We understand that there was no tender conducted in selecting the incumbent
Hotel facility as this was the only approved facility by UNDSS in Marib. Thus, could you please
share the copy of endorsement from UNDSS?- Attached approved NFF – I am asking for the copy of

For this new request, apart from leasing the premises, there is a proposal to increase the rate by 5%
and
Additional space for parking, generator and fuel tank. If so, was this additional space not included
from the
Current contract since Mission already occupied the whole facility? 5% increase in previous rent plus
$1000/- monthly rent for additional yard will start with extension of agreement. – I presume the
Yard was not part of the current contract, please answer by yes or no. No
Kindly share the latest contract from 2021-2022.—please provide attached.
This request is for 2 year extension while the proposal from the facility is good only for 1 year,
please clarify. This is for 2 years extension of the current lease agreement for Louvre. As a general
rule, IOM should not enter into contract without confirmed funding covering the cost of the contract.
We don’t have confirmed funding for 2 years but there is a termination clause that this contract can
be terminated at any point so that reduces the risk. – just kindly clarify the discrepancy between your
request and the proposal from the hotel facility. What is the duration of the proposed/planned
extension, is it 2 years or only 1 year? Agreed with hotel for 2 years with monthly rent $74500/ and
with same term and condition.

Thank you for the clarification.
Can you please provide to us the following?
1 - Cumulative amount of expenses from 2019 to the present- attached from PRISM.
2- PRF and BAS of the initial contract- We booked rooms in the hotel just like any other guests and
expanding with more room as the staffing increased. Hotel bills were paid against monthly invoice from the
hotel. 1st Agreement were processed without PRF and BAS.
3- PRFs of the succeeding amendments- PRF attached.

From what I learned from those attending the negotiation meeting, we will continue to pay per month. The
length of the contract is one year.
Ref input from Tosin below; we do not have a WBS to cover the cost of annual rental; USD 840,000. We
will prepare PRF using the CC YE40000000; projectization will be done on a monthly basis.

Next step for us, once the contract is signed, is to present Cost-sharing MoU for UN partners, not only
covering the rental costs but all associated costs as well (security, ICT, Fleet services).

Hi Anders,
In connection with this, what was the agreed payment terms with Louvre now? is it quarterly in advance or
any?
I will be copying DRM & DOE to approve the advance payment accordingly. Beyond 150,000 USD
advance payment, will need endorsement from MAC director. Then next will be GPSU approval.
I can do this simultaneously once I know what was the agreed payment terms.

Lyndon,
You have good experience with contract drafting and engagement with LEG. I need your help to process this
with express speed:
- We need to make a point that entire hotel means entire hotel (all rooms, surfaces, corridors,
basement, roof and parking space will be for exclusive use of IOM).
- I have a clause making a point that our payments will not commence before the entire hotel is made
available.
There are still some Government official in the upper floors. Once the agreement is signed we can claim
trespassing as long as strangers are in the hotel and it will be breach of contract for the hotel if thy fail to
empty the rooms. Our pressure point is payment. No payment to the hotel if they fail to empty the occupied
rooms.
Our situation is as follows; we need the Contract amendment finalized and cleared by LEG SASAP (sooner
than as soon as possible). Our only pressure point now to get the government people out of the hotel is to
have a legally binding contract. With the contract signed we can put pressure on both government and hotel
management.
John wanted the agreement signed tomorrow. I guess that is a bit optimistic…. But we can have it done
within few days if we push it. LEG must understand that this must be given the highest priority. And it
shouldn’t be too complicated….. it is just an amendment to an existing contract.

Dear Colleagues,
Please note that we received today a revised offer (attached) for the rental of the entire Louver hotel from
the hotel management; the final offer is USD 70,000 per month.
As coordinated with John, while we wait the last occupant to move out from the hotel @KIYANI Khalid
Siddique please commence the process of amendment of the existing agreement to include the new monthly
cost and other relevant clause(s). The amended agreement will be signed and come into effect when the last
occupant leaves the hotel.
@ABDELMAGID Mohamed Essameldin Abdelrazak in addition to reinforcement of the hotel entrance with
a gate, we need to commence security improvement installation for the 5th and 6th floor. Please liaise with
Rose for technical input and support on the construction of the entrance gate.
