3.0 Company Safety and Health Policy
Company Safety Policy
It is the general policy of BESTBUILDERS INC. to perform work in the safest manner possible consistent
with good construction practices. To fulfill the requirements of this policy, an organized and effective
Construction Safety and Health Program in consonance with DOLE D.O No. 13 series of 1998 and the DTI
and DOLE Interim Guidelines on Workplace Prevention and Control of COVID-19 as described in these
programs it must be carried out on every project.
To achieve these objectives, we are committed to perform the following:
Safety Standards:
1. Identifying potential hazards that may arise from the programmed work activities;
2. Organizing the work activities so as to minimize the risk arising from them;
3. Developing and implementing project specific safety and health program;
4. Establishing and enforcing all necessary safe work procedures, rules and regulations;
5. Ensuring that all workers are given orientation/briefing or induction prior to deployment to the site;
6. Establishing a site safety and health committee to act as policy making body of the project on all
issues pertaining to safety and health;
7. Ensuring the conduct of daily toolbox meeting and weekly safety coordination meeting;
8. Establishing a system of follow up of action and periodic assessment to check program
effectiveness.
COVID-19 Implementation and Guidelines:
1. Person below twenty-one (21) years old and those who are sixty (60) years old and above, shall
not be part of the workforce.
2. Personnel shall undergo quarantine for fourteen (14) days prior to deployment.
3. Providing personnel/workers necessary welfare facilities and amenities, such as personnel/workers
barracks for board and lodging, ensuring compliance with social distancing, proper hygiene etc.
4. Providing disinfection facilities at project site in compliance with the pertinent DOH and IATF
Guidelines, to be placed at strategic locations to ensure safety and welfare of all personnel.
5. Proper information dissemination regarding COVID-19 construction protocols, on top of existing
construction safety practices, shall be conducted by Safety Officer to all Personnel.
6. Daily monitoring of the pre and post work health conditions of workers shall be undertaken including
but not limited to temperature, health and exposure monitoring. Personnel with manifestations or
symptoms relative to COVID-19 shall be immediately isolated and quarantined.
7. Conduct inventory of workers to uphold the required social distancing. Break time shall be
conducted in staggered manner.
8. Welfare Facility areas of workers/personnel shall be regularly maintained, including the daily
disinfection of such facilities.
9. Sharing of construction equipment is discouraged, if necessary, the shared equipment must be
disinfected in between transfers amongst workers.
10. Clustered and staggered deployment of workers within the site shall be observed.
11. Proper waste disposal shall be provided for infectious waste.

4.0 Management/ Owner’s commitment to comply with the Safety and Health Policy
I/WE (BESTBUILDERS INC.) by accomplishing this Construction Safety and Health Program do hereby
commit and bind ourselves to comply with the requirements of the Department Order No. 13, series of 1998
Guidelines Governing Occupational Safety and Health in the Construction Industry and the applicable
provisions of the Occupational Safety and Health Standards (OSHS) and the DTI and DOLE Interim

7.0 Specific Duties and Responsibilities of Safety Officer
The principal function of the Safety Man assigned to this project is to act as the employer’s (Bestbuilders,
Inc.) principal assistant and consultant in the application of programs to remove the hazard from the
workplace and to correct unsafe work practices. For this purpose, the Safety Man has the following duties:

Conducts investigation of accident as member of the Health and Safety Committee and submits
his separate report and analysis of accident to the employer (Bestbuilders Inc.).
Coordinates all health and safety training programs for the workers/employees and employer
(Bestbuilders Inc.).
Conduct health and safety inspection as member committee.
Maintains or helps in the maintenance of an efficient accident record system and coordinates action
taken by supervisors to eliminate accident causes.
Provide assistance to government agencies in the conduct of safety and health inspection, accident
investigation or any other related program.
For the purpose of effectiveness in the project site, the Safety Man is to report directly to the
employer (Bestbuilders Inc.)
Dangerous Occurrence or Major Accident
In case of any dangerous occurrence or major accident resulting to death or permanent total
disability, we will notify the DOLE Regional Office within twenty-four (24) hours from occurrence.
After the conduct of investigation by our concerned safety and health officer, we will report all
permanent total disabilities to the DOLE Regional Office on or before the 20th of the month following
the date of occurrence of accident using the DOLE/BWC/HSD-IP6 Form.

8.0 Specific Provisions on the following
a. Safety and Health Promotion and Continuing Information Dissemination
The (BEST BUILDERS INC.) is committed at ensuring that all workers or employees are given
orientation/briefing or induction prior to deployment to the site. It is our continuing effort to promote
safety and health consciousness to all people involved in this project by providing them with the
necessary safety and health training and education to enhance their knowledge and skills to enable
us to attain a safe and healthful project site.
Workers Safety and Health Orientation/ Trainings
We require new workers to attend our Safety and Health Orientation before they are deployed to
this project site in consonance to Section 12 of the D. O. 13. The assigned Safety Officers, Mr.
Rodney O. Aguilar will coordinate the conduct of this orientation.
We ensure that they receive instruction and training regarding the general safety and health
measures we plan to implement for this project, specifically:

We consider accident/incident/illnesses investigation and reporting as our responsibility.
Absenteeism can greatly affect our work schedule. Looking for replacement can be costly for the
company, the hiring effort, training of new workers, the loss of job momentum affects our
productivity. We involve our supervisors in this program because they are more familiar with the
people involved, they have better understanding of the operation, and they have personal interest
in the investigation since it’s their people who are involved. For this reason, the BEST BUILDERS
INC. is committed to include this responsibility to all supervisors and made them aware of it.

c. Protection of the General Public
We comply with Rule 1412.09 of the DOLE OSH standard in providing a safe covered walkway
over the sidewalk for use by pedestrians in a building construction work less than 2.3 meter (7ft.)
from a side walk or public road.
We comply with Rule 1412.10 of the OSH Standard, Protection from Falling Materials. We observe
the following:
 We will take the steps to protect worker from falling materials, such as the provisions of safety
helmets and safety shoes.
 We will ensure that tools, objects and materials including waste materials will not be thrown or
tipped from a height, but will be properly sack and dispose. If such is not practicable, the area
where the material is thrown will be fenced and no person will be allowed in the fenced area.

d. Environmental Control
To ensure safe and healthy working conditions throughout the duration of the project the
following control measure activities will be enforced and disseminated to all the workers in the
site:
a. Airborne contaminants:
An employee’s exposure to any airborne materials in any 8-hour work shift shall not exceed
the 8-hour time weighted average limit for that material. Administrative of engineering
controls must first be determined & implemented whenever feasible. Protective equipment
or other appropriate measures shall be used to keep the exposure of employees to air
contaminants within the limit prescribed.
b. Physical agents:
Feasible administrative or engineering controls shall be utilized when workers are exposed
to sound levels exceeding within the limit. If such controls fail to reduce sound within the
specified levels, ear protective devices capable of bringing the sound level to permissible
noise exposure shall be provided and used by the worker.
c.
Illumination:
Artificial lighting shall be provided when daylight fails or for area where the daylight
illumination is insufficient.

d. Atmospheric conditions:
Clean fresh air shall be supplied to enclosed workplaces at an average rate or not less
than 20 to 40 cubic meters an hour per worker, or at such as to affect a complete chance
of air a number of times per hour varying from four for sedentary workers to eight to active
workers.
Where an adequate supply of fresh air cannot be obtained by natural ventilation or where
it is difficult to get the desired amount of air at the center of the work rooms without creating
uncomfortable drafts near the inlets, temporary mechanical ventilation shall be provided.

Dust, fumes, gases, vapors or mists generated and released in work processes shall be
removed at the points of origins and not permitted to permeate the atmosphere of the

e.2.4 Ergonomic Hazards
Ergonomic hazards occur when the type of work, body position and working conditions put strain
on the body. They are the hardest to spot since one does not immediately notice the strain on your
body or the harm these hazards pose. Short-term exposure may result in "sore muscles" on the
days following exposure, but long-term exposure can result in serious musculoskeletal injuries.
The ergonomic hazards that we identified for this project includes but not limited to the following:

e.3 Safe Work Practices
Safe work practices are procedures adopted for carrying out specific tasks that ensures workers'
exposure to hazardous situations, substances, and physical agents is controlled in a safe manner.
Safe work practices are generally written methods outlining how to perform a task with minimum
risk to people, equipment, materials, environment, and processes. It should be developed as a
result of completing a Hazard Assessment and should closely reflect the activities in this project.
All safe work practices should be kept in a location central to the work being performed and readily
available to the workforce. Some safe work practices will require specific job procedures, which
clearly set out in a chronological order each step in a process.

f. Guarding of Hazardous Machinery
Guarding Methods
Any machine/equipment that grinds, shears, punches, presses, squeezes, draws, drills, cuts, rolls,
mixes, or performs a similar action shall be guarded when possible. Safeguarding should prevent the
operator and other employees from being struck, caught, burned, exposed to electric shock, or hit with
chips or coolant.
Machine Safeguarding
Machine safeguarding is the application of engineering, work practice, and administrative controls to
prevent the injury of employees who operate machines or who are in the vicinity of machine operations.
*The primary steps of machine safeguarding are:
1. Identify hazards Predict injury and the probability of occurrence
2. Develop and implement a systematic safeguarding program
3. Develop, implement and maintain machine guarding training and awareness
*There are four major elements that should be understood about machine safeguarding:
1. Any part, function, or process that may cause injury must be safeguarded. If possible,
manufacturer-supplied means of guarding should be used.
2. When safeguarding machines, utilize methods that provide protection and good production
processes.
3. Guards in themselves must not create a hazard.
4. Guards should be attached to the machine, if possible.
*Common Methods of Guarding are:
1. Fixed barrier guards (preferred)
2. Adjustable barrier guards
3. Interlocking devices
4. Remote control and placement
5. Electronic safety devices
6. Removal devices
7. Pressure-sensing devices
8. Administrative controls
Combinations of the above methods may be required for machine guarding and operational safety.

General machine guarding policies are as follows:






A guard shall be attached to each machine, if possible, and be designed so it does not offer an
accident hazard.
A guard device shall prevent the operator from having any part of the body from contacting the
moving parts of machinery or equipment during the operating cycle.
Special hand tools provide supplemental protection for employees when placing and removing
material. They permit easy handling of materials and eliminate the need for operators to place a
hand in the danger zone. Such tools do not replace guarding.
All revolving shafts, wheels, pulleys and other revolving parts shall be guarded to prevent an
employee from coming in contact with the moving part.
If the periphery of blades of a fan is less than seven feet above the floor or working level, the blades
shall be guarded. The guard shall have openings that are no larger than ½ inch.
Machines designed for a fixed location shall be securely anchored to prevent walking, moving, and
tipping.

Personal Protective Equipment (PPE)
Section 6 of D.O. No. 13 requires that every employer shall, at his own expense, furnish his workers
with protective equipment for eyes, face, hands, feet, lifeline, safety belt/harness, protective shields
and barriers whenever necessary by reason of the hazardous work process or environment, chemical
or radiological or other mechanical irritants or hazards capable of causing injury or impairment in the
function or any part of the body through absorption, inhalation or physical agent.
Provision of PPE shall be in accordance with Rule 1080 of the OSHS (must include Rule 1070 for
noise). The equivalent cost for the provision of PPE (life span, depreciation, replacement, etc.) shall be
an integral part of the project cost.

Any one or a combination of the following methods shall be used:
1. Hazardous processes shall be carried on in a separate room or building with minimum number
of worked equipped with suitable protective equipment and trained thoroughly in safety practices
for daily operations and for emergencies.
2. The process or operation shall be carried out in an air-tight enclosure to prevent personal
contact with the harmful substance and the escape of dusts, fibers, fumes, gas, nusts, or vapors,
in to the air or room in which person work.
3. Where air tight enclosures or apparatus cannot be used, harmful dusts, fibers, fumes, gases,
mists or vapors shall be removed at or near their point or origin by means of fume chambers or
suction hoods properly connected to efficient exhaust system, and
4. Control by general ventilation to provide a continual inflow of fresh air to keep the concentration
of contaminants within safe limits.
Use of personal protective equipment:
1. Workers shall be provided with, and shall use personal protective clothing and equipment in
accordance with the requirements of rule 1080.
2. Personal protective equipment shall also be used to supplement control methods when such
measures cannot adequately eliminate the hazard or when other measures are not possible.

Marking of containers:
All containers with hazardous substances shall be properly labeled. No employer within the scope
of this rule shall accept any container of hazardous substances for use, handling or storage unless
such container is labeled.
Ventilation and exhaust equipment:
Ventilation and exhaust equipment shall be inspected and tested periodically for safe and efficient
use.
Handling hazardous substances

Prevention of dust accumulation:
1. All parts of structure or equipment in which harmful dust is liberated shall be designed
and installed so that the surfaces on which dust can accumulate are reduced to a
minimum and shall be frequently cleaned.
2. In rooms where materials producing flammable dusts are processed, handled and
stored;
a.) dust shall be removed daily from floors, equipment and other horizontal surfaces,
preferably by means of appropriate vacuum apparatus; and
b.) all fixtures, ledges, projections, bearings, sidewalks, ceilings and other parts shall
be cleaned and freed of dusts at least once a week
3. floors: where practicable, floors or rooms in which harmful dust is liberated shall:
a.) be smooth, impervious and easy to clean; and
b.) not be covered with loose sheets, metal or other materials under which dust can
accumulate hazardous materials cleaning:
where toxic and irritating substances are being handled, manufactured or used,
the floors, walls, structural surfaces, work benches, tables and equipment shall be
thoroughly cleaned daily by means of vacuum cleaning, wet brushing or
sweeping, outside of working hours
i. General Materials Handling and Storage
Rule 1150:1150:01 General Provisions
1. Use of Mechanical Equipment. Where mechanical handling equipment is used, sufficient safe
clearance shall be allowed for aisles, at loading docks, through doorways and wherever turns
or passage must be made. Aisles and passageways shall be kept clear and in good repair, with
no obstruction across or in aisles that could create a hazard. Permanent aisles and passage
ways shall be appropriately marked.
2. Secure Storage. Storage of materials shall not create a hazard. Bag containers, bundle, etc.
stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable
and secure against sliding or collapse.
3. Housekeeping. Storage areas shall be kept free from accumulations of materials that constitute
hazards from tripping, fire explosion, or pest harborage. Vegetation control shall be exercised
when necessary.

4. Clearance Limits. Clearance signs to warn of clearance limits shall be provided.
5. Rolling Railroad Cars. Derail and/or bumper blocks shall be provided on spur railroad tracks
where a rolling car could contact other cars being worked, enter a building, work or traffic area.
6. Guarding. Covers and/or guardrails shall be provided to protect personnel from the hazards of
open pits, tanks, vats, ditches, etc.

j. Workers Skills and Certification for Critical Occupation
The company will ensure that all workers assigned in the critical occupations as defined in Section 15
of D.O. No. 13 and those who will be assigned in the operation of construction heavy equipment (CHE)
will undergo mandatory skills testing for certification by TESDA (Attach TESDA certificates of those
workers certified by TESDA.)
k. Provisions for transportation facilities for workers in case of emergency
To ensure that available transportation is ready at any given time and in case of emergency, a vehicle
shall be available on site with assigned driver.
List of nearest emergency agencies and contact numbers who can provide emergency services shall
be kept and conspicuously posted on bulletin boards and all temporary facility.
This provision shall be enforced and disseminated to all the workers in the site.
l. Temporary Fire Protection Facilities and Equipment
A. Ensure that no fires are lit in or about the site, and take all reasonable precautions to avoid
outbreaks of fire on the works, temporary works, offices, stores and other places and things
connected therewith. Especially with respect to the safe storage of petroleum products, paints,
explosives and other combustible, dangerous or hazardous goods. Comply with all rules,
regulations and orders, which are made by local authority having jurisdiction, and provide and
maintain in good order and hold available at all times, and in all places connected with the works a
sufficiency of efficient firefighting facilities and equipment together with personnel trained in its use.
B. Provide one 6 kg co2 fire extinguisher and one 2-gallon water fire extinguisher adjacent to each
hose station and at any other location deemed necessary by the engineer or engineer’s
representative. The contractor shall allow for enlarging, modifying and adapting the system as the
work progresses.
C. Gasoline and other flammable liquids shall be stored in and dispensed from ‘ul’ listed safety
containers and in conformance with requirements of the local fire authority. Storage shall not be
within the building.

D. Tarpaulins used during construction work shall be made of material, which is resistant to fire, water
and weather.
E. Ensure that adequate, and to the extent possible, unimpeded means of egress from all parts of the
works, is available at all times in case fire.

n. Workers Welfare Facilities
The following welfare facilities will be provided in the site to ensure human working conditions:
Adequate supply of safe drinking water
Adequate sanitary, washing and sleeping accommodation for workers
Adequate facilities for changing and for the storage and drying of work clothes.
Adequate accommodation for taking meals.
Continuous supply of vitamin and other over-the-counter medicine, first aid kit.
Regularly disinfection of barracks and shuttle.
To assure that the company provides adequate welfare facilities for the workers in the site the
company will implement the provision of toilets and other facilities in accordance with the
requirements of the Sanitation Code.

p. Construction Waste Disposal
The company will be responsible for minimizing waste generated during the implementation of the
project. The following procedures for disposal of wastes will be implemented in the site:
Ensure that the construction wastes are segregated from that of domestic waste.
All domestic wastes are to be collected on a daily basis.
Construction debris (broken hollow blocks, spoiled concrete, loose concrete, etc.) should be taken out
on the staging area.
Application of good housekeeping.
q. Testing & Inspection of Construction Heavy Equipment
All construction heavy equipment will be tested and inspected in accordance with the requirements of
Section 10 of D.O. No. 13. The company will ensure that all heavy equipment will be operated by
qualified and certified operators. (Attach Certificate of Testing and Inspection of CHE used issued by
DOLE Accredited Testing Organizations for CHE and TESDA certificate of CHE operator/s)
