Opening and Registration Arrangements will be reconfirmed nearer the time, but please note that you will be asked to be on campus tentatively as of Mid-August for pre-INSEAD activities. The official Opening Ceremony of the programme will take place on August 24, 2022. On Wednesday August 24, 2022 there will be a more formal, academic ceremony, which your families and guests are invited to attend. The ceremony will be followed by cocktails, to enable you to meet faculty members and other PhD students. As part of your introductory week at INSEAD, you will be going through various administrative formalities and taking part in numerous presentations, what will facilitate your integration and make the start of your doctoral studies at INSEAD as smooth as possible. Partners and families are welcome as part of the INSEAD community. A wide variety of activities are organized by PhD and MBA partners. More information will be available after the start of the term. Registration Please kindly find below a list of documents that you will need to prepare for the various administrative formalities.before the start of the programme. The Original copy of the documents will be asked on the registration day at INSEAD: Medical Certificate Certification letter delivered by your doctor in your country of origin: It should be dated no more than three months before the start of the Programme, and should certify that you are “free from any contagious diseases and in a fit condition for living/working with others”. Another mention, useful for registration at the INSEAD fitness center, should state that you are “in good condition for practicing sports”. Proof of Medical Insurance Please make sure to have a medical insurance coverage valid from your arrival in France until September 1st. The certification should show the dates of cover. As of September 1st, INSEAD will register you to the Aon Hewitt ICS Complete medical insurance package for the duration of your studies. The proof of medical insurance may be: a copy of your Social Security card if you are currently working in France and still entitled to cover the European Card (CEAM) for EU (European Union) nationals entitled to Social Security cover a letter from a private insurance company (preferably in French or English) The Handbook 3 Birth certificate Translated in to French by a certified translator. For renewal of the resident permit in Year 2. NB: You should enter the Programme with this document available. Marriage certificate (if applicable) Translated into French by a certified translator. For students and spouses who need to apply to the resident permit. Copy of your passport Identity pages - for application to the resident permit and campus swap. Copy of your visa for France For application to the resident permit. Copy of the customs stamp Stamp put in your passport at your arrival in France. For validation of your long-term visa. Proof of residency in France Upon arrival, please ask your landlord or your housing agency to provide an attestation certifying your address in France – you will need it for the PhD Programme records and resident permit application, for opening your bank account. The proof of residency may also be a “quittance de loyer” (rent bill) or the copy of your rental contract. The Handbook 4 2. Immigration and Visa Visa All the non-EU citizens students need a long-term student visa. The student long stay visa valid at the same time as a residence permit for stays from more than 6 months and up to 12 months. Under French regulation, non-European students won’t be allowed to begin their course in INSEAD without a long-term visa. When do you need to apply? You can apply for your long-term visa in your country of origin or country of residence. It is noteworthy that the delay of delivery of the visa can be longer than expected. Thus, we strongly advise you to apply as soon as possible (up to 90 days prior departure). Delay in obtaining visas varies between the different countries, and from one case to another. For more information, please check with the French Consulate where you live. Make sure that the validity of your passport covers at least the entire duration of your studies. If it is not the case, the visa delivered to you will be as short as the passport validity (<3months), so will the residence permit. INSEAD is referenced under “Etablissement hors catalogue" / “other institutes”. If you encounter some difficulties, please contact the Campus France center directly as they will be the only one to be able to unblock the situation for you. 3/ Anticipate your application long enough. Especially if you need to apply through Campus France, it could easily add up to 3 weeks to the process. Campus France's process and the visa application process are distinct from each other. Please keep this in mind as it may be in your best interest to submit your Campus France application as soon as possible. 4/ Prepare your application and all the required documents. 5/ Book an appointment (if Campus France process applies to you, you will be able to book an appointment at the consulate only once CF is completed) 6/ The day of the appointment, you will be seen by a visa officer who will go through your documents and check your file is complete. 7/ You may track your visa application. Please note that you will be able to see the status of your visa only once a decision has been made. 8/ Collect your passport and verify your visa sticker. The Handbook 20 French residence permit The residence permit is a mandatory process to go through for anybody over 15 wishing to stay in France for over 3 months holding a long term visa. Who needs the French residence permit? Anyone holding a long term student/visitor visa, or spouse of French national visa holder. You will be able to travel in and outside the Schengen area during the 3 first months. After that grace period, without the residence permit (validation of your visa), please note that you will not be able to travel freely into the Schengen area. There are severe penalties for not having it when requested by the authorities. If you carry a passport from the following countries, you do not require it. You must validate your VLS-TS visa within 3 months of arriving in France. This entitles you to: Lawfully remain in France for your visa's entire validity period. Leave France, beyond the 3 months following your arrival, without asking for a visa to come back. The Handbook 22 EU residence permit If you hold any EU residence card, thank you to provide Sabine Amand-Tognotti with a copy of it (sabine.tognotti@insead.edu) . Make sure to inform Sabine well in advance in case some further administrative steps need to be taken prior your arrival. Each file will be treated case by case by the French authorities via INSEAD. Partners and Children Non-European partners married to a European Citizen If no other purpose of stay (work, studies…) you would need to apply for a long-term visitor visa before moving to France and apply for the residence permit. Visitor visa could be considered as a tourist visa (usually granted for 90 days max) but for a longer period (1 year max for the visitor visa). They will not have to go through a medical examination at the Immigration Office. Dinner The Ermitage Hotel’s Treehouse Bar & Diner, located on the top floor of the hotel, operates from 6 pm to midnight. The Handbook 29 Off Campus You will find designated car park areas in Fontainebleau. They can either be paying car parks, limited in time or free. If you do not respect the regulation for those which are partly free or paying, you may get parking fines. Parking fines Parking fines will happen once in a while. You can pay fines online through the official site: https://www.amendes.gouv.fr/tai Please note that the fine increases if the ticket is not paid within 45 days of receiving it. Rules & Regulations - Use of campus car parks INSEAD provides free outdoor and underground car parking options to participants, professors, staff members and visitors. 1- Please respect the parking spaces marked and reserved for disabled drivers, pregnant woman and visitors throughout the different car parks. 2- INSEAD cannot be held responsible for any damages, accidents or thefts that may take place in the car parks. Remember to lock your vehicle before exiting the car park; close windows & rooftops and do not leave any valuables visible. 3- For safety reasons please note that the car parks are monitored by security video. 4- We do not recommend campus users to park in the public car park located next to the swimming pool. 5- To access the INSEAD car parks & identify your car in case of an emergency, all MBA participant vehicles must display visibly a personal ID number on the rear windscreen. Your personal ID is included in your Welcome Pack that you receive at Registration. In the event of loss, a replacement ID may be obtained from the Campus Services HelpDesk (located in the West Wing). Only one car per MBA participant can be parked on campus per day. Your ID is valid for the duration of the academic year. 6- Driving and parking is regulated and we ask you to respect the following rules: - When driving underground please switch your lights on; - Do not exceed the speed limit of 10 km/hour; - Respect the signage and driving flow; - Do not block or obstruct security access for the Emergency Services. Failure to respect this will result in having your car removed without warning and you will be required to pay €120 to retrieve your car from the Avon city car pound. - The Security Department will clamp badly parked cars. - Long-term parking (+30 days) is not permitted. In the event of exceptional circumstances, prior approval must be sought from the Campus Services HelpDesk. You will be required to leave a copy of the registration documents and the key with them. After the 30 day deadline, if no prior approval has been registered, INSEAD will declare the car as abandoned with the local authorities and the car will then be removed and destroyed. The Handbook 30 Bicycles INSEAD encourages the use of bicycles. - Bicyle racks are provided all around the campus; - Do not forget to padlock your bicycle INSEAD cannot be held responsible for any damages or thefts - A locked underground bicycle shed is available in front of the Plessis-Mornay building for longer term bicycle parking. The shed is code accessible. The Campus Services HelpDesk or Security team can give you the code. Do not forget to close the door carefully after use. Insurance Accommodation - Banking Home Insurance House insurance is mandatory in France. Once the keys have been handed over, the landlord does not have the right to enter the property without the tenant's consent. The landlord does not have the right to check up on the tenant, for example, annual property inspections, unless this has been agreed in the rental contract. They do have the right to enter the property to undertake essential works and routine maintenance (although not improvements to the property), and the tenant must allow this. Paying Rent Legally you can be obliged to pay for the full notice period, even if you move out earlier – so remember to plan ahead in regards to your departure date. As a mandatory requirement, you will need to settle all outstanding rent and lease expenses before you leave. However, if the landlord accepts a tenant before your notice period is complete, you can be exempt from paying the full amount. The Handbook 33 Tax D’Habitation This is a local residence tax imposed on the occupier of a property. Technically it is invoiced directly to the resident which is present on the premises on the 1st January, alternatively it is invoiced to the landlord. Broadly speaking the cost is around 8% to 10% of the total rental for the year; payable in October. Calculation of the Tax: The determination of the amount payable is made by the local council (commune), but the calculation and collection of the tax is carried out by the central government tax authority. The formula for the calculation is complex but, broadly speaking, it is based on the rent that the property might be expected to achieve in the open market, having regard to the condition, size and location of the property. This amount may not bear any relation to any actual rent that may be being paid on the property. Fontainebleau is a commune in the higher bracket for this tax. This tax is often included in the charges of the property and is payable by the tenant. House Insurance Tenant insurance is obligatory in France - you cannot move into your rented premises without it. This insurance covers the content of the property and the property itself against theft, risk of fire, explosion, and infiltration of water etc. for which tenant may be responsible. This insurance normally is paid upfront for the lease period. Landlords are also obliged to take out insurance for the property to cover their liability for claims arising from structural defects in the property, and for claims arising out of their repairing obligations. Building Charges These are charges of the running cost of a building, which are billed directly to the owner but are paid for by the tenant. This includes the electricity in the common hallways; lift maintenance; cleaning of the entrance to these buildings, garbage removal from the building onto the street and the maintenance of the gardens. Charges vary depending on the services provided by the building. The Handbook 34 Provision for Utility Charges Most owners have included some of the utility charges into the rental to avoid opening and closing utility contracts (which cost in the vicinity of €25 for each change of contract). These provisions are given to the owner by the utility companies based on the m2; how many occupants; and the appliances in the apartment etc. This is a guideline only. Be aware that energy is VERY expensive; and it is difficult to say exactly how much energy a tenant will use during the lease period; this depends on whether the winter will be cold; how many persons are in the apartment. Please take into account that these electricity and gas accounts are not just based on your consumption but exclude a tariff for the contract, access to energy (+/- €10) monthly and VAT at 20%. Most utility bills are in the owner’s names; so it is not always easy getting a final bill as these bills are debited from the owners’ accounts each month; based on an estimation. This is the reason that the readings directly from the meters are noted down on your entry and on your exit formalities; using these numbers the owner are able to make the calculation as to how much you have been paying and how much you have actually consumed. Leases and Contracts Requirements The lease should include: Description of the property rented Rental period - starting date and end date. List of common areas Name and address of the landlord, or his representative Name and address of the tenant Use that will be made of the premises ie principal residence ; secondary residence ; holiday residence Rental amount, Date of payment rental is due and terms of rent The description and amounts of the utilities included Amount of security deposit (limited to 2 months’ rent excluding utilities. It cannot be raised either on rental increase or renewal of the lease). The conditions of the contract cannot be changed during the current course of the contract. The Handbook 35 Sub-Letting The tenant does not have the right to sublet, assign or transfer all or part of the tenancy without the written consent of the landlord or by the agent Where the consent of the landlord is obtained, the terms of the sub-letting can be freely negotiated between the tenant and the sub-tenant, except that neither the term of the sub-tenancy, nor the rental, can be greater than that in the head tenancy. When the head tenancy comes to an end, the sub-tenant as no further rights to remain in the property, other than by consent of the landlord. Entry Formalities Please contact your agent or landlord to arrange a date and time in advance to meet for your entry formalities. These include: Signing of the contracts - you will be expected to pay the first month rental from the start date of the contract. Payment can be made either before your arrival or by bringing the rental with you. In addition to the tenancy agreement, you should be provided with a thorough inventory (état des lieux) that describes the nature and condition of any items belonging to the landlord left in the property. This includes furniture, as well as the state of fixtures, fittings and décor. It's critically important to ensure the inventory is complete and correct, as it will be the basis for any negotiations when you leave and try to reclaim your deposit, or if you have to undertake repairs during your tenancy. Exit Formalities Check the condition of the property against the inventory, and repair any damage or replace any loss to avoid deductions from your security deposit. Allowance is made for normal wear and tear, existing faults or forces beyond the tenant’s control (force majeure). If you do not have an inventory you may lose out if there is a dispute over the condition of the property. If no inventory exists then the tenant is presumed to have received the property in good condition and the landlord is likely to receive the benefit of the doubt in the event of a dispute. However, if you have evidence of the property’s poor condition, such as in photographs, this will be taken into consideration. Give Notice Leases and contracts can be terminated with one month written notice in advance to the owner or agent at any time. However, other contracts, requiring a 3 month notice period exist, so please be sure to read the lease thoroughly before signing. When you give notice of your intention to leave the property you should send a registered letter (lettre recommandée avec accusé de réception) to the party that signed the lease and obtain an acknowledgement of receipt, from which the official notice period starts If you have a shorter contract and leave before the agreed end date of the contract; the owner could keep a portion of your deposit for damages. The Handbook 36 All contracts have a penal clause; this means to say if the rental is not paid on time; the first of the month for the month ahead, the owner is entitled to implement this clause. Deposit Refunds BE AWARE that the return of your deposit (how long it will take and how much will be returned) will depend on how clean the property is when you leave with respect of the following items. To replace all damaged objects or furniture, replace light bulbs if necessary, To clean the garden, if needed, To empty fridge, freezer, cupboards, closets from all your belongings, To pay any outstanding bill related to the use utilities To clean inside the oven, stove top etc To clean bedding sheets, dry clean duvets, pillows, etc… Please make sure that bathrooms and all places of personal hygiene are to be cleaned properly. Be prepared to leave your rental accommodation right after the premises have been checked by your landlord or by the agent. The apartment/house needs to be empty, clean and all luggage packed before the inspection can take place. It is in your interest to be present during these inspections. According to French law, the balance of your security deposit has to be returned within 2 months after your departure. Any deduction made will have to be justified by invoices. Remember that the state of your accommodation at the time of the exit inspection will condition further actions, i.e. deductions from your deposit for extra cleaning, repairs, etc. Provision for payment of the tax d’habitation and taxes for the ‘Ordures Menageres’ removal of garbage must also be taken into account if this is not included in your utility charges. Usually the local doctor can recommend a gynaecologist who carries out all the monthly checks. This includes monthly blood tests to check for toxoplasmosis, measles etc. You take the blood tests in a laboratory of your choice – to find one look under Laboratoires d’analyses de biologie médicale in the yellow pages. It is also a good idea to get your blood group identified at the same time. You will also have three ultrasounds (echographies) during your pregnancy. Very early on they will be able to determine the sex of the child, but if you don’t want to know you should tell them. Towards the later stages of pregnancy you will also have to meet the anaesthetist who will talk to you about the kind of pain relief you are likely to require. A midwife is called a sage femme and once your pregnancy is declared, you can sign up for prenatal classes (séances de préparation à l’accouchement) at the hospital where you will give birth. It is a good idea to attend these courses, even though you may not be expecting your first baby, partly to have a contact to call in case of problems and also because it familiarises you with the appropriate French vocabulary. The average stay is 4 days and 6 to 10 for a C-section. You are obligated by law to register the birth of your child within three days at the local town hall (Mairie), so it is advisable to have a name ready. If the child is born on a Wednesday, Thursday or Friday, you have up to the following Monday to declare the birth. You will need to provide the Livret de Famille (if you have one) and the birth certificate issued by the midwife or doctor. Declaring the child is free. At the hospital, or sometimes at the mairie, you will be given a Carnet de Santé for your baby. This is a book that contains the child’s health records: vaccinations, check-ups, operations, illnesses etc. Your baby will have a check-up once a month with the doctor of your choice. Postnatal care: You will have a check-up two months after giving birth and your doctor can then prescribe ten sessions of pelvic re-education usually carried out by a physiotherapist (kinésithérapeute). Leaving France Prior to leaving France, you will have to anticipate cancelling the various contracts you have signed such as internet or phone subscriptions. Please make sure that you inform yourself about the contracts cancellation processes several weeks before your leaving. The different steps to do may take more time than you think. How to cancel your phone and internet Depending on your provider and plan, you may have one or several of the following options for cancelling your French mobile phone plan: by registered post (lettre recommandée avec avis de réception), over the phone, or online. Regardless of the method, you will need to provide the same sorts of information to cancel your French mobile phone plan quickly and successfully: Your full name Your French telephone number Your account number (numéro de client) The date you wish to end your plan A word on timing: for most providers, the cancellation of your mobile phone plan will take effect 10 days following the reception of your cancellation request. Please find a cancellation letter template here How to close your bank account Write a registered letter (avec Accusé Réception) regarding your request, i.e. closing the bank account, cancelling your card(s) and cheque book(s). Include your new bank details, letting them know where the rest of the money should be transferred and your forwarding address where they can send the monthly statement. He or she will (probably) have asked for 2 months deposit, and will subtract the total amounts from this, and send the rest of the money to your account about 2 months later (legal deadline). If you have to pay your last EDF, GDF and Water bills, you should do the following: send a registered letter stating that you would like to terminate your contract, give them your meter reading up until the last day, and your forwarding address.
