Operation Listo
is an advocacy program of
the DILG which aims to
strengthen disaster
preparedness of LGUs
using the whole-ofgovernment approach.
LISTONG PAMAHALAANG
LOKAL
• Its first component was launched in 2014
which institutionalized local protocols for
disaster preparedness, response and
monitoring.
• Early preparedness actions listed in the
Operation Listo Manuals for hydrometeorological hazards : (1) Checklist of
Early Preparations and Critical Actions
• These manuals lay down disaster
preparedness minimum standards
before, during, and after a disaster.
LISTONG PAMILYA
• In Listong Pamilyang Pilipino, the DILG
partners with the Department of Social
Welfare and Development (DSWD) in
distributing "Gabay at Mapa", which is
a family guide to action before, during
and after a disaster. It requires families
to make a household plan determining
their evacuation routes, family
meeting points, and safe places in
their home.
• Families are advised to prepare their
e-Balde, or Emergency Balde, which
contains essential items to be brought
during evacuation, such as ready-toeat food, three gallons of water,
medicine, first-aid and hygiene kits,
clothes, flashlights, and radios.

• Listong Pamayanan are a capacity
development interventions that started
from LGUs and to be cascaded to the
community
• Training/Workshops re CBDRRM
• Early Warning System
• Drills and other community based
preparedness actions thru the BDRRMC

WHAT IS LISTO SI KAP?
• It is a checklist of
preparatory and
necessary measures
aligned with
Operation Listo for
Mayors and Disaster
Minimum Standards.
OBJECTIVES OF LISTO SI KAP?
Assist barangays in formulating
disaster preparedness plans
Determine their
disaster readiness
Identify “what-to-dos” to meet the
minimum level of preparedness
Serve as guide in responding to
disasters
Determine the needed assistance
from the city/municipality
Identify capacity needs related
to DRRM

• Actions for critical

Mayors using Listo
Protocols
• Divided into 3
timeframes:
UPON ALERT, DURING,
AFTER
ALPHA BRAVO CHARLIE
• Under the checklist of minimum critical
preparations, for mayors, cities and
municipalities are categorized based on
how prone they are to typhoons and
each category has corresponding
preparations and actions to be
undertaken.
• The alert levels from the DILG are
determined based on the proximity of an
area to the center of the typhoon.
CHARLIE
• Charlie means areas where the breadth
of storm is meaning they are the most
critical.
These places are exposed to high risks
and have the need for forced evacuation
during strong typhoons.
• HOTDOG Track color is RED
• Rainfall Intensity from Heavy - Intense
BRAVO
• Bravo are medium-risk areas located one
to 50-kilometers away from Charlie
areas.
During typhoons, the declaration of
evacuation in these areas will depend on
the chief executive.
• HOTDOG Track color is ORANGE
• Rainfall Intensity from Moderate – Heavy
ALPHA
• Meanwhile, Alpha are low-risk areas that are
51-100 kilometers away from Charlie areas.
• HOTDOG Track color is YELLOW
• Rainfall Intensity from Light –
Occasionally Moderate to Moderate
