The MFR is web-based dashboard tool used by the Ethiopian Federal Ministry of Health (EFMOH) to manage the list of all health facilities providing health services across Ethiopia. This document is designed to be used by any EFMOH employee who is required to maintain this master list of facilities. It is a guide describing how to use the MFR with the goal of ensuring the EFMOH has, at all times, a complete and accurate list of facilities providing health services. This document is a living document and should be updated whenever the MFR is updated to ensure that it accurately reflects the tool and its various features. 5 MASTER FACILITY REGISTER OVERVIEW Ethiopian Federal Ministry of Health (EFMOH)’s vision is to “see health, productive, and prosperous Ethiopians” through the mission to: "To promote health and wellbeing of Ethiopians through providing and regulating a comprehensive package of promotive, preventive, curative and rehabilitative health services of the highest possible quality in an equitable manner." To achieve this mission, the Ministry oversees a network of over 20,000 service delivery points (hospitals, health centers, and health posts) across the country which provide healthcare to Ethiopians. Directing the work of each of these facilities is incredibly complex and so the EFMOH maintains a database of with a record for each facility. This database is called the Master Facility Registry (MFR). The MFR is a locally developed, open source, custom software platform designed to provide a definitive list of all facilities operating within the Ethiopian health sector. It registers and tracks a set of administrative information for each facility (unique ID, location, phone number, etc.) and this data is used to inform all other EFMOH software systems (e.g. Vitas, Dagu, mBrana, Fanos, HMIS, DHIS). This registry creates high-quality, accurate, and authoritative facility identification records. It does so through rigorous verification and management procedures that incorporate information from program national systems, the Ministry and Ethiopian Pharmaceutical Supply Agency’s (EPSA) master facility records, and data collected from the Ministry and the EPSA data collection registrations and data management personnel. It is designed to: ● Improve data quality by helping to reduce errors in facility information; ● Give facilities the flexibility to review and update their identification information; ● Provide better tools for analysis; ● Reduce the long-term reporting burden. It is maintained by employees who have authority within their role to manage facility data. 6 NAVIGATION 7 General Support If you require general support of any kind or have any questions related to the MFR, you can: 1. Click on the Contact & Feedback menu 2. Enter data into the following fields: ● Name ● Email address where you wish to be contacted ● Subject ● Any comments or questions that you have in the “Write your comments here” text box 3. Click the Submit button when finished. 8 Login Access To obtain a login username and password, contact the MFR Administrator. Once you have a login, you can access the MFR at this web address: https://mfrv2.moh.gov.et/#/login Login To log into the MFR: 1. Enter your: 1. Username 2. Password 2. Click the Login button. Forget / Reset Password If you forget or need to reset your password: 1. Click on the Forget Password link 2. You will be redirected to a page where you can reset it. You can also contact the MFR Administrator if you have trouble logging in. 9 Logout 1. Click on the 3 white dots on the top right in order to log out of the MFR. User Manual 1. Click on the Help dropdown menu. 2. Click on the User Manual. 3. Click on the arrow/file icon to download the latest version of the User Manual. 10 Menu Navigation The MFR can be navigated using the menu on the left side of each page. This menu allows users to navigate to various functions with the site to manage MFR data. The menu has six views: ● Dashboard – This view allows a user to access a master dashboard which provides an overview on the status of all facilities within the MFR. ● Facilities – This view allows a user to view all facilities and facility details managed by the MFR. ● Administrative Unit – This view allows a user to view all facilities within a given region, zone, and woreda. ● Contact – This feature allows a user to contact the admin with any questions. ● Admin – This feature is available to those users with administrative rights to the MFR and who have permission to manage users and configure the system. ● Help – This is where this User Manual is posted. 11 Search Box On every screen you can search for a specific facility by typing the name of the facility directly into the search field: Minimize Left Menu If you click on the 3 white lines ( left menu. ), it will minimize the If you click on the 3 white lines, again, then the left menu will reappear: 12 Filter Facility Data 1. Go to the Facilities view. 2. Click the white arrow. 3. Select the type of facility you want from the menu: a. Pending b. Drafted c. Archived d. Activity Log 4. Click the “Filter” icon: 5. Click on the filters you want: • • • • • • Facility Type Status Location Operational Status Construction Status Health Services 6. Click Apply when ready and a specialized report will open with your filters applied. 7. If you want, you can click Remove Filters to clear all filters and start over. 13 Export Data You can export data whenever you see either of these two icons: Click on either icon and the data will automatically download to your computer. Print Data or Screen Print screens or data by clicking on this printer icon: Scan QR Code Wherever you see a QR code, you can scan the QR code and the facility data will automatically scan into your computer: Quick Tip! Whenever you see an asterisk next to a field that means that the field is required. You MUST make a selection or fill in that field. 14 FACILITIES MANAGEMENT 15 Add a New Facility 1. Click: • Save as Draft, if you wish to finish entering data later • Submit, if you are finished • Cancel, if you wish to void out the data and delete it 18 Complete a Drafted Facility 1. Click on the Facilities dropdown menu. 2. Click on the Drafted submenu. 3. Find the facility that is in draft that you wish to edit and click the Edit button. 4. Edit the data. 5. When finished, either Save as Draft, Submit, or Cancel. 19 Approve / Deny a Pending Facility 1. Click on the Facilities dropdown menu. 2. Click on the Pending submenu. 3. Find the facility pending your decision to approve or deny and click on the facility’s row to open it up. 4. Review the facility data. 5. Approve / Deny the facility. • Once you Approve the facility, it will be live in the MFR. • If the facility has required information that has not been field, the following message pops up 20 • If you Deny the facility, remark must be stated in the following window and click on Send when finish 21 View an Archived Facility 1. Click on the Facilities dropdown menu. 2. Click on the Archived submenu. 3. Scroll or filter for the archived facility that you wish to view. 22 Import Facility Data 3. Click on the Facilities dropdown menu. 4. Click on the Activity Log submenu. 5. Click on the Import Facilities submenu. 6. Download the template to enter in the facility data you would like to import. 7. Fill in the Excel template with the facility data. This is very important. Please structure your data according to the template so that when you import it, all data imports correctly and is correctly associated with the right MRF data fields and displays accurately in the MFR. 8. Upload the facility data by selecting the Excel sheet with the facility data and then clicking Import. 23 View Facility Details 1. Click on the Facilities dropdown menu. 2. Find the facility you would like to review and click on the row that lists your desired facility. 3. Now the MFR will display a view with all facility details. 24 Preview a Facility 1. Click on the Facilities dropdown menu. 2. Find the facility you wish to preview. 3. Click the Print Preview button. 4. Preview the facility and, if you want: • Print the preview by clicking on the printer icon: • Download the preview by clicking on the download icon: 25 Review the MFR Activity Log 1. Click on the Facilities dropdown menu. 2. Click on the Activity Log submenu. 3. Review the log of all actions taken in the MFR. 26 DASHBOARD 27 Dashboard View The dashboard allows you to monitor all of the MFR data in one place. Data displayed in the dashboard can be used by any MFR user to monitor performance or make a decision. The dashboard has a series of views that include: 1. Map – Geo-locates all facilities listed in the MFR on a map of Ethiopia. 2. Facility Type – Displays the types and amounts of facilities tracked within the MFR. 28 3. Ownership Type – Displays the various types and amounts of ownerships for health facilities. 4. Settlement – Displays various types and amounts of settlements for all health facilities. 5. Facility Count – Displays the total number of facilities managed in the MFR. 6. Facilities Created in the Last Month – Lists all facilities created in the MFR in the last month. 7. Operational Status – Displays the operational status of facilities. 29 8. Power Source – Displays the source of power for facilities. Quick Tip! Hover your mouse over any chart, bar, or table and the value represented by that chart, bar, or table will appear. 30 ADMIN 31 Add a New User 1. Click on the Admin dropdown menu. 2. Click on the Users submenu. 3. Click on the New User button. 4. Enter the details for the new user: ● ● ● ● ● 5. Email Role Password Confirm Password Region Click the Create button when finished. 32 Edit User Details 1. Click on the Admin dropdown menu. 2. Click on the Users submenu. 3. Find the user you wish to edit and click on the Edit button. 4. Edit the details for the new user. 5. Click the Update button when finished. 33 Remove a User 1. Click on the Admin dropdown menu. 2. Click on the Users submenu. 3. Find the user you wish to remove and click on the Remove button. 4. Confirm that you want to remove this user by clicking the Yes button. 34 Filtering a User 1. Click on the Admin dropdown menu. 2. Click on the Users submenu. 3. Find the user you by filtering a. b. c. d. Role Region Zone Woreda 4. Click Apply Filter button when you finish. 35 System Configuration – Infrastructure 1. Click on the Admin dropdown menu. 2. Click on the System Configuration submenu. 3. Click on the Infrastructure tab. 4. Select data for each the following Infrastructure data fields. ● Source of water ● Source of power ● Communications 36 ● Construction status ● Waste management ● ICT infrastructure 5. Remove all data fields that are not applicable by clicking on the Minus icon: 6. You can add your own data field by clicking on the Plus icon entering data into the fields: 7. Enter name Click the Plus icon when finished. and 8. Click the Update Infrastructure Layer button when finished 37 System Configuration – Health Services 1. Click on the Admin dropdown menu. 2. Click on the System Configuration submenu. 3. Click on the Health Services tab. 4. Select the data for each the following Health Services data fields. ● Clinical Services ● Diagnostic and Imaging Services ● 24 Hours Service Offer ● Support Services 38 5. Remove all data fields that are not applicable by clicking on the Minus icon: 6. You can add your own data field by clicking on the Plus icon entering data into the fields ● Enter Name and click on the plus icon and 7. Click the Update Health Service Layer button when finished 39 System Configuration – Human Resources 1. Click on the Admin dropdown menu. 2. Click on the System Configuration submenu. 3. Click on the Human Resources tab. 4. Remove all data fields that are not applicable by clicking on the Minus icon: 40 5. You can add your own Human Resources role by clicking on the Plus icon and entering data into the fields: 6. Enter Name and Click the Plus icon when finished. 7. Click the Update Human Resources Layer button when finished and then your updates will be live in the MFR: 41 Admin Hierarchy Edit 1. Click on the Admin dropdown menu. 2. Click on the Admin Hierarchy submenu. 3. Click on the Plus sign for the hierarchy you would like to edit (Region, Zone, Woreda). 42 4. Scroll to the bottom of the column for the hierarchy you selected and enter the data. 5. Click the Add button when finished. 43 Facility Bulk Edit 1. Click on the Admin dropdown menu. 2. Click on the Facility Bulk Edit submenu. 3. Select the location you want to edit from the applicable dropdown menu. 5. Click Apply Filter button. 44 6. Click the box next to all facilities you want to edit. Note – if you want to edit ALL the facilities then click the Select All box. 6. Click the Edit Location button. 7. Select the edits from the dropdown menus (Region, Zone, Woreda). 8. Click the Update button when finished. 45
