Project Charter (10KW Home Solar System) Project Name Project Manager Owner(s) Start Date 01-February-2023 Mr. Muhammad Omar Qasmi Prioritization High Ms Rao Aneeqa Scheduled Completion Date: 30-March-2023 Providing a sustainable and sufficient energy supply is one of the major challenges for the Government of Pakistan. Over the recent decades, the need for energy has been on a constant rise due to steady economic growth and increasing urbanisation in Islamabad. The population of Pakistan is projected to increase to 245 million by 2030, with around half living in urban areas. This will require approximately a 3.3% annual increase in the energy supply. Pakistan is one of the highest energy intensity countries in Asia. However, until the recent past, renewable energy RE) has remained a low priority at the policy level. With the RE policy in place, homeowners are shifting towards RE sources for their residential properties. In this case, we will design, develop, install, test and commission an on-grid 10KW Home solar system. Purpose 4. 5. 6. The Project Scope would include: Design of a 10KW On-Grid Home System Area Survey and Layout/ Sizing Supply & Procurement of Solar Panels, Inverters, Cables, Installation Accessories Installation of Solar System Testing & Commissioning of Solar System Handing Over to the Owner 1. 2. 3. 4. The Scope would not include the following: Application & Approval to Local Electricity Company for Electricity Meter Supply of Electricity Meter No Object Certificate (NOC) from Housing Development Authority Installation of Electricity Meter 1. 2. 3. Scope 10KW Home Solar System 1. 2. Objectives 3. 4. 5. Successful Installation of 10 KW On-Grid Home System Electrical Safety Guidelines Documented and Shared Operating Manuals and Procedures Provided Net Metering Connection established. Electricity Generation & Supply Fully Operational Assumptions 1. Open Roof with no shadowing effects. 2. Supply & Procurement Equipment available locally. 3. The Owner has an NOC from the Housing Development Authority 4. Bi-Electricity Meter Installed 5. Solar Energy Generation through panels observed. Constraints 1. 70% Advance Payment not received for Equipment Procurement 2. Homeowner not available to Residential building survey. 3. The Distribution Board is at full capacity for additional wiring. 4. Installation would not be possible in monsoon/ rainy days. Time/Decision Points Measurement Criteria/Quality 1. 15th January 2023 – Approval of Technical & Commercial Invoice by Owner. 2. 01st – 2nd February 2023 – Area Survey 3. 03rd February 2023 – Develop Layout Design & Technical Equipment Specification. 4. 10th February 2023 – Order Equipment for Installation 5. 1st – 15th March 2023 – Equipment Installation 6. 30th March 2023 – Handing Over to Owner after successful energisation 1. Solar Panels will be factory Tested as per IEC Standards. 2. Inverter with 5 Years Warranty with operating manuals. 3. Solar Generation to be monitored as per equipment design via an Online Application for quality check. Talent Management/Project Teams Toolkit 1 Rev. February 2013 Project Charter Major Risks 1. NOC from the Housing Development Authority is Not available 2. Bi-Directional Electricity Meters are not available with the local electricity company. 3.
