FEBRUARY 28, 2019 ACTIVATION OF CITY LEARNING AND DOCTRINE DEVELOPMENT SECTION 1. Effective March 1, 2019, the City Learning and Doctrine Development Section (CLDDS) is hereby activated under the supervision and control of the City Director. It shall serve as a counterpart of RPHRDD in the implementation of the policies, plans and projects of the PNP in the different Units/Offices and Police Stations. 2. The City Learning and Doctrine Development Section ( CLDDS) shall perform the following functions: a. Assist and advise the City Director in the conduct of training which are directed towards law enforcement, internal security operations and delivery of appropriate and adequate police services; b. Review course content to include correct attitude and values commitment to the police service and modern techniques necessary in the performance of police functions; c. Implement rules and regulations on promotions relative to appropriate training; d. Formulate, supervise, execute and monitor all trainings being implemented by RHQ; e. Facilitate the processing of all trainings and seminars and ensures compliance with the prescribed program of instruction and curriculum of such trainings and seminars; f. Provide and maintain database for training programs as well as training lineal list in CPO; g. Disseminate Administrative and operational PNP Doctrines; and h. Perform other tasks as directed by the City Director. 3. The City Learning and Doctrine Development Section (CLDDS) shall be headed by a PCO with the rank of Police Chief Inspector. It shall be composed of three (3) sections, namely; a) Training Program Section; b) Physical Fitness and Sports Section; and Program Evaluation and Doctrine Section, all shall be headed by PCOs with the rank of Police Senior Inspector. 4. The personnel, logistics funds and other requirements for the operationalization of CPSMS shall be provided by the City Director, subject to existing policies and procedures and approval of the Regional Director. Additional requirements may be submitted to the concerned Regional Staff for appropriate action. 5. Detailed implementing directive necessary for the effective and efficient operationalization of the CLDDS shall be formulated by the Chief, RPHRDD, subject to the approval of the Regional Director. 6. The issuance of this Special Orders is in pursuance of the General Orders Number 018, PRO-COR dated February 21, 2019. II.
