DESIGN OF A CORRECTIONAL FACILITY IN LANLATE AREA, OYO STATE ARC 813 – ADVANCED ARCHITECTURAL DESIGN STUDIO IV OLAOLUWA KEHINDE. A (18/4828) MSc 2 ARCHITECTURE STUDIO CRITICS: PROF. DARE-ABEL . O, DR. OPALUWA. E, ARC. OLAOYE JULY 2022 Introduction This design is focused on humanization of inmates in correctional facilities through design ultimately facilitating their rehabilitation and reform upon release to the society. The site and project in focus is a correctional centre located at Lanlate area in Oyo State. The design took into consideration use and user designed for, benefits that may be realized from the project and possible future use. Environmental economics affects design, construction methods, materials used and flexibility, hence analysis is critical. OPALUWA, ARC.OLAOYE CORRECTIONAL FACILITY, OYO STATE Definition of Terms The prisoner: is a person proved guilty of a crime alleged against him/her and legally sentenced to punishment of a confinement in a prison. In other words, a prisoner is a person sentenced to penal servitude. Prison: Prison means an institution under Federal or State jurisdiction whose primary use is for the confinement of individuals convicted of a serious crime, usually in excess of one year in length, or a felony. Penal servitude: The imprisonment of an offender and hi/her subjection to hard labour. Reformation: Reformation, which stems from the word ‘reform,’ is the process of making changes in something – usually an institution or a practice – to improve it. In the case of offenders, a reformation would help offenders relinquish their immoral or criminal behaviour. Rehabilitation: Rehabilitation can be defined as the process of re-educating and retraining those who commit a crime. Re- integration: Reintegration is the support and assistance provided to prisoners upon their release from jail. Reintegration often starts when the offender is arrested by preparing them to deal with life and society following imprisonment. In order to achieve reintegration, programs and processes aim to keep prisoners away from the criminal justice system following their release Prison Warden: A prison warden is a high-ranking official who oversees prisons. He/she is responsible for the safe, secure, and efficient operation of prisons. He/she also oversees all prison staff to ensure proper and consistent adherence to all applicable laws, rules, standards, and facility-specific policies. Community: The people living in one place, district or country considered as a whole. Psychological evaluation: This is an examination into a person’s mental health by a mental health professional such as a psychologist. A psychological evaluation may result in a diagnosis of a mental illness. It is the mental equivalent of physical examination. OPALUWA, ARC.OLAOYE CORRECTIONAL FACILITY, OYO STATE Development of Brief PROBLEM OVERCONGESTION LACK OF FUNDING SLOW TRIALS GOVERNMENT INDIFFERENCE AIM The aim of this project is to provide a design of a correctional facility geared towards inmate rehabilitation and reintegration into society. OBJECTIVES To solve the problem of prison over congestion in prisons. To design a structure that takes into consideration inmate basic human rights and instils a degree of humaneness and also promotes good interaction among inmates, guards and the surrounding community. To make prisons an important and functional part of the community by changing their perception through the design of non- menacing structures. To create an eco friendly correctional facility which maximizes the use of natural lighting, ventilation, greenery and other renewable energy and resources within the area. OLAOLUWA KEHINDE A (18/4828) ADVANCED ARCHITECTURAL STUDIO IV (ARC 814) STUDIO CRITICS: PROF DARE-ABEL, ARC. OPALUWA, ARC.OLAOYE CORRECTIONAL FACILITY, OYO STATE Development of Brief – Problem Statement Most of the research on prisons has focused on the sociological analysis of the jail as a social system and has looked at the inmates' social structure, role and normative system, and value orientation. These and other research helped form theories about how the community affects prisoners' conduct both inside prison and after they leave. However, the empirical assessment of a Nigerian inmate as he or she enters prison with rehabilitation goals has received little attention. The prison has undergone several reform initiatives, just like many other industries in Nigeria. These result from the fact that the goal of current offender treatment is reformation and rehabilitation. The agenda for some of the committees and groups involved in the task of the Nigerian prison reforms concentrated on the negative state of the prison, with the goal of reducing congestion and overcrowding, improving physical and infrastructural facilities, proper treatment for inmates, skill development, logistics, and transportation. However, the crucial question still stands: are these innovations and reforms actually being implemented for the benefit of the prisoners, or are they merely a fashion statement? OPALUWA, ARC.OLAOYE CORRECTIONAL FACILITY, OYO STATE Development of Brief Project Title: Design of a correctional facility for Lanlate community, Oyo State Client: Oyo State Government Location: Oyo State is an inland state in southwestern Nigeria. Its capital is Ibadan, the third most populous city in the country and formerly the second most populous city in Africa. Oyo State is bordered to the north by Kwara State, to the east by Osun State, and to the southwest by Ogun State and the Republic of Benin. With a projected population of 7,840,864 in 2016, Oyo State is the fifth most populous in Nigeria..Oyo State is noted for being the site of the first university in Nigeria, the University of Ibadan, founded in 1948. The state economy remains largely agrarian, with the western city of Shaki being described as the state's breadbasket. Cassava, cocoa, and tobacco are among the most important crops to Oyo State’s economy. Oyo State covers approximately an area of 28,454 square kilometres and is ranked 14th by size. The landscape consists of old hard rocks and dome shaped hills, which rise gently from about 500 meters in the southern part and reaching a height of about 1,200 metres above sea level in the northern part. The Climate is equatorial, notably with dry and wet seasons with relatively high humidity. The dry season lasts from November to March while the wet season starts from April and ends in October. Average daily temperature ranges between 25 °C (77.0 °F) and 35 °C (95.0 °F), almost throughout the year. Project Location: Lanlate is one of the oldest, most noble and popular towns in Oyo state, Nigeria. Located in Ibarapa East area of Oyo State, it has been the centre of power and also a significant custodian of the ancient cultural heritage of Ibarapa region. The settlement is surrounded by four major hills which are Onidan, Ota-epo, Olofin and Araye. The anthem and panegyrics/eulogies (oriki) of Lanlate is based on these four hills. These four hills protected Lanlate from the hostile attacks and consequently, the settlement became populated by people looking for shelter. In Lanlate, majority of the dwellers are peasant farmers, while some combine farming with hunting and fishing. The town’s agriculture is boosted by the vast expanse of land in Lanlate. Today, there are over 26 public primary schools and four public secondary schools in Lanlate. The town is also experiencing growth and emergence of private schools and is blessed with a College of Education, and a General Hospital. CAMPUS STYLE LAYOUT INVOLVEMENT OF NATURE IN THE DESIGN ESTABLISHMENT OF A SENSE OF PLACE AND TIME USE OF MATERIALS (WARM) FAÇADE FOLLOWS FUNCTION CIRCULATION SECURITY SYSTEM OLAOLUWA KEHINDE A (18/4828) ADVANCED ARCHITECTURAL STUDIO IV (ARC 814) STUDIO CRITICS: PROF DARE-ABEL, ARC. DAYLIGHT AND NATURAL VIEWS ARE ENCOURAGED TO HELP EASE THE MIND. LANDSCAPING ALLOWS FOR A THERAPEUTIC TIME DURING IMPRISONMENT GUARD AND INMATE RELATIONSHIPS SHOW THAT THERE IS NO POWER STRUGGLE. THE MORE YOU TRY TO CONTROL AND FEAR SOMETHING, THE MORE LIKELY IT IS TO RETALIATE. TREES CAN BE USED TO BLOCK THE VIEW OF PROTECTIVE WALLS CREATING AN ILLUSION OF NO BOUNDARIES. COMMUNITY SPACES ALLOW PRISONERS TO ADJUST EASILY TO THE REAL WORLD. HOWEVER, EXCESSIVE SPENDING ON SOME ITEMS ARE UNNECESSARY. PEOPLE RECOGNIZE THE TYPE OF PLACE IT IS AND ESTABLISHES THEIR EXPECTATIONS OF WHAT WILL HAPPEN THERE, HOW THEY WILL BE TREATED, AND HOW THEY SHOULD BEHAVE. • DESIGNING FOR PROPER CLASSIFICATION/SEPARATION - PHYSICALLY SEPARATING CLASSIFICATIONS OF INMATES FROM EACH OTHER REMAINS A MAJOR DESIGN AND OPERATIONAL PROBLEM FOR ALL JAILS. IT IS PERHAPS THE PROBLEM THAT MOST DESIGN COMPONENTS MATERIAL CONCEPT DISTINGUISHES SMALLER JAILS FROM LARGER JAILS. THIS IS BECAUSE SMALLER JAILS MUST • ADMINISTRATIVE BUILDING HAVE FAR LESS CAPACITY WITH WHICH TO DISPERSE AND MANAGE THOSE INMATES. Network analysis helps in modelling as well as planning and management of moderate to heavy traffic routes. 2. Junctions (or nodes) and edges have certain attributes affixed to them which help in modelling. Example is through analysis of road network pattern considering population distribution and central business district. 3. One common type of network analysis is finding the shortest path to two points. SITE INFO NOISE ZONE ANALYSIS 1. Noise zone are defined from the analysis of selected region. 2. Noise zone analysis ensure the correct sitting of factories, industries and residential areas to reduce noise polluton to the minimum. 3. Noise barriers. noise buffers in the form of sand, covered with grass, may be considered a means of protecting communities from unacceptable noise levels. OLAOLUWA KEHINDE A (18/4828) ADVANCED ARCHITECTURAL STUDIO IV (ARC 814) TRAFFIC ANALYSIS 1. Traffic analysis is to analyze the interaction between travelers (pedestrian, bike, bus, metro) and transportation infrastructure (roads, transit lines, bike/pedestrian right of way, etc.) to create a transportation network with the most flow of traffic, while ensuring minimal traffic congestion.
