DOST EB CERTIFICATION PORTAL
Legal Basis of DOST Certification Program
Republic Act No. 9369 (RA No. 9369) or the Amended Automated
Election Law that came into effect in January 2007 aims to increase
public trust in the outcome of elections through the use of
automated technology for voting, counting, canvassing, transmission,
consolidation, and recounting of the votes. Part of the mandate is
that the Board of Election Inspectors must be certified by the
Department of Science and Technology.

The Certification Process will be undertaken in two parts:
•Online Theoretical examination composed of
questions (40 items) to be answered within 60 minutes.

•Practical Examination or Hands-on test on the VCM operation to be
completed within 30 minutes.
The EB members will be required to take and pass both the theoretical and
practical examinations (March 1-31, 2022)

ONLINE THEORETICAL EXAMINATION
The online theoretical examination shall be conducted through the DOST EB Certification
Portal, accessible through https://dost-ebcertify.ph
• Test Questionnaire. The portal shall be loaded with two sets of unique questions. Each
set of question is composed of two parts–identification of parts of the VCM and machine
operations. The system automatically assigns the set of questions that will be answered
by a particular EB member. The system will also randomize the questions and options in
each part.
• IT Requirements. An EB member may use any computing device(desktop, laptop, tablet,
mobile phone) provided that the same has a camera and installed browser. A good
internet connection is also required.
• The passing grade for the Online Theoretical Examination is 60% (24 out of 40).
• An EB member maybe allowed to retake the online theoretical examination only
once.

FACE-TO-FACE PRACTICAL EXAMINATION
The online theoretical examination shall be conducted through the DOST EB Certification
Portal, accessible through dost-ebcertify.ph
• The certifiers shall be guided by the Certifier’s Specific Instructions for Practical
Examination.
• Examinees of practical examination will be given maximum of 30 minutes to accomplish
the Practical Examination.
• An EB member will be allowed to take the practical (hands-on) examination only once.
• The rating for the Practical or Hands-on Examination is either PASS or FAIL only.

RESOLUTION OF ISSUES AND CONCERN
All questions/requests regarding the certification process shall be addressed and reported in
accordance with the following:
• ICT Concerns –Refers to concerns related to the use of portal and reporting of bugs.
• All concerns related to the operation of the portal shall first be addressed by the
Certifier. If not resolved, the concerns shall be escalated following the escalation
protocol.
• All concerns related to reporting of bugs shall be raised to the ICT team.
• Non-ICT Concerns –Refers to concerns related to administrative, logistical, and non-ICT
technical concerns. These shall first be addressed by the Certifier. If not resolved, the
concerns shall be escalated following the escalation protocol.

1. When to void EBs in EB Certification Portal?
• Void is used when the EBs meet the following scenario:
• Power Interruption
• connection time out while ongoing examination
• Force Majure
2. How to know if Certifiers successfully uploaded the EBs?
• check the upload page, search for the region/city/municipality/district.
3. Why does I don't see the names of the EBs in Assess Page?
• EBs have not yet updated his/her profile. once updated system will generate a QR Code for
Teachers and will you can now start Assess the practical Exam.
4. Can the EBs take the practical before the online theoretical examination?
• Yes.
5. Why does EBs haven’t received an email?
• Check the EBs on the Upload page, if not, upload the new list of EBs in upload EB Page

ROLES AND RESPONSIBILITIES
SUPERVISING CERTIFIERS
1. Coordinate closely with the local COMELEC officials and COMELEC Training Teams in their
respective city of assignment
2. Ensure the adequate examination materials and certification paraphernalia are available during the
exam
3. Supervise the DOST Certifiers/QRTs assigned in their city of assignment
4. Consolidate, prepare and submit reports
5. Administer certification activities
6. Maintain at all times, a high level of professionalism and ethical standards

CERTIFIERS
1. Administer certification activities to members of Ebs to be trained by the COMELEC in designated
testing venues
2. Ensure that the approved certification protocol is strictly followed, and that the integrity of the
certification process is protected
3. Document and prepare reports to be submitted to the Supervising Certifier for every certification
activity
4. Maintain at all times a high level of professionalism and ethical standards

QUICK RESPONSE TEAM (QRT)
In case of unavailability of the DOST Certifier, a member of the Quick Response Team (QRT)
shall assume the duties and responsibilities of the Certifier
* A QRT pre-assigned to a specific city may be re-assigned to a different city provided he/she
does not have any prior arrangements or prior arrangements can be taken cared of by the
Supervising Certifier.

ON ATTENDANCE
1. Affix certifier’s signature in COMELEC’S daily attendance
2. Request a copy of the daily attendance before leaving the certification venue
3. Bring a Certificate of Appearance to be signed by the COMELEC staff for attachment to your
DTR/OB Slip
4. All Certification days are considered as Official Business (SO to be issued later)

1. Ensure minimum health and safety protocols in the certification venue at all times
- Face masks
- Social Distancing
2. Be sure to have a separate examination area to the waiting area
3. EBs in the waiting area may already undergo the online/theoretical examination. Remind them
of the honor code prior to starting the online exam.
4. If there will be internet connection problem or unavailability of device/s, remind the EBs to take
the online exam the following day

OTHERS
1. Supervising certifiers should ensure and plan for the deployment of certifiers and QRTS assigned
to their cities in all the schedules provided by COMELEC.
2. There is a possibility that a senior management official from the DOST will visit and observe your
certification venue.
i. Be sure to accommodate and introduce your team
ii. Introduce them to the COMELEC officers
iii. You may also need to give them an update or status of the certification for that day
3. We will undergo 3 RT-PCR Tests (Pre, Mid, and Post). The Pre-Certification RT-PCR is on March 10,
2022. Schedules for the Mid and Post will be announced later.
4. Refrain from posting in your personal social media about the certification process
5. Maintain at all times, a high level of professionalism, ethical standards, patience and respect to all the
EBs, Comelec staff and other involved personnel.
