OBJECTIVE
The objective of this plan is to provide a safe atmosphere for people to gather and reduce any
risk to an acceptable level. By establishing this plan, YOUR ORGANIZATION has taken steps
to try to identify and mitigate all foreseeable hazards, before during and after the EVENTS
NAME.
CROWD CONTROL MANAGERS (CCM)
1. Our event will have approximately NUMBER OF PATRONS. Due to the amount of
attendees we are only required to have ___crowd control manager(s) (There shall be one
crowd control manager for every 250 occupants) however we will have one primary and one
assistant CCM. The CCMs are specifically assigned as crowd control manager(s) who
has/have the responsibility of maintaining the safety of the occupants during our gathering.
Our CCMs names for this event are as follows:
a. Lead Crowd Control Manager:
i. NAME (First, Last) trained on (DATE
ii. Responsibilities
1. Responsible for implementing the evacuation plan in the event of an
emergency
2. Provide a safe atmosphere for people to gather
3. Crowd Control manager shall maintain a position where you can see
the entire room
iii. Position: (NAME) will be positioned in the back of or in front of the crowd at
all times during the event.
b. Assistant CCM:
i. NAME (First, Last), trained on (DATE)
ii. Responsibilities
1. Responsible for assisting the evacuation plan in the event of an
emergency
2. Will guide personnel to exit doors
3. Provide a safe atmosphere for people to gather.
iii. Position: (NAME) will be positioned in the East section of the room at all
times during the event.
c. Event POC: The event POC for this event is NAME (First, Last). They are the main
contact for any issue that comes up dealing directly with the event. The event POC
has the corporate knowledge of their committee and can assist in many matters before
they turn in to possible situations.
Crowd Control Plan
i. Responsibilities
1. Ensure all set-up, decorations, props conform to codes
2. Maintain positive control over their committee
3. Works directly with CCM throughout event
ii. Position: Roving through-out area at all times during the event.
THE PLAN
1. How to ensure all event staff are briefed and understand the crowd control measures and
plan.
a. Action: All staff has been provided this plan and floor layout. A staff and
committee meeting will be held on Date/Month/Year at Time prior to the event to
ensure complete understanding.
2. How will we address and quickly capture the occupants’ attention.
a. Action:
i. Intercom System/Lights: Staff will utilize the sound equipment or intercom
and lighting unit to capture occupants’ attention.
3. How will we calmly address the crowd and provide evacuation information.
a. Action:
i. Intercom System/Lights: Staff will increase lighting and calmly address
occupants through intercom system in case of an emergency and will be there
to physically assist in evacuation through exits in an organized manner. All
occupants will be directed to meet in XXX(Location).
4. How will we turn the lights on (if applicable).
a. Action:
i. Lights: Staff is trained and familiar with the lighting of the facility.
5. How will we turn any music off (if applicable)
a. Action:
i. Music/ Sound Equipment: The DJ will be stationed at the sound equipment
during the entire event. If DJ fails to shut music off alternate CCM will move
to the DJ to have music turned off.
6. Who is designated to take these actions?
a. Action:
i. In the event of any emergency the fire alarm will be pulled by anyone
ii. Lights will be done by Primary CCM
iii. Following light illumination Primary CCM will conduct PA address to crowd
a) That the event coordinator shall conduct a pre-safety check.
Agenda: Coordinator will meet with Fire Department POC for a pre-safety
check. The room will be available by XXX(Time).

b) That all exit requirements and avenues are maintained.
c) That the facility has adequate number of exits, exits are properly marked, and exit paths
are cleared.
d) That all doors swing out and have appropriate panic hardware (100 people or more).
e) That the alarm system is working.
f) That all emergency Lighting is working.
g) How the crowd control manager shall monitor occupant load, keep accountability of the
occupant load, and ensure that the occupancy capacity is not exceeded.
Duty Manager: Duty Manager will keep a running room count that is to be tracked
by the hour (and in instances when in doubt) through our Operations Daily Summary
log.
h) During the event, the crowd control manager shall prevent overcrowding by monitoring
the amount of people in the area of assembly.
i) During the event, the crowd control manager shall conduct a periodic walk-thru of the
facility and confirm that all exit paths remain clear.
