SECTION 1 CERTIFICATION OF PORTABLE FIRE EXTINGUISHERS
1.1 General
This standard defines DNV GL’s requirements related to certification of portable fire extinguishers for the
Norwegian market. DNV GL is recognized by DSB (Direktoratet for samfunnssikkerhet og beredskap /
Norwegian Directorate for Civil Protection) to issue certification licences.
The certification system is based on type testing and assessment of factory quality control, manufacturer's
continuous internal quality control and DNV GL's external inspection.
1.2 Definitions

1.3 Certification licence
A certification licence covers only portable fire extinguishers manufactured by one manufacturer at one
location.
The licensee has the ultimate responsibility to ensure that the products sold are in accordance with the
licence.
The licensee shall have a system for handling of complaints and corrective actions.
In the event of withdrawal or suspension of the licence (see [1.4]), the licensee is obliged to pay all
expenses in connection with replacement of the defective products by products conforming to the standard,
if required.
The certification licence is valid for a maximum of 5 years. A request for renewal must be sent to DNV GL
no later than 3 months before the licence expires.
A certification licence is not transferable.
The licensee shall not make the products available on the market before the issuance date of the licence.
The products may be manufactured (assembled, pressurized and filled) before the licence issuance date
only if a satisfactory initial audit (see [3.2]) has been carried out for the batch in question.
1.4 Suspension or withdrawal of a certification licence
DNV GL may withdraw the certification licence with immediate effect if:
— the licensee has used the DNV GL certification mark on products not complying with the requirements,
or on products which are not covered by the licence
— the licensee has contravened the provisions of the certification licence
— the licence fee and the inspection costs are not duly paid
— the licensee goes bankrupt, goes into liquidation or goes out of business
— the audit at the manufacturer’s premises shows substandard conditions.
When divergence from the standard has been found, DNV GL may temporarily suspend the licence, until
the conditions for reinstitution of the licence have been fulfilled within the specified time limit. This may also
involve withdrawal of PFEs already sold, for corrective actions.

A licensee who has been informed that the licence is suspended or withdrawn is obliged to cease using the
DNV GL certification mark or referring to the DNV GL certification mark in advertising or other promotional
material for the product in question. If required by DNV GL, the licensee shall remove the DNV GL
certification mark from all products in stock and/or from products in stock at the dealer's premises.
DNV GL has the right to publish a decision to the effect that the certification licence has been suspended
and withdrawn.
1.5 Publications
DNV GL is keeping a register of licensees and products for which certification licences have been granted.
This register can be found on DNV GL’s website.
1.6 Revision of rules and standards
If this document or the EN 3 standards are changed, it is the licensee’s obligation to ensure compliance with
the new requirements.
1.7 Obligation to report deviating products
If a licensee has sold PFEs that do not conform with the certified product, the licensee is responsible for
reporting this immediately to DNV GL, and recall the products as soon as the deviation has been discovered.
DNV GL will decide if the licence is to be withdrawn.
1.8 Changes made to the product
Any changes made to the licensed product must be reported to DNV GL for evaluation and if found necessary
issuance of a revised licence, before the changed PFEs can be sold. Supporting Test Report/Assessment
Report from the Test Laboratory will be required.

SECTION 2 DOCUMENTATION TO BE SUBMITTED
The following will be used as basis for approval:
1) Signed Application (form no 20.98a) and Short Form Agreement (SFA).
2) CE certificate according to the Pressure Equipment Directive 97/23/EG (PED), minimum module B+C1
(type + production) for:
— the pressure vessel
— the pressure valve
3) Certificate for propellant gas cartridge, if applicable
4) Laboratory test reports (EN 3-7 according to EN 3-10 Annex C and EN 3-8 or EN 3-9), according to [3.1].
The reports shall be issued by an accredited test laboratory (ref. Sec.5).
5) Documentation of how complaints and corrective actions are to be handled by the licensee.
6) Technical data sheet according to EN 3-10 Annex B
7) Drawings of the pressure vessel (cylinder) and the assembled portable fire extinguisher.
8) Documentation that the licensee is registered in Brønnøysundregistrene (Norwegian company register).
9) Proposal for marking and information on the extinguisher according to Sec.4.
10) Instruction manual in Norwegian, containing at least the operating instructions, fire class, positioning
and maintenance.
11) DNV GL initial/annual audit report, not more than 1 year old.

SECTION 3 INSPECTION
The issuance of a certification licence by DNV GL is based on:
1) type testing, [3.1]
2) initial/annual audit done by DNV GL, [3.2]
3) internal audit done by the manufacturer, [3.3].
3.1 Type testing
Type testing is to be performed in accordance with EN 3. Test specimens shall be selected randomly from
the normal production line.
The reports shall preferable be written in English, but Norwegian will also be accepted.
In addition to the requirements given in EN 3 the following information have to be documented by the test
laboratory:
— The test laboratory shall confirm that the extinguisher body is properly documented.
— Where the standard stipulates testing at -20°C, the testing shall be performed at -30°C.
— Pressure indicator device (pressure gauge) shall be fitted on all pressurized portable fire extinguishers
except for CO2 portable fire extinguishers.
3.2 Initial/annual DNV GL audit
Prior to issuance of a licence, and annually thereafter, DNV GL shall carry out audits at the manufacturer’s
premises to survey their quality management system and production control. The audit is based on ISO
9000 series and EN 3-10. DNV GL may also make unannounced visits to the manufacturer at any time.
The DNV GL audit shall cover the entire assembly (including painting and lining if applicable), pressurizing
and filling process according to EN 3. If parts of the assembly are done at more than one location, all
locations shall be audited. The audit of the production of the cylinder will be covered by the PED approval.
When a licensee also can be defined as a manufacturer, the licensee is obliged to follow the audit regime
according to [3.2]. DNV GL is entitled to inspect the stock of the manufacturer, the manufacturing process,
the testing equipment, any records, and to take samples of DNV GL marked products. A person from DNV
GL or an inspection body appointed by DNV GL will carry out the inspection.
Each type of licenced PFE is subject to testing according to NS-EN 3-10 Annex A.2.1 at least once during
the licence period. This testing shall be carried out during the DNV GL audit.
It shall be documented that the extinguishing medium used has the same properties as when fire tested to
EN 3-7 (ref. EN 3-10 Clause 9 table 2).
3.3 Internal audit by the manufacturer
The manufacturer shall carry out internal audits to ensure that the products provided with the DNV GL
certification mark comply with this document and EN 3.
Records of all internal audits shall be filed and available when the DNV GL annual audits are carried out.
Where the internal audit shows that the requirements given in this document or EN 3 are violated, the
licensee is obliged to stop marking the products in question immediately and to withhold products of the
same batch until the cause and extent of failure have been found. The DNV GL certification mark shall either
be removed from the part of the batch which does not comply with the requirements, or the products shall
be destroyed. Components and materials for the portable fire extinguisher are to be checked against the
supplied documentation and specifications.
Production control shall as a minimum be in accordance with EN 3-10.
Marking is to be checked based on the information given in Sec.4.

SECTION 4 MARKING
4.1 Label
Marking of portable fire extinguishers are to be carried out according to NS EN-3.
DNV GL certification mark is to be placed in part 5 of the identification label as described in NS EN 3-7.
The marking shall be made distinct by a durable material.
The label shall only be fitted on the fire extinguisher by the manufacturer.
The date of manufacture (assembly, pressurizing and filling) shall be marked somewhere on the
extinguisher.
4.2 DNV GL certification mark
The DNV GL certification mark shall be affixed to all licensed products.
The DNV GL certification mark must be reproduced with the certification licence number placed below the
mark as shown in Example 1 below. Please contact DNV GL to get the correct certification mark.
The DNV GL certification mark may be reproduced either in black and white or in the original colours.

with a strike both below and above “DNV GL” together with the identification number as shown in Example

SECTION 5 TEST LABORATORY
When testing as required by this document, the following may be accepted:
— A European Laboratory accredited to EN 3 by an European co-operation for accreditation (EA) member.
— A non-European laboratory accredited to EN 3 by an accreditation body who has signed an EA
multilateral agreement (MLA), EA MLA.
