A Resolution to Begin Trade Negotiations with the Democratic Republic of the Congo on Lithium Exports WHEREAS, the Democratic Republic of Congo has over a potential billion tons of minable hard-rock lithium deposits; and WHEREAS, lithium is a necessary component of the production of lithium batteries, a part of modern solar panel systems; and WHEREAS, solar panels are a key method of reducing carbon emissions and reliance on fossil fuels; and WHEREAS, engaging in trade of lithium would help the US prevent foreign countries from monopolizing lithium exports; and WHEREAS, further trade agreements can help stimulate both national and international economic growth; now, therefore, be it RESOLVED, that the Congress here assembled recommend trade negotiations be started over lithium exports with the Democratic Republic of the Congo, FURTHER RESOLVED, Congress recommends that in order to support the mining in the DRC, $200 million dollars be given in aid to help economic industrialization there.
