CHAPTER THREE METHODOLOGY INTRODUCTION This chapter discussed the methodology of the study. The chapter consists of seven sections. First section, the study presents research design followed by research population including sample size and sampling procedure. To verify the technique, the third section provides research instrument with the validity and reliability of the instrument followed by data gathering procedures. To analyze the data, section five presents data analysis followed by the ethical consideration of the study, while final section presents the limitations/suffers of the study REESEARCH DESIGN This study was conducted by using the explanatory research design to investigate the role Public administrators in public policy making also describe research design was governance describe the characteristics of respondent. The study where used cross sectional case study as research strategy because it was based on variables measured with numbers and analysis with statistical procedures and it’s useful for resource and time available to researcher. TARGET POPULATION The target populations of this study 100 where selected from the local government/ municipality Mogadishu in benadir region., specially the employees of the (mayor office, deputy of security and politics office, deputy of social affairs office, and department of administration) Therefore, the target population of this study will be 100, (BY GROUPING) Director of HRD, november 2022 of benadir municipality). SAMPLE SIZE The sample size was consisting of 80 from local government in benadir region, to determine the best sample size for the population, and the sample size of this study is 80 respondents. A justification of sample size, because the researchers used. In the stratified sampling, the researchers decided who can participant the sample; the main objective of this sample will to collect focused information. The researchers chose this method because it reduces time and money consumption DATE COLLECTION TECHNIQUES AND INSTRUMANT The research instrument of this study where used questionnaire as the tool of data collection, the questionnaire is used in a quantitative research method, questionnaire may be defined a technique of data collection in which each person is asked to respond to the same set of questions in pre-determined order (Soundrs et al, 2009) and questionnaire will adopt from (Premaratne, 2002). Which made also like this study in sri-lanka but the questioner is modified. The selection of this tool has been guided by the nature of data to be collected, the time available as well as by the objectives of the study and the overall aim of study is to investigate the role Public administrators in public policy making. In addition, questionnaire techniques have been adopted in collecting primary data as it provides and efficient way of collecting responses from a large sample size. DATA ANALYSIS The data on complete mixed questionnaire was categorize or code and was enter into a computer for the Statistical Package for Social Scientists (SPSS version 17.0) to summarize the data using simple and complex frequency tables. The same package used to analyze by computing relative frequencies, means, and standard deviations VALIDITY AND RELAIABILITY OF THE INSTRUMENT Validity and reliability are very important for research to be accurate. Therefore, the researchers of this study used adopted questionnaire, which has already been tested by other researchers, validity and reliability are common problems for all of the researchers. To increase validity and reliability, this study conducted a pilot survey to pre-test the questionnaire. After the collection of data researcher will utilize Cronbach Alpha to test the reliability of measurements. ETHICAL CONSIDERATIONS In the process of this study, the researchers were keep the ethical issues through the research project by keeping the cover up, confidentiality and obscurity of respondents. To maintain ethical issue, the researcher will request to institution’s administration to permit to allocate questionnaire and will tell them that the information use only for academic purpose. : LIMITATIONS OF THE STUDY The major limitations of this study are: the first limitation of this study is research instrument because the instrument of this study is questionnaires only but it may be good to use other instrument like interview. The second limitation of the study is it only focuses on public administrators, but it would be good to test other variables such as human being resources and ecological moderating function. And Also the language becomes another limitation because people working on the institutions are not all educated and it through compulsory to translate the questionnaire into Somali language and then distribute to the dependents and when collected to translate into English again.
