LOPEZ OIC- Head Teacher LORENA C. SALVADOR, EdD Education Program Supervisor/ Officer- in- charge III. CONTEXT/ RATIONALE: Reading is essential in learning. It is a skill that every learner should possess to explore the wide horizon of learning concepts and skills. As the famous Dr Suess said, “The more you read, the more things you know. The more that you learn, the more places you’ll go. This is true when learner gain experiences, possess love for learning and find joy in reading. Thus, a reading program need to be established. Various theories in reading were considered in coming up with a program to improve the reading ability of the learners. First, the traditional theory of reading recommends it's a process by which individuals learn smaller, discrete words and parts of words before learning how to read whole sentences, paragraphs and so on. Second, the new cognitive and top-down processing approaches revolutionized the conception of the way students learn to read (Smith, 1994). This shows that reading is not just obtaining meaning from a text but a process of associating information in the text with the knowledge the reader brings to the act of reading. In this sense, reading is a dialogue between the reader and the text which involves an active cognitive process in which the reader’s background knowledge plays a key role in the creation of meaning (Tierney and Pearson, 1994). Lastly, theory related to top-down processing called schema theory also had a foremost impact on reading teaching. It describes in part how the background knowledge of the learner interacts with the reading task and illustrates how a student’s knowledge and previous experience with the world is vital to deciphering a text. The skill to use these schemata, or background knowledge, plays an essential role in one’s trial to comprehend a text. These ideas are just some of the few theories that every reading teacher should know to keep learners learn how to read. In the light of conducting remedial reading, the mentioned theories are ways to ponder on. As school year 2022-2023 begins, new challenges along reading was witnessed. As the initial assessment of reading show, there are non- readers in Grade 1 to 4 and frustration readers in different grade levels. This is one of the challenges after pandemic as the learning modality shifts from modular distance learning to face to face. To address this, the program “ Adopt a Reader Enthusiast” was conceptualized at San Fernando South Central Integrated School . IV.
