PERMIT TO WORK SYSTEM

1.
OBJECTIVE
The objective of this work instruction is to ensure that work performed within the
project premises is conducted in safe, coordinated and consistent manner without
harm to people, property, environment, and local community.
2.
SCOPE
Permit to work (PTW) system will be applicable to all associated AMCORP Projects
which are parts in EMAAR and associated Pilling Projects,

GUIDELINE TO THE PERMIT TO WORK SYSTEM
Permits are required for all kinds’ jobs related to construction and commissioning
The contractor must ensure the appropriate work permit procedures, consider
standard of training and skill of the employee, equipment and tools are used in good
condition and suitable for the job also safety equipment should be in good condition.
4.
RESPONSIBILITIES
4.1
PERMIT ISSUER
Promac will responsible to issue permit in operational, restricted and sensitive areas in
concern Activities, Promac Site Engineer is considered as a permit issuing authority in
EMAAR VIEWS operational areas. They may be lead responsible for operation. In this case,
PROMAC issue permit to the AMCORP.

AMCORP will responsible to issue permit in non-live ground areas in concern pilling
activities, AMCORP site manager is considered as a permit issuing authority. In this case,
AMCORP issue permit to the Sub-Contractor.
The issuer is responsible for



Ensure that all appropriate control measures are put in place prior to
allowing a permit.
Ensure a work site visit has been carried out
PERMIT RECEIVER / JOB PERFORMER
Sub-Contractor should assigned competent person for this permit receiving task.
The receiver is responsible for
 Permit receiver/ job performer will fill permit format and highlight hazards and
mention safety precaution in format and write complete description of activity.

Supervising the work prescribed in the PTW to ensure it is conducted in the most
efficient and safe manner.

Notifying the Issuer of work progress and completion, and ensuring that the site is
returned to a safe and operational state.
Taking adequate care to preserve the permit in good condition


4.3
Providing/arranging all necessary resources related with performing the work,
including standby-man for confined space entry.
Site Supervisor/Engineer
Site Supervisor/Engineer will responsible to supervise activity according to PTW by
applied proactive approach.
The EHS Officer is responsible for:

Ensure all appropriate safety measures are taken before start the work
Workplace inspection before start activity
Ensure TBT Conducted at site regularly
Strictly follow or implement PPEs requirement at workplace, Etc
HSEQ DEPARTMENT
The department is responsible for,

Provide information instruction Training Supervision to easily implement
PTW procedure at Sites

Periodic/random auditing of PTW system at site to ensure that this
procedure is followed correctly.

Participating in joint annual auditing of PTW files.
TYPES OF PERMITS







General / Cold Work Permit
Excavation Permit
Hot Work Permit
Electrical Permit
Confined Space Permit
Work at Height Permit
Heavy Lifting Permit
5.1
General / Cold Work Permit
Any work that does not produce any actual or potential source of ignition such as opening
of machinery, painting jobs, piping but not limited too.
5.2
Excavation Permit
Excavation work permit is required before any digging work begin, which depth are
1.2Meter (4 Feets) or more. Following points must be considered before excavation work.
 Appropriate approval from relevant authorities has been take prior to any digging
activity
 Identify underground utilities before start any excavation
 Each moving equipment is in good condition, area barricading provided and safety
signs posted
 Appropriate PPE’s to be used at site while excavation job.
5.3
HOT WORK PERMIT
Any work where there is a potential of flame or spark such as welding, burning/cutting,
grinding, drilling, use of equipment’s in facilities etc. These types of activity required hot
work permit.

5.4
ELECTRICAL PERMIT
Any work that involves working on electrically energized system, such as, inspection,
maintenance, looping, termination Etc. Electrical work permit approval is required
whenever energy source is electricity.
5.5
CONFINED SPACE PERMIT
This is a storage tank, process vessel, ditch/trench deeper more than 4ft or any other
enclosure, with limited access, not designed or intended for human occupancy except for
purpose of performing work, in which there may be an oxygen-deficient atmosphere.
5.6
WORK AT HEIGHT PERMIT
Work at height permit is required where working at a height of more than 2meter (6 Feet).
Full body safety harness with double lanyard and shock absorber is must for these kind of
activities
5.7
HEAVY LIFTING PERMIT
Heavy lifting permit required where heavy lifting more than 50Ton will be commenced.
Following safety parameters should be considered while lifting at any weight
 Crane shall be placed on the firm ground. Outriggers shall be properly opened.
 Clearance of Overhead power lines while lifting
 Area should be cleared and barricaded
 Wind speed factor should be considered
6.
WORK PERMIT VALIDITY, EXTENSION, SUSPENSION
Permit will be suspended after emergency situations, unsafe condition or weather conditions,
Permit issuing authority has rights to suspend the permit upon declaration of above said situations
or any breach of safety measures.
General / cold work permits valid for 10 Days. However other permits including confined space,
Hot Work etc. valid for only each activity at site.
Extension of permits will possible with the permission of AMCORP HSE Representative & PM such
as long term excavation to make trenches etc. It will also extent for 10 days. Written permission
required on permit
