The benefits of attending this course are self-evident
when you realise that, due to lack of detailed
understanding, a very high proportion of Letter of
Credit presentations fail at the first attempt. Both
buyers and sellers run the risk of incurring
considerable additional expense as well as financial
insecurity during secondary submissions. Amendments
to correct errors, or deadline overrun, might be
possible but will certainly involve delay and possible
contract comprimisation.

The process of preparing responsive, appealing,
credible, competitive, and convincing bids and
proposals is both time-consuming and costly. Proposal
preparation is a challenging and demanding exercise
that requires the dedication of key personnel. Further,
meeting customer affordability requirements is often
crucial, since typically 80% of a project’s costs are
committed based on decisions during concept
development. Whether dealing with affordability
requirements, “ghosting” the competition, or
attempting to forecast immature or non-existent
technology, your ability to perform Make versus Buy
Decisions, Target Costing, Cost as an Independent
Variable (CAIV) Trade-Offs, and Life Cycle Cost
Containment are essential to staying competitive and
winning more programs. This three-day seminar
highlights the vital components of preparing faster and
better bids and proposals.

The federal government procurement environment has
changed dramatically over the past several years as
acquisition reforms and initiatives have been
implemented. Meanwhile, the Parametric Cost
Estimating Initiative (PCEI) has revolutionized and
fostered the use of parametric estimates as the
primary Basis of Estimate (BOE) for bids and
proposals. These developments have elevated the
importance of the cost analyst’s role during a source
selection. This three-day course highlights the PCEI,
examines the use of parametrics in view of federal
guidelines and regulations, dissects how contractors
use parametric estimating techniques as their primary
estimating methodology, and surveys the acquisition
landscape and how it impacts the cost analysis
function. Using lectures, case studies and group
discussions, this course will provide government
personnel with effective, immediate-use information
regarding concepts, principles, and techniques to
evaluate a PRICE-based cost estimate. Upon course
completion, government cost analysts will be able to
quickly sift through intricate and voluminous cost
proposals, focusing their attention on the "real" cost
drivers and instantly recognizing the common pitfalls
and mistakes that contractors make.

With increasing competition and pressure on corporate
earnings, project managers are forced to satisfy the
potentially conflicting customer goals of meeting
schedule, achieving performance criteria, and staying
within budget. Disciplined project management
processes and techniques can assist in achieving
project success. The ability to quickly identify and
quantify problems and potential risks, while separating
personal involvement, is extremely difficult. Having an
objective, repeatable process that quantifies and
communicates the impacts these have on cost and
schedule is a great step in managing your program

Engineers, cost analysts, and program managers are
often called upon to develop long-range planning
estimates and forecasts for systems that won’t be
operational for 10 to 15 years in the future. In most
cases, little is known about these systems, except that
immature or non-existent technology will be required
to solve existing problems or meet future market
needs. The inherent risk associated with a future
program’s uncertainty makes estimating a daunting
task. Future Capability Planning examines the
challenges of estimating such future technologies,
providing methods and guidelines for estimating
advanced concepts during the early exploration phase.
This three-day seminar highlights the essential
components of hardware/software project estimating

Recent studies indicate that: only 16% of software
development projects are actually completed within
their time and cost estimates; over 30% of all
software projects are cancelled; over half of all
projects end up costing nearly twice their original
estimate. Preparation of realistic schedule and cost
estimates are critical to software development
organizations, including the ability to accurately
predict resource requirements and appropriately utilize
those resources. In addition, organizations and
companies that procure software or systems that
include software must be confident in their ability to
budget for software development efforts and in their
evaluation of bids and proposals. Designed to handle
all types of software projects, the True S catalog
meets the multitude of challenges facing cost analysts,
estimators, software developers, systems engineers,
product designers, and IT and IS managers.

Spending on Information Technology (IT) in the U.S.
has increased nearly 8% annually for the past
decade. Conjunctively, IT budgets are receiving
greater scrutiny from CFOs, CIOs and business
managers. Companies are focusing on IT spending
plans that are better aligned with business strategies

technology, and improve productivity. Likewise,
legislative reforms are requiring government
organizations and agencies to modernize information
systems in an effort to improve accountability,
effectiveness, and operating performance. PRICE

SEI has been training software managers and
acquisition personnel in quantitative methods in
software management for the past 25 years. The
highly rated 3-day student intensive Quantitative
Methods in Software Management Workshop
began as a software schedule and cost
estimating workshop, but broadened in scope to
become a basis for software process
improvement.
Quantitative management and software
estimating are nearly identical in reality. The
numbers that determine organization quality or
effectiveness are identical to the numbers that
determine cost and schedule. Productivity is
closely related to cost.
The quantitative workshop tool is the Jensen
Model published first in 1979. Two versions of
the workshop are available; one uses the Sage
estimating tool, the other uses the underlying
Jensen model as the estimating tool. The
workshop is student-team-based and uses an
intensive case study during the 4-day course to
maximize the student experience.
SEI provides continuing support to assist the
student in adapting classroom skills and
experience to real projects

Cost estimating is one of the fundamental—and yet
most challenging—tasks of project managers. Get indepth instruction on cost-estimating principles,
practices, and procedures in this intensive course,
which picks up where the core and information
technology project management curricula leave off.
Learn straightforward, step-by-step processes for
developing accurate, realistic project cost estimates
that withstand the scrutiny of customers and
management and form a baseline for tight financial
control. You’ll also learn how to incorporate risk and
uncertainty in your estimates, provide range
estimates, and manage the cost estimating process
throughout the project life cycle. Class exercises will
give you an opportunity to practice both time-tested
estimating techniques and the most recent innovative
approaches. You’ll be sure you’ve accounted for all the
hidden costs that plague the project environment,
including administrative, indirect, and bid-andproposal costs. You’ll benefit from “lessons learned”
catalogued by dozens of project managers in the field.
And you’ll get seasoned advice on avoiding the pitfalls,
mistakes, and inaccuracies that can spell the
difference between failure and success in any project.
In addition, you’ll receive a copy of the text Cost
Estimating by Rodney D. Stewart.

methodology for hardware cost, schedule, and risk
estimation using SEER-H and SEER-IC.
Whether you need to evaluate the cost of alternative
system architectures or evaluate design options, this
workshop will provide you with the tools to do so.
Learn how to describe most any type of hardware
configuration using SEER-H or SEER-IC. You will learn
how to predict the cradle to grave cost of a hardware
project very early on, covering development,
production, and operations support costs.
Special topics include production learning, use of
existing designs, labor rates, manufacturing
considerations, design considerations, and risk
analysis.
You will learn how to quantify management and
engineering decisions into labor cost, material cost,
and support cost impacts. Use SEER-IC to predict the
cost of integrated circuit design alternatives, evaluate

Section 2
This course presents senior university students
undertaking degrees majoring in information
technology or software engineering with a detailed
description of the role and importance of metrics and
measurement to the software process. The course
begins by providing students with an effective
understanding of the Function Point Analysis technique
(IFPUG 4.1). Once students are familiar with the basic
technique, the course describes how functional size
measurement (or function point analysis) can provide
significant benefits to a full range of activities
throughout the software development, enhancement
and support processes. It is important to note that
these benefits go well beyond functional size
measurement’s typical role in benchmarking and
managing service level agreements. In fact, they
highlight measurement’s role as a critical component
of a successful software delivery process. In particular,
the course introduces a range of software project
estimating techniques and tools and highlights the
importance of a proper understanding of ‘software size’
(in conjunction with other project cost drivers) in order
to perform effective project estimation.
The course concludes by exploring functional size
measurement’s role within two contemporary software
delivery approaches – capability maturity modeling
(CMM and CMMI) and agile methodologies. Students
have an effective understanding of
software development, enhancement and support
processes and typical software project management
activities.
