofit solutions
through the RFC/RMO (Request for Change/Retrofit Modification
Offer) process.
For Part 25 aircraft, including not in production Airbus aircraft, we
have FAA and EASA accepted AML STCs for updating the TTR-920 to
TTR-921 Change 7.1 or TTR-921 Change 7.0 to TCAS Change 7.1

Rockwell Collins recommends common part numbers for all
products on each respective aircraft to allow for efficient sparing
and support.
Replace TTR-920 with a TTR-2100, CPN 822-2911-XXX to meet
Change 7.1 mandate. TTR-2100 also provides ADS-B In traffic
computer capability (change of antennas not required).

Computer System. The TTR-2100 is TCAS Change 7.1 certified and
