NARRATIVE REPORT ON THE CONDUCT OF OPLAN BALIK ESKWELA 2021 –
2022
School is the primary and best educative agency in society. Its significant
role to promote education among learners was impeded but not stopped by the
pandemic; instead, it even ignited its commitment to deliver and continue upholding
quality education in this challenging time. Thus, the first school year of implementing
the new normal education was successfully implemented by DepEd. For the
continuation of the new normal education, the Restituto B. Peria National High
School virtually and physically participated in the Oplan Balik Eskwela with the
theme: Bayanihan para sa Balik – Eskwela in support to the National School Opening
Day Program of DepEd on September 13, 2021.
Following the Alternative Work Arrangement, the teachers from the skeletal
workforce conducted the school opening day program simultaneous with the conduct
of the virtual opening classes program spearheaded by the SDO Aliaga Annex
participated by the work from home teachers, students, and parents.
The aforementioned activity held at school started with the singing of the
National Anthem led by Mrs. Eufemia D. Dela Cruz, Teacher - I, which was
immediately followed by a short prayer led by Mrs. Lodilene Legamia, Master Teacher
– I. The program continued with the Pledge to the Flag headed by Ms. Edith G.
Abonalla, Teacher – III, followed by the singing of the DepEd Hymn of Region 3 led
by Ms. Marjorie Ann D. Legaspi, Teacher - II.
Mrs. Sherree Ann A. Constantino, Araling Panlipunan Head Teacher – III, gave
her opening remarks to formally open the school year 2021 – 2022. She highlighted
the importance of fulfilling the duty of the teachers without putting their health at
stake. It was then followed by a short message from Mrs. Tagumpay S. Puno,
Mathematics Head Teacher – III, accentuating that the new school year will be way
easier compared to last year. The teachers were also sufficed by Mrs. Leonora F.
Malvaroza, TLE Head Teacher – III, as she instilled positivity and optimism in life
despite the global crisis. She stressed out that in this time of unprecedented health
crisis, the indispensable role of the teachers is more valued and appreciated by the
whole community particularly the parents as teaching and learning went far beyond
face-to-face class.

The program was enthusiastically presided by Mrs. Belinda M. Baldedara, as
she immensely imparted her drive and full commitment to the service for this school
year. Moreover, she acknowledged that in her two-month stay and supervision in the
school, the teachers are responsive, prompt, and dedicated to promoting EduKalidad
for the learners. Furthermore, she highlighted that all is possible if the school
community will work for hand in hand.
Mrs. Carolina A. Malunao, Teacher – III, concluded the program with a bible
verse: Jeremiah 29:11 "For I know the plans I have for you, declares the Lord, plans
to prosper you and not to harm you, plans to give you hope and a future."
Meanwhile, the virtual welcome program for K-12/ALS Learners conducted by
SDO Aliaga Annex was initiated with an opening prayer through an audio-visual
presentation, followed by the singing of the National Anthem, Region III Hymn, and
SDO Station ID.
It was then followed by an inspirational message from Ma’am Rowena V.
Grospe, Public Schools District Supervisor. She extended her gratitude to the local
officials, parents, and private companies for their support in the preparation of
School Year 2021 – 2022. She quoted “Kahit ano pang nararanasan natin sa
panahon ng pandemsya, tuloy ang buhay, dahil hindi dapat mahinto ang pag – aaral
ng ating mag anak.”
The SDO – Nueva Ecija also gave inspirational messages, initiated by Dr.
Antonio Felix from Medical Unit. He reiterated to practice health protocols to prevent
the transmission of Covid – 19 and Delta Variant. The CID chief, Ma’am Jayne M.
Garcia, positively shared that the current health crisis was not a hindrance to
continue education because the SDO Nueva Ecija provided all the possible ways to
inculcate learning like a virtual classroom, Deped hour, DepEd TV, two-way radio,
and SLM. It was then followed by the words of Mr. Luis M. Calison, SGOD Chief, who
encouraged the other students who haven’t enrolled yet for the new school year. The
viewers also heard a message from Mr. Ronilo E. Hilario, Assistant Schools Division
Superintendent, encouraging the stakeholders to embark on a new school year with
a harmonious unity. Another fruitful message was given by Mrs. Mina Gracia L.
Acosta, Assistant Schools Division Superintendent, encapsulated into four words:
adjust, adapt, learn, and survive. The students, parents, and teachers were also
filled with the words Jessie D. Ferrer, Schools Division Superintendent, as he
emphasized that the new school year would be possible if collaboration, effort, and
solidarity prevail among the involved stakeholders.
The activity proceeded to the highlight of the activity: Question and Answer.

It was noteworthy that the students, parents, and teachers were responsive to
the question and answer. They were asked what are preparations that they do for
the new school year? Some of the students answered that they reviewed the lessons
they had not mastered yet while enjoying their two-month break. Meanwhile, one of
the parents responded on the same question that during the two-month vacation,
she encouraged her children to watch DEPED TV. She added that the use of gadgets
is only limited so that her children can focus on doing advanced studies. Another
guardian shared that he balanced the time for play and study for his brother so that
he is ready for the new school year.
Through this virtual program, the students, parents, and teachers were all
enlightened about the opening of the school year 2021 – 2022.
A new school year meant a new set of modules to be disseminated to the
parents and students. With the prompt response and full participation in the opening
of classes, the RBPNHS held its first distribution of modules last September 27,
2021, while strictly observing health protocols.
To prevent the influx of parents and guardians in taking the modules on the
first week of distribution, a few days before the school year formally opened, they
and their children were already informed by the teachers to follow the schedule made
by the school to maintain peace and order and keep each and everyone safe and
sound amidst the existing pandemic. Moreover, each grade level had an assigned
color of envelopes so that the teachers would easily find out the parents of their
students. In addition, the class advisers provided a nameplate on the envelopes of
the students so the parents would easily find out the envelope of their children put
and organized on a long table by the teachers without having physical contact among
them. Below was the schedule and color coding for each grade level:

The distribution of modules went smoothly. The school was not flooded by the
parents and guardians as the schedule was followed. The modules of Junior High
School were all placed in the school gym, piled, and arranged on the long tables.
Meanwhile, the Senior High School had its first distribution at the SHS building.
Despite the smooth run of the distribution, still, there were minimal problems that
occurred such as:
1. Non - compliance of a few parents/guardians on the set schedule
2. Parents did not bring their ball pens.

3. Students haven’t passed envelopes yet.
4. The unfamiliarity of the parents to the faces of the new advisers of their
children.
The abovementioned problems encountered by the teachers in the first
distribution of the module were immediately controlled and managed as they had
given action and instruction to the parents. The teachers reminded the parents of
the importance of following the schedule of the distribution of the modules to avoid
getting crowded at school. Moreover, ball pens were lent to the parents and guardians
who forgot to bring their own but then reminded to bring one next time to avoid
physical contact and transmission of the virus. For those students who didn’t have
envelopes yet, their modules were piled by the class adviser and belted by a strip of
paper then inserted into reusable long folders so the parents could still carry and
bring it home. They were reminded that they should provide their children’s
envelopes so that they could keep the modules safe and clean once the students
started using them.
With the collaboration and effort among parents and teachers, all envelopes
and piled of modules were successfully distributed to be studied and answered by
the students at the comfort of their homes.
