I will defend Miller’s stance and modify it bit Clearly Pogge is missing key aspects that deserve aid such as natural desasters Miller may be missing aspects that account for the tragedy of the commons problem. In the case of pollution, the industrialized countries pollute and the effects are akin to secondhand smoking. Its in the rivers, and the ground impacting ecological systems that are not so defined by borders Whos duty for remedial duty / duty of justice? Pogge clearly blames the international order, and rightly so perhaps. So does the international order have an obligation of remedial duty or an obligation of remedial duty as a matter of justice? Ofcurse miller would claim that the sovereignty and culture of countries should be taken in to consideration. Negitive duties is just violent. IE not perpetuating in poverty aleviation would directly result in the death of the impoverished One could argue that it is a duty of justice to not have countries in the international order uphold an imbalanced world worder/ exploitive extractive, colonial one. At the same time there is varying degrees of duty of justice owed by the countries participating in the global order. The USA and CHINA have no larger responsibility of climate mitigation of pollution than poorer or less dirty countries. Because based on Miller cultural factors must be dertermined and USA & Chinese culture is not worried about pollution so much. Main arguments: the Duty to the global poor could best be summed as Miller’s perspective of Remedial duties and duties of justice.
