Please read this chapter carefully before using this product!
This chapter introduces the safety precautions before using this product. Please
make sure the content of this chapter is fully read and understood before installation and
usage. Our company will not undertake any responsibilities for any damage or injury
caused by improper operations because of ignoring relevant warnings in this operation
instruction.
Before operating this device, relevant professional personnel shall read this
instruction carefully and well understand the content.
Operation instructions and warnings:
The following standard definitions will be adopted in this operation
instruction.。
Danger! Ignoring of safety precautions may cause personal death, serious
personal injury or serious equipment damage.

Caution! Ignoring of safety precautions may cause a slight personal injury or
equipment damage, especially the damage of device or the equipment
protected by the device.
 Danger!
When the primary system is live working, secondary open circuit for the current
transformer connected to the device is absolutely forbidden, and the open of this
circuit may cause extremely dangerous high voltage.
 Warning!
Some parts of the device may have high voltage when the electrical device is running.
Improper operation may cause serious personal injury or equipment damage.。
Only qualified professional personnel are allowed to operate the device or work
nearby the device. The operators shall well understand the precautions, working
flows and safety regulations mentioned in this instruction.
Special attention: General working regulations for high voltage live equipment shall
be abided; otherwise it may cause serious personal injury and equipment damage.
 Caution!
Grounding terminals of the device shall be firmly grounded.
The device is only permitted to run in atmospheric environment that specified in
the technical specifications, and abnormal vibrations shall be avoided in its running
environment.
When connect the AC voltage current circuit or power circuit, please make sure
they conform to the rated parameters of the device.
When the output terminals of the device are connected to external circuit, please
check carefully the voltage of external power to prevent overheating of the circuit.
Carefully check the cable connected to the device, preventing applying too
much external force on it.

1.Introduction of the Device
1.1 Application scope
ST266Fintelligent general protection device is developed for application of ring
power grid. It contains function such as three-section inter-phase over current protection、
inverse time limited over current protection with several curve action characteristics、
two-section zero-sequence over current (earth grounding) protection 、many times
reclosing、over voltage、low voltage protection and intelligent switching input, and
monitoring function includes electric-quantity measurement、remote control、remote
signals and so on.
1.2 Function feature。
ST266F intellectual protect device adopts high integrating micro processor with bus in
the chip to process the signals both from the voltage and current transformers, and output
these signals through digital logical operation control. The device sdopts seal case,
maintenance-free design, sound anti-interference performance, and it specially suits for
ring power grid running in worse environment and with limited installation position.
 Low power consumption design technology is adopted for the whole machine,
to ensure the protection functions can start quickly reliably at any conditions.
 The structure of the device is simple and smart, easy and flexible to install,
suiting for the compact installation conditions of ring network system.
 The functions of this device includs:three-section inter-phase over current
protection,two-section zero-sequence (earth grounding )current protection, a variety
inverse curve options of IEC standard,and votage protection.
 With surge current blocking function, to prevent incorrect tripping due to
transformer no-load switching.
 Instantaneous trip protection uses a fast algorithm of Short Data Window, to
ensure rapid removal of short-circuit fault to avoid override trip.
 Protection configuration is flexible and compelete , all protection functions
can freely switch on or switch off through control figure.
 The device has perfect measuring and controlling functions , and may
measure electrical parameters such as voltage、current、active power、reactive power、
apparent power、power factor and so on; provides special remote control relays to

realize remote control function; owns seven switching input circuit with customized
pre-define function.
 Chinese LED display interface and multi-layer menu display is adopted,there
are chinese menu or english menu optional, time alarming window design,with frendly
human-machine interface.
 With automatic-dynamic-gain current measurement circuit design, the device
has an extremely wide measuring range, so as to meet the transformers of secondary
rated1A or 5A current.
 50Hz, 60Hz system is customizable by the user; the mode of zero-sequence
collection is optional (external connection or internal algorithms).
 With a very wide operating temperature range and waterproof and dustproof
design, it ensures reliable operations under extreme conditions.
 The device can record at least 60 times of historical events record, and no data
will lose even the power is off,it is convenient to accidents recall.
 The device provides RS-485 communication bus interface and provides open
communication protocols to clients, so as to realize SCADA function.

2.3.4Anti-humidity and anti-heat property
The device shall be able to bear the permanent humidity and heat test specified in GB/T
2423.9. Test temperature: +40℃±2℃; relative humidity: (93±3)%; test period: 48h.

According to the requirements in 2.3.1, 2 hours before the termination of the test, the
insulation between each circuit shall be measured and the resistance shall not be less than
1.5 MΩ;the anti-voltage strength of the dielectric shall not be lower than 75% of the
dielectric strength test voltage amplitude specified in 2.3.2.

4. Function configuration
4.1 The surge current blocking function
If the function is put into use, the line is running detected by device, When the
secondary harmonic content of the line exceeds 15% current of the fundamental, it will
lock the protection trip output. If the lines without transformer load, the function will sends
no action.
4.2 Three –steps inter-phase overcurrent protection
The functions of three- section inter-phase overcurrent protection for devices are
respectively quick-break protection、time-limited quick-break protection、overcurrent
protection. Both the quick-break protection and time limited quick-break protection are
defined time limited characteristics; The over current protection can provides four types of
curves as: Definite curve、Normally Inverse Curve, Very Inverse Curve, and Extremely
Inverse Curve. The time-current formulas for the last three curves are as following:

4.3 Three-section zero-sequence(grounding) current protection
The device set three-section definite time limited zro-sequence protection detecting
the earth grounding current.,and it is mainly used for the neutrol point insulation or
compensation system.The first is definite time limited characteristic ,the second and the
third includes four types performance curve:Definite Curve、Normally Inverse Curve、
Very Inverse Curve、Very Inverse Curve.
The mode of zero-sequence collection can be selected to access to pecial
zero-sequence CT or internal calculation of device.(“zero-sequence mode” can be choosen
in system menu)
Because the zero sequence current in the indirect grounding system is relatively small,
the relatively higher detection precision is necessory for the zero-sequence collected by
device, generally,the connection way is advised to adopt instaling special zero-sequence
CT.
4.4 over-voltage protection
The device check Uab、Ubc、Uca , when anyone of the three linevoltage is larger than
set value,after the set delaying,it output tripping order, turn on the tripping signal indicate.
Protection can select switch on or switch off respectively, also,current and time value can
be set respectively.
4.5 Low voltage protection
The device check Uab、Ubc、Uca , when the three line-voltage are eighty percentage
greater rated line-voltage and after keeping two seconds,the device is judged running
normal; at the moment ,if the three line-voltage are lower than set voltage, after .set time
value delaying , the device output corresponding order. This protection can select trip
directly or only alam no tripping.
4.6 Multipule reclosing
The device has reclosing function up to four times. When Over voltage protection、
low-voltage protection、zero-sequence protection trip, the device can block reclosing
function. The motion logic of reclosing simulate to the way of traditional capacitor
charging and discharging. The reclosing charging conditions as followings:

1、Switching on the soft link of reclosing;
2、No external contact blocking reclosing;
3、Circuit- breaker closing position.
The above conditions have realized for 15seconds, the reclosing finishes charging.
The device will discharge immediately if any of the conditions is not met or device
receives remote order.
After power charging of function reclose is finished, when the position of Circuit
Breaker changed from closed to opening,
the device immediately start function of
reclosing ,then the device output tripping order with time delaying.
There are two methods to start the function of reclosing in the software of device,
protection starting mode (which is described above) is default in device, if it is necessary,
the non-corresponding way which is other method ,can be set via connect to after-sale
officer to modify the hidden menu.
4.7 Post-acceleration later
When the post-acceleration protection switched on, the device should judge whether
the fault of line is disappeared after reclosing, if the fault meet three- section phase current
protection tripping, and the acceleration time less than three-section phase protection
motion time, the device will start the set time delay of acceleration in two seconds.
4.8 Over –load protection
The three-phase current collected by devices,comparad to the set value of over-load
current, when the current is larger than the set value ,the device will send out alarm signal.
4.9 PT wire-breakage alarm
The collection voltage of the device is line-voltage. The device judges whether
voltage circuit wired-breakage or not automatically, the criterion is as following:
i. No action signal of inter-phase over current protection ;
ii. Each of phase current is larger than 0.2A, each of line-voltage is less than 2V;
As soon as both above conditions are met that the PT is wired-breakage, if it is true,
the device will sent alarm signal after 5 seconds time delay.

4.10 The intellegence switching input
The device is designed seven switching input loops supplied by external power, the
power source voltage shown in order can be customized h by users. Generally, without any
special instruction, the power is similar to the device power voltage. The device take
measurement enough to remove jitter in both the hardware and software, without special
requirement the device can distinguish 10ms width impulse, with resolution accuracy of
1ms.
The intelligence characteristics of switching input are include two sides :
1 、The name of each the switching input can be defined by user-self,the user can
input the names in the “system” menu in order to keep the displaying names are similar to
the real collecting contact name, the types of input signal are as followings:
 the normal switching input signal
 the circuit- breaker closing position signal
 the circuit-breaker open position signal
 the isolation switch closing position signal
 the isolation switch open position signal
 the grounding switch closing position signal
 the grounding switch open position signal
 the carrier work position signal

2、loops are pre-defined, the protection device software will automatically scan the
position of each input status signal, which will involve in the analysis of relevant protection
logic based on the definition e.g. reclose, backup power auto input, which renders the
secondary design of protection device more flexible and meets the need for contingent
adjustment of wiring out of certain cause on site.
3、According to the set parameters above,the device detects whether alarming signal
input, if the device detect signal input such as “heavy gas”、“over-temperature” or
“pressure release” ,then the device will output tripping order and alarm information
automatically.
4.11 Signal inditactor
There are two signal indicators on the device panel, i.e. "RUN" (green) and "TRIP"
(red).
The indicator "RUN" (green) has three flicker frequencies: 5 rapid flashings per
second (5Hz) indicate that a internal fault needs to be repaired; 2 normal speed flashings
per second (2Hz) indicate that the device is running properly; 2 slow flashings per second
(0.5Hz) indicate that the protection function is under the exit status.
Indicator "TRIP" (red) lighting up indicates that trip output will appear.
4.12 Event record
The device can record a total of 100 historical events. Records include overcurrent
protection actions, switch quantity input displacement, equipment failures and other types
of events,
Event records are stored by the order of occurrence time. When there are more than 60
events, the latest records will automatically overwrite the oldest records sequentially.

ST266F protection device has a structure with uniform dimention,it has one terminal
outlet way(back outlet way(B- type))and two intallation directions(vertical (L-type)、
horizontal(H-type).The horizoncal(H-type) installation direction is 90°counter clock wise
to vertical direction. All diagrams in the chapter are shown vertical (L-type) installation
dimensional diagram of device.
The following gives introductions respectively according to the different terminal
outlet methods. All the dimensions units are in millimeter (mm).

6. Setting of parameters
Three types of parameters of the device shall be set, namely system parameters; fixed
value parameters and channel parameters. The three types of parameters shall be
respectively set correspongding to the System, Fixed Value and Calibration menus. For the
setting of channel parameters is the compensation to the AC channel of the hardware, it is
finished setting before shipped with no introduction here. The following introduct
respectively setting of system parameters and fixed value parameters.

7. Operation of Man-machine Interface
The device owns two operation modes for man-machine interface: one is operation from the device,
composed of signal indicators, small touch button board, large LCD screen Chinese; the other operation
mode is to realize man-machine operation through background debugging assistant software.
Man-machine operation from the device is introduced in this section.
A 2*2 small touch button board is provided on the bottom of the panel, which has four
buttons, namely “ENT” (Confirmation, Exit), “↑/+” (move the cursor upward /plus one),
“↓/-” (move the cursor downward /minus one), “→” (move the cursor rightward). “ENT” is
used for entering the submenu or returning to the main menu; “↑/+” is used for moving the
cursor one step upward or plus one during modification of the parameter; “↓/-” is used to
move the cursor one step downward or minus one when modifying the parameters; “→” is
used to move the cursor rightward.
On the button of left panel, there is a round key that pressed to start the device
debugging state, using high energy battery self-carried by the device, user can do these
operation as checking , setting and so on. If the key do not press in 20 seconds, the device
will cut off the power.
The LCD screen cabinets adopt for the displaying mode with layering menus
including five main menus: MONITOR、SYSTEM、VALUE、EVENT、CALIBRITION.
The following are respectively introduction of different menus.
7.1 Monitor menu
When the device is normally connected to the power, the LCD
screen will enter the run menu automatically. Both the real-time

monitoring AC quantities and switching input quantities of device are
displayed on the sixth row in front of the screen. If one of the switch
define is switch position or energy stored state signal in system menu,
the corresponding signal icon will show in the first row of LCD
screen. As shown in fig.7.1, the display data refresh every one second
automatically in the LCD screen. This screen has two pages of screen

to display, and every 10 seconds, screen will turn automatically from
one to another page, also, can turn over manually with “↑/+” and
“↓/-” keys.
7..2 Main menu
Pressing the “ENT” key can enter main menu from run menu.

The main menu contain five parts as: run, system, value,
calibration, and event. Via “↑/+”、“↓/-”keys to choose the menu need

7.3 System menu
After entering the system menu from the main menu “Brose”,
“Modification” are displayed on the LED screen, in case“browse” is
selected, the system parameters will be displayed directly, but the

the parameters can be set, However, correct operation password
should be input before modifying the system parameters.

adjust the channel balance through software. Operation course of
calibration menu is basically similar to the system menu.
For all channel parameters are input correctly before device for ship, it is not
necessary to change these parameters when the device normal operation. Do not enter the
modification state freely to avoid bad operation and error modification of parameters. If
you enter this menu wronged, please press ENT key to turn back to main menu.
7.7 Output menu
The output menu is used for relays testing in device. Before
operation, you should take attention to the consequence to primary
equipment. The right password must be input to enter output menu.

Note:
1. In order to prevent the protection device from malfunctioning in the process of
modifying various parameters, when the man-machine interface entering the
interface of modifying various parameters (including system parameter, setting
parameter, channel parameter), the device will automatically exit all protection
functions. Therefore, after modifying the parameters, one should timely return to the
main menu or running menu to ensure the timely switching on of protection
functioning.

2. High energy stand-by battery is provided with the power self-supply device.
The stand-by battery can provide power for the device when there is not external
power. In case the power line can not provide enough power to the device, the device
will enter the status of low power consumption stand-by status, then the device can be
activate through low power consumption. The stand-by battery is a high performance
maintain free lithium cell and can work for over 15 years in normal conditions.
