(CE-Const-II.) Ms. No. 30 Ref: Dated : 19.12.2013 T.O.O.(CMD) Ms. No. 2, dated 12.11.2013 As per the tender specification at clause 24.2 of section-I, the contractors have to provide one vehicle to the field AE/AAEs of both Electrical and Civil wings, till the contract works are completed. In this regard, contractors have represented APTRANSCO for a provision in the estimates / schedules to compensate their expenditure for providing the vehicle as per contract. 2. After careful consideration in this matter, APTRANSCO is hereby issued directions vide clause 3.d of orders cited at reference for incorporation of a provision for transportation arrangement. In this regard, certain guidelines and amendment to SSR 2013-14 are issued as follows: ORDERS: 3. A provision as a separate item shall be incorporated in Schedule-B of contracts towards transportation arrangement to field AE/AAEs of both Electrical and Civil wings to be arranged by the concerned contractor by providing a vehicle for incurring expenditure. 4. The following guidelines shall be followed for utilizing the provision by field officers and to arrive the estimation of no. of km of journey to be made during the project execution: i. The contractor has to arrange transportation to AE/AAE of both Electrical and Civil wings for supervising the works to be carried out by the contractor and to record the measurements of the works of the day. ii. The contractor need not arrange the vehicle to the above officers when there is no work to be executed and measured on any day. iii. The contractor has to arrange the vehicles to both Civil & Electrical TLC officers if both works are to be executed on the same day / time. Contd……..2 2 iv. The total no. of km provided in the estimate is fixed till the project is completed, which may be even after the scheduled completion date also. v. The provision for such KM to perform by the TLC officers shall be estimated keeping in view of the instances in which AEs/AAEs presence is essential to supervise the work & to record the project work items like: a. b. c. d. e. f. vi. Survey / peg marking / marking of site Stub / Template setting Laying of foundations, land leveling, all types of masion works Structures/ tower erections Equipments erections, cables laying, earthing works Stringing of lines, BUS For any intermediate deviation of works: a. For the case of addition of works additional quantity of km may be provisioned in the deviation estimation. b. For the case of deletion of works, the quantity of km run shall be reduced. vii. The trip sheet of such transportations arranged by the contractor shall be certified by the concerned Officer who made the journey and countersigned by his immediate Officer. Such monthly trip sheets of both Civil & Electrical wings can be allowed in the next immediate bills raised by the contractor duly limiting to the P.O. quantity /amount. viii. The data sheet for arriving the no. of km to be travelled by TLC officers for which the contractor has to provide the vehicle, shall be estimated and projected in the following format to incorporate in the schedule-B of detailed estimate. The above estimation for total no. of km to be travelled by officers under this item is fixed till the concerned works are completed. However, for any intermediate deviations that arise based on the site / field conditions / requirements, the estimation for this item may also differ accordingly for supervising such intermediate works. (ED/Mechanical) Ms. No.225, dated 20.10.2012 for the run km is above 2500 km, i.e. Rs.5/-per km shall be applied for estimating cost of transportation provision. 6. In view of the above, following item is added to Section IV, Annexure-III of SSR 2013-14 as follows: Sl. No. (1) ST.97 7. Item Description of Item No. (2) (3) 57 Providing Transportation to Officers Unit (4) Rs./km SS Rate for 2013-14 (5) Rs. 5.0/- In this context, the above rate will be regulated for incorporation in the annual SSRs in future from the prevailing T.O.O. issued by Vehicle Cell Wing as on that date. 8. Further, the foot note stated in page no. 13 of SSR 2012-13 in regard to provision for 2nd lead of transportation to non-turnkey projects is valid for SSR 2013-14 also and is added in page 11 of SSR 2013-14 as foot note.
