REGIONAL PROGRAMME OFFICER – POSITION

JOB PURPOSE
3F engages, through a regional program, in a number of partnerships with Trade Union Federations in the region with the
objective of supporting the federations in increasing their capacity to protect and represent workers’ rights and interests. It
is the job of our Regional Program Officers to ensure quality program design, management & coordination, implementation,
monitoring & evaluation. Furthermore, it is an important task of the program officer to render advisory to the partner
federations with respect to the implementation of the program and with respect to the strategic development of the partner
federation and its capacities. Lastly our regional program officers also provide direct technical assistance to the
implementation of some of the program activities e.g. by facilitating a workshop or by providing presentations in training
sessions.
The partnership approach requires a high level of mutual trust and integrity between 3F and its partner federations, which
require our regional program officers to represent 3F with 100% loyalty no matter what situation you find yourself in and you
will service our partners as a true professional.
SKILLS REQUIREMENTS FOR THE JOB
Must have:
• A Bachelor’s degree in Social Sciences or in another relevant field.
•
3 – 5 years relevant experience in project management (must be well documented).
•
Have at least 3 years of hands-on experience in developing and implementing capacity-building programmes
/ projects.
•
Experience in promoting knowledge sharing and providing advisory services or technical assistance in the
field.
•
Profound knowledge about the labour market in the Southern African Region.
•
Documented experience in working with the full Office Package.
•
Documented experience in working with the planning, implementation, follow-up and evaluation of projects.
•
You are solution oriented in your way of tackling challenges, obstacles and problems.

•
You are good at creating an overview and analyse a situation before you go into solution mode, - also when
you are under pressure.
•
Deadline is your last name! Keeping deadlines is a matter of professional integrity for you.
•
You have demonstrated that you are a team player and at the same time you can take responsibility.
•
Have demonstrated analytical and critical thinking skills.
•
Have proven database/statistical hands-on experience.
•
Have proven pedagogic skills.
•
Have efficiency and responsibility in daily work routines as well as special assignments.
•
You must be able to balance the 3F strategic directions, rules and procedures with the reality and context of
our partners.
•
Be a very good communicator, - and have excellent listening skills.
•
You have the ability to be both firm and flexible at the same time in your perusal of excellency.
•
A good understanding of the linkage between financial administrative procedures and program/project
implementation.
•
Have proven skills of working in a multi-linguistic environment. You must dominate at least one more language
than English.
•
You have demonstrated that your personal believes, your political orientation and your personal opinion is
irrelevant and not allowed to be expressed during performance of you job. What you do in your spare time is
none of 3F’s business.
Nice to have:
•
TVET Knowledge and other skills development systems.
•
Knowledge about the trade union movement in Southern Africa regions or be experienced in working with trade
unions - (fieldwork and/or advisory).

CONDITIONS OF THE JOB
•
Only - South Africans living in South Africa, can apply for this job.

The incumbent should be Johannesburg based for work.
•
Frequent international travel forms part of the job.
•
You refer directly to the Programme Coordinator of 3F SARO.
•
A valid driver’s licence and travelling documents are a requirement.
•
No criminal record.
