PART I: PROJECT INTRODUCTION
I. PROJECT INFORMATION
1. Client
- Long Son Petrochemical Co., Ltd, a registered company in Viet Nam, has been jointly established
by the Vietnamese parties comprising Vietnam Oil and Gas Group (PetrolVietnam) and Vietnam
National Chemical Corporation (Vinachem) and the Thailand’s SCG subsidiaries of Vina SCG
Chemical Company Limited (VSCG Chem) and Thai Plastic and Chemicals Public Company
Limited (TPC) with the objective of planning, developing, constructing, and operating the first
integrated petrochemical complex.
2. Location
- The Complex is located in Long Son Island, which is Northwest of Vung Tau City, Ba Ria Vung
Tau Province. The Construction Site is 100km far away 100km from Ho Chi Minh City and 30km
away from Vung Tau City. Long Son Peninsula is currently a commune of Vung Tau City with
geographical connections as described below:
+ North: contiguous to Hoi Bai and Long Huong Communes, separated by Ba Nanh River.
+ South: contiguous to Ganh Ray Bay.
+ East: contiguous to Go Gang (belong to Long Son Commune), separated by Cha Va River.
+ West: contiguous to Phuoc Hoa commune, separated by Ong Ben canal.

III. PLANNING AND EARLY ACTIVITIES
- For execution LSP Complex Project, the Contractor has to do preparation work to finish Project intime. Site preparation, construction permit, sand pumping permit, other documentation to submit and
finally Mobilization work, etc.

PART II: CONSTRUCTION ORGANIZATION METHOD
I. CONSTRUCTION PREPARATION
1. Clearing and receiving handover of site, benchmark
- Receive handover of site, pile hearts, benchmarks of the construction area and send pile hearts,
benchmarks out of construction area, responsible for storing pile hearts, benchmarks throughout
the construction period.
- Restoring the route, checking and comparing between reality and drawing.
2. Prepare temporary house
- Through local authorities to create favorable conditions for the construction work.
- Build temporart house at appropriate places on the route to create favorable conditions for
mobilizing manpower and machines for construction. Staff house and operation offices usually
place by the main wind direction, materials and equipments are place at the end of main wind
direction.
- Build houses for workers, staff.
- Office for Site Management Board and Construction Teams.
- Material warehouse.
- Prefabricated concrete component producing house, machines and trucks repair stations.
- Providing electricity and water for the construction site.
- Make a list of temporary staff at site and register to local authority.
3. Preparing machines, equipments, transports and materials
3.1 Mobilizing equipments, construction machines, trucks
- Select the logical combination due to workload required for each work item. Move to the
construction site according to the progress of construction items.


IV. PREPARING OF ORGANIZATION
- Based on construction plan and actual situation, the Contractor will mobilize manpower,
construction equipments and machinary from the Contractor's adjacent works to the site.
Mobilization plan and equipments will be informed to the Client and Consultant for approval. To
coordinate with local authorities to set up protection plan for the works and machinery, security

ensuring, fire fighting. Installing transformer substations or connecting from local substations for
using at site.
- Making detailed survey of sand and stone mines including: location, site, transport. Making
applications for permission for local authorities such as police, environmental resources
department ... in case the Contractor exploiting and crushing the stones. Taking samples for
physical test of gravel, sand, asphalt, cement and steel, as well as concrete mixture, mortar design.
Submit to Consultant for approval before construction.
1. Material supply organization
- Material supply should be regularly and continuously to ensure construction and installation
works and meet the requirements and progress of each construction item. The work is as follow:
- Determine the volume of materials used for each work item, prefabricated component.
- Receive and preserve then send to the construction location and allocate materials according to
construction progress.
- Check the implementation of material usage of the site for each work.
- For local material sources, identify locations that can be exploited.
- Closely check the quantity and quality of materials brought to the site.
2. Material storage organization
Site warehouses are built next to the place of use.
- Building storage for materials, tools, machinery and equipments.
- Material storage and finished products storage.
- Usually, directly import materials from producing place to construction place. However, if long
distance transportation does not match the need of use of the material, some material needs to be
stored. These materials are stored at the site storage then brought to use to ensure construction
progress.
3. Organize the transportation
- Estimate and determine the volume to transport to site including construction materials,
prefabricated components, equipments, fuel and goods for daily life according to the construction
progress.
- Select kind of transport and estimate the distance of transporting for each type of material to
the site according to the influence of climate and weather conditions.
- Moving materials from outside supply points to site such as gravel, sand, cement, steel, soil,
concrete uses 10T trucks and 12T trucks for transportation.
- Moving of goods within construction site depends on construction progress, arrange machinary
to suit the requirements of the works by using vehicles, trucks carrying cement or steel from the
warehouse to construction site.
4. Construction mobilizing organization
- Assigning qualified technical staff. Check the implementation of plan and schedule by daily,
check the technical preparation and supply of materials for the project to ensure that the
construction process is carried out regularly.
- Summarize construction progress on daily schedule, progress table to ensure the progress is on
the plan.

Attach the shoe at the end of drain board which is protruded from the top through to the end of
casing

The specification requirement is based on project specification, as follows:
The filtering cover made of the non-woven geo-textile has the permeable coefficient which is
3-10 times higher than the permeable coefficient of the adjacent soil is, but still prevents the small
grains from crossing. Permeability ≥10-4m/s.
-
The diameter of the hole of the filtering cage does not exceed 0.08mm.
The cover and core of the prefabricated vertical drain has to make sure that they are not broken
when bearing the stress during the process of transportation and equipment installation.

The prefabricated vertical drain has the mechanical and physical criteria:

Tensile strength is not less than 1,6kN.

Elongation of Grab Tensile Strength < 20%.

The capacity of water supply with the pressure of 10kN/m2 with the hydraulic gradient I=0,5:
(80 ÷ 140)x10-6 m3/sec.

The capacity of the water drainage with the pressure of 400kN/m2 with the hydraulic I=0,5:
(60 ÷ 80)x10-6 m3/sec
Anchor Plate:
Anchor plate is a piece of iron tied straps to hold PVD in the soil in the process of pull out the
casing.
Dimensions anchor plate in processing and manufacturing as follows: 100x160x0.6mm,
100x160x0.7mm.

Penetrate the casing up to the design depth observing the recorder
PVD quantity supplied to each rig will be based on the install capacity and the construction
condition. The install capacity is approximately 7000m/shift/rig.
Verticality Control:

recorder within the allowable limit

V. INSTALLATION OF SURVEY EQUIPMENTS
5.1. Settlement measuring plate and Piezometer (Electrical), Inclinometer:

contacting the measuring handle), cover pipe (PVC pipe) and it is not attached with the settlement
measuring plate.

5.2. Construction

PART IV: PROJECT QUALITY CONTROL
- The construction team with years of experience in construction, skilled workers and workers
have built many projects with special attention on the quality of construction works to ensure the
competitiveness in today market. Thanks to the policies of quality management, quality assurance,
we now have the opportunity to execute large projects on nationwide.
- We will therefore implement a quality control plan that is appropriate to the project. Our
quality control plan is set up to prevent adverse conditions of quality, so as to make it possible to
find and analyze the potential for defects and deformities in practice quickly, ensuring that the
measures can be deployed quickly and efficiently to timely handle defects occur.
- The construction management board and supervision engineers will be involved in quality
activities and will expand related people such as team leaders, construction engineers and workers
of the project.
- The quality management of construction works complies with the current construction project
quality control regulations such as:
+ Circular No. 26/2016/TT-BXD dated 26/10/2016 regulated some contents of quality
control and maintenance of construction works of the Ministry of Construction.
+ Decree No. 46/2015/ND-CP dated 12/05/2015 on quality management and maintenance of
construction works of the Government.
I. QUALITY CONTROL PLAN
- Our quality plan will include the processes and organizations necessary for producing a final
product that satisfies the requirements of the Contract. Our quality plan covers all construction
operations, both on-site and off-site process, material sample, testing, inspection and management
of all suppliers, manufacturers.
- We will implement and manage the work according to the following policies and principles:
+ The work will be in accordance with the design documents and technical requirements of
the Bidding Documents as well as the instructions of the Client and Consultant Engineer.
+ We will fully comply to any of the requirements described in the technical requirements of
the Bidding Documents.
+ We will collect more information on geological conditions, site conditions ... for more
technical solutions and construction drawings.
+ We will propose to Engineer to carry out further geological experiments if necessary to
more understand the geological conditions and design as well as the best construction plans.
+ We will set up the construction methods and progresses as well as the best construction
sequences, quality assurance, quality control and safety method for each work item.
Construction method will be applied after being approved by the Engineer for actual
application in order to bring high quality to the project.
II. PROJECT QUALITY CONTROL PLAN ORGANIZATION
- All senior staff will experience in quality management of the projects, main responsible person
will undertake extensive supervision of the whole project.

+ Standards to be followed.
+ Materials will be checked according to the requirements of the order.
- When the quality officer determines that the materials are approved, they will be filled in the

- To improve the quality of Contractor, we will apply quality control standards as described
above. We will also set up a quality management system from the management unit to the
construction unit. The quality management unit is responsible for advising the construction unit to
ensure that the construction unit will complete the work and comply with quality control standards
and construction quality also meets the technical requirements.

PART V: COMPLETION, INSPECTION, HANDING OVER AND
WARRANTY OF THE PROJECT
- When completing a work item, the construction team is responsible for inviting the supervisor
to inspected the completed part to move to next construction phase.
- Hidden items must be approved by the pre-acceptance test team and retained photograghs if
necessary for inspection and handover of works after completion.
- For the subjective risks in construction, our construction team will received responsibility. The
objective risks, with the legitimate certification of the Client, in accordance with the regulations of
the Government, the Contractor will submit to the Client to consider and resolve.
- Construction completion document: Construction team shall have to set up immediately after
the construction stages. Handing to Client before the inspection of each item and after completion
of the whole project.
- After being handed over, the construction team agrees to guarantee the works according to the
contractual conditions already signed with the Client in accordance with the current regulations of
the Government.
- Comply with the regulations, inspect each completed item, obscure structure and tranffered
period work.
- Inspection, handover and warranty work must comply with the current regulations:
+ Circular No. 26/2016/TT-BXD dated 26/10/2016 regulated some contents of quality
control and maintenance of construction works of the Ministry of Construction.
+ Decree No. 46/2015/ND-CP dated 12/05/2015 on quality management and maintenance of

PART VI: TRAFFIC SAFETY ASSURANCE METHOD
- The regulations on traffic organization and traffic safety are complied with the Regulation on
construction of works on traffic road (Decision No.2525/2003/QD-BGTVT on 28/082003) and
Regulation on traffic safety of works within the traffic road resource (Decision No. 39/2011/QDBGTVT dated 18/05/2011, Vietnam Road Signal QCVN41: 2016.
- Main execution method is constructing entire the route, preparing under construction warning
signs at the beginning and the end of the route, lane separation, lane distribution, and traffic
regulation (if necessary) for traffic people and verhicles.
I. The Contractor propose safety assurance method as follow
- On the construction site, there will be a complete system of signs, signboards of the
construction site, signboards of one side narrow down, speed limits (227, 203b, 203c, 441 , 442a,
442b, 442c ...) according to the current road signaling regulation 22TCN 237-01.
- Working positions of motorcycles - construction equipments and workers, construction stages
shall be arranged within the boundaries separated by protection fences. Have people to guide to
ensure traffic (equipped with full band, flag, ... wearing appropriate cloth).
- At the excavation and filling sections, drainage culvert installation position, foundation pit with
signal lights at night. All signaling systems will be completed by the Contractor before
construction. It is possible to assure traffic for each work item as follows:
II. Assure regular traffic during construction
- The process of construction is to both constructing and integrating to ensure traffic on the route
so during the construction progress, the construction team will commit to implement the correct
plans, methods during the construction time to ensure traffic safety and smoothness as prescribed
and not cause damage to road traffic works, and at the same time take responsibility for the
consequences of unsafety construction.
- The contractor will be subject to inspected by the Road Administration and Traffic Inspectorate
in implementating of the regulations on ensuring road traffic safety in construction according to
the State regulations. The construction team will coordinate with the above agencies during the
implementation of the contract.
- During the construction period, the Contractor shall arrange traffic guide on the construction
site. Set barriers, signposts, signboards to one side (within construction area) and limit the speed
with reflective paint. Have safety signs when stop constructing such as signboards, flags and stone
lights at night.
- Having boards at the two ends of the road, clearly stating the name of the construction unit,
construction segment. The Site manger must have a badge, the people working on the road must
wear protective clothing as prescribed.
- Outside the construction time, the motorcycle is assembled neatly on site. In case of difficulty
or breakdow, it should be placed at easily detected position on road and have warning.
- When constructing the foundation and surface: The length and distance of construction work
are suitable with the terrain and characteristics of the route. In rainy season, there are preventive

methods to prevent materials flow out to the side of the road, thus affecting traffic safety and
causing environmental pollution. During the construction of drainage ditch along the road, when
constructing to the ditch in front of citizen house, the Contractor will place the timber, steel
bridges over ditch to ensure the traffic at these locations.
- Construction materials only provide enough on road for specific construction phase and the
length of materials is not too long. Materials arranged on both sides of the road, not to dump
parallely in both sides to reduce the road surface, foundation.
- During floody, rainy season, construction work must be completed to clear all materials on the
road.
- Not let the material flow to the road causing slipperiness, traffic unsafety and environmental
pollution.
- Regularly instruct the drivers to strictly observe the traffic rules.
- All officers, employees and workers participating in the construction will be trained by the
Contractor to understand the regulations on traffic assurance.
- Daily progress report includes traffic assurance items.
III. Ensuring traffic safety in special situation
Situation: landslide slope, motorcycles slumps or stop working in the rainy season within the
road will be removed by pulling to clear the road surface, have fastest information through hotline.
In case the Contractor use the hotline to establish, to command construction teams to coordinate,
and to comform to the direction and guidance of Regional Road Administration Authority, Client,
Consultant ... to ensure free of road in the fastest way.
IV. Ensure information, communication system smoothly
The information and reports while delivered through documents, text can use SMS, MMS,
email system; information contains photos can be uploaded or scan through the smart phone
applications.

PART VII: SAFETY ASSURANCE METHOD FOR FIRE, EXPLOSION PROTECTION,
ENVIRONMENT HYGIENCE, SAFETY
- Since the characteristics of the construction site is not isolated, located at the waterfield areas
on both two sides, houses mainly on the beginning of the route with many trees that are easy to
ignite so environmental sanitation, fire prevention and working safety for people and verhicles
during construction process received great attention from us.
- To successfully solving the above issues, the Contractor will set up a sub-committee on safety
and environmental sanitation, fire and explosion prevention, led by the project leader and the
members of the subcommittee including: Team leader, Supervise engineers to perform the
following tasks:
+ Establishing site regulations and inform to all officers and workers on the site, the
regulation board is posted at the entrance of the site.
+ Before construction, the Contractor will provide adequate protection equipment to the staff
and workers of the construction work, and at the same time organize for the workers to re-learn
site rules, machine operation procedure, safety methods during construction.
+ The Contractor will purchase insurance for employees.
+ The sub-committee will supervise the implementation of the regulations on labor safety,
fire and explosion prevention and environmental sanitation. Weekly meetings will be held to
discuss and supplement experiences to meet the requirements.
I. EXPLOSION PROTECTION
1.1 General requirements
- Fire and explosion prevention and protection are currently focused to ensure a balanced
ecological environment. It is the responsibility of each of us to ensure that no fire occurs during the
construction process is an important factor in the overall plan of the project.
1.2 Implementation
- Before construction of the works, firefighting officers are responsible for reading the
construction regulations with fire and explosion prevention requirements to every worker, officers,
and persons responsible on site.
- Combining propaganda and education the officers and employees to strictly conform to
internal construction regulations within the construction site.
- Training for using of foamers and loose materials (sand) on fire when signaled (by whistle) of
Fire prevention officers. Find water resources to use if a fire occurs.
- Posted sign in visible positions.
- List fire alarms, emergency services, police phone numbers at the construction site and at the
location of the telephone.
- When the fire occurred, immediately announce to local authorities, regional firefighting force.

II. WORKING SAFETY
2.1 General requirements
- Construction works has many workers and at many construction routes. There are many types
of materials and equipments for constructing the whole project, so the management of workers on
site by working safety is a deeply concerned item of construction team.
2.2 Implemetation
2.2.1 Safety for workers

General provisions :
- Workers working on site must fully meet the following issues:
+ Enough age according to the State regulations for each type of occupation.
+ Being healthy according to the standards of each job category. To be examined
periodically.
+ Be educated, checked the knowledge about working safety.
- Arrange a first aid team at site with a doctor, have enough medicine to ensure emergency work
if the problem occurs.
- All staff working in construction site must comform to the safety regulations.
- Wear protection hats, clothing, safely equipments when working on site.
- Hazardous areas are warned by signs: danger of landslide, elbows ...
- Absolutely not use stimulants such as alcohol, beer, pipe tobacco, .. while working.

Construction organization layout.
- Arrange the team in rational, non-overlapping.
- Verhicles access to construction site must have clear signal when crossing many workers.

Concrete pouring, compacting works.
- The electric wire from the board to the vibrator must be insulated.
- Have fences and forbidden signs underneath the concrete pouring area.

Structures installing crane
- Calculated, checked equipments: crane, cable hook, .... Specify the right to refuse operation
when the construction is not safe enough.
- Absolutely not swinging, climbing on the structure when crane is operating or moving within
the range of crane operation without wearing helmet as well as not equipped with protective
equipments.

The installation and use of electrical equipment for construction.
- Workers who install and use electrical equipment for construction must be educated and have
certificates of workmanship and working safety.
- Lighting must be at least 2.5m from the surface.
- All electrical wires on the site are insulated wires and placed at least 2.5m from the floor, in
case the wires connected to mobile devices, wires should be woven on wire ladder.
- All circuit breakers must have a lock so that the person without responsibility can not close or
break the circuit breaker.

Hand-held construction work.
- Using outdoor electric hand-held equipments, workers must be grouding isolated, have boots,
and wear insulated gloves.
- When using electric hand-held devices, workers are not allowed to stand on the ladder and
must stand on safety racks.
- Only remove the clamp from the electrical equipment when the circuit breaker is disconnected
from the equipments.

Electric welding
- Equipped with safety clothing: Wear gloves, insulated shoes, glasses, ...
- Equipment for welding work must have a clear history and correct type of safety requirements.
- Welding machine must be grounded. The length of the wire from the power source to the
welding machine is less than 15m.
- Welders working on high must be equipped with welding bags, welding rods, welding tools.
- Welding area should be covered with non-flammable material to ensure safety for the people
around.

Earth work safety
- It is only allowed to excavate the foundation pit in accordance with the approved construction
design.
- Excavation in underground areas (underground cables, pipelines, steam pipes, etc.) must be
approved by the management agency of those lines and the map to instruct location, depth of the
works.

- It is prohibited to excavate near subterranean roads by machine and noise tools such as as a
crowbar, picks, pusher, pressurized equipment.
Safety for constructing equipments
- Workers using machinery and equipments for construction must be educated and have
certificates of workmanship and working safety.
- All machinery used on the site must have a clear history and operating procedures to annouce
to the operators.
- Do not place the device in high risk areas.
- All electrical conductors from the panel to the equipment should be insulated.
- The earth constructing machine must stand no less than 1m from the foundation pit.
- At the end of workshift or when stop working, the operator must put the machine into stable
position before stopping, shutdowing.
- All power supplies for the machine must have a circuit breaker at site to stop immediately
when emergency. The circuit breaker must be locked so that the unresponsive person can not close
or break the circuit breaker.
- The equipment needs to be conenected to the grounding system.
- Machine maintenance is only possible when the power is off, engine is stopped.
2.3 Environment Sanitary
2.3.1 General requirements
Environmental sanitation to ensure a fresh environment is the responsibility all human beings,
the construction works are not outside that responsibility. In order to make good environmental
sanitation, we need to implement well the following criterias.
2.3.2 Implementation
- Guide, educate all workers working on site to aware of the environmental protection.

2.3.4 Method to reduce dust for resident area along the road in road exploiting stage
- Methods to reduce air and dust pollution:

vehicles.

2.3.6 Conclusion and recommendation
- The project has a positive impact on the living environment and promotes economic
development in the region. However, the negative effects are unavoidable, influence level depends
on the consciousness of each of us. Implementing the minimum reduction methods can minimize
these negative effects.
- After complete of construction work and of all work items according to the basic technical
requirements presented above. The construction team must remove the temporary works, moving
out equipments and machinery of the project site, dispose the waste lefted on the site, sanitize the
entire construction area and return the whole environment as before construction.
- In order to ensure the quality of the works, the Construction team must strictly comply with the
instructions of Supervision Engineer and the issued regulations, procedures for that work.
- To carry out the Warranty Policy in accordance with the current regulations, during that time
also have to repair the defects if any. Then continue to liquidate.
