by analyzing any
of the three cases
and presenting
their findings.

Case study 1Jump Island- a country located in Global South, has one of the highest HIV Aids rates in the world.
Over the last two years, the government has implemented several strategies that have caused the
HIV Aids rate to fall below 10 percent for the first time in 15 years. Central to the government's
plan is the collection of baseline data to determine the populations, knowledge, attitude, and
behavior towards safe sex. Based on the results, the government designed a national media
campaign to increase safe sex practices- specifically condom use.
Notwithstanding, the government has exhausted its capacity to finance the national campaign. The
government of Jump Island was advised to reach out to its more developed counterpart- United
Ranger, for development assistance.
United Ranger is a very wealthy and influential country; the country is considered a global
hegemon. Over the last 20 years, the government has committed 50 billion to combat HIV Aids
through its REPFAR program. Despite its benevolent attitude, United Ranger has developed a
reputation for providing funding with conditionality. It is also well known that funding conditions
vary based on the ideology of the incumbent President. For instance, in the first years, REPFAR
mandated that beneficiaries should focus on condom use as a strategy to reduce the transmission of
HIV and Aids. This strategy yielded positive results as countries that promoted condom use had
reported a reduction in the HIV Aids transmission rate.
