1.0
INTRODUCTION: Road Traffic Administration and Road Safety
Management issues are becoming more dynamic and requiring multidimensional approach and skills. To meet this dynamism of issues,
practitioners like Temple Group Limited must learn to acquire skills and
competencies relevant with the changes of the times.
The training procedure and policy as clearly written in the Revised 2021
General Purpose Handbook of TGL is therefore presented to all staff as
guidance for further education, staff development and to sustain growth in
the acquisition of skills.

OBJECTIVES: At the end of this lecture, all participants are expected to
know:
i.
Training committee members

Types of training available to staff
iii.
Approved courses for TGL staff
iv.
Procedures for further studies applications
v.
Procedures of forwarding additional qualification

Conduct of staff on further studies
vii.
Procedure for staff participation in basic training course

STAFF TRAINING/STUDIES AND DEVELOPMENT
Staff shall undergo a series of training courses in the pursuit of his career.
Training Committee
There shall be a Training Committee to consist of the following:
a. COS/GHRM
Chairman
b. HOD F&A
Member
c. HOD - OPS
Member
d. HOD -LEGAL
Member
e. HQ HRM
Member/Secretary
f. Any other Officer in whose field of study a particular training is focused
g. Each state has the authority to constitute a training committee, and
same shall be forwarded to the HQ for ratification.

4.0 TYPES OF TRAINING AVAILABLE TO STAFF
i.
Basic Course
a. This training is given to successful applicants or new recruits wishing
to join the services of the Company.
b. The duration shall depend on the discretion of the Management and
can change from time to time.
c. It shall be mandatory for all successful applicants wishing to join
(TGL) to undergo the Basic Course.
d. The Basic Course shall focus on the rudiments of the services of the
Company as well as the basic tenets, ethics and comportment of the
Para-military organizations in the country.
e. Failure to pass the Basic Course Examination may lead to automatic
disqualification of any participant.
f. The course content shall cover Legal Studies, Professional Studies,
Research, Statistics and Strategic Studies, Physical and Regimental
Studies, General Studies and Practical/Industrial attachment.
ii.
In-House Training
In-house training shall be a continuous process carried out when the need
arises. This shall be coordinated by GHRM with time-tables and topics to
be discussed. Report of in-house training shall be forwarded to GHRM
for compilation and evaluation.
iii.
Induction Course
This shall be carried out by Departmental Heads or Supervisors to
introduce new employees to the rudiments of the assigned job schedules.
iv.
Part-Time Courses
a. On application, approval may be given to staff to engage on part-time
studies if the course is relevant to the organization.
b. Staff proceeding on part-time studies shall do so exclusively at their
own expense
c. Staff on part-time studies may be released from work about two (2)
hours before lecture time, subject to presentation of the school timetable to the Supervisor and the HRM
d. Staff shall be entitled to Exam Leave or release from duty post during
the period of exam, subject to the submission of exam time-table.

v.
Full Time Study Leave Without Pay

On application approval may be given to staff to proceed on full-time
study leave without pay only if the course of study is relevant to the
organization and the staff does so exclusively at their expense.
vi.
Development Courses

This course shall be organized for staff who have attended the basic
course with a view to improving their skills and knowledge and
equipping
them
properly
to
undertake
duties
of
higher
responsibilities.
vi.
Foreign Courses

Staff may be considered for foreign course where it is necessitated
by the demands of the job; and they shall be entitled to sponsorship
by the company.

Short duration courses at DTRC/MVAA training program not exceeding three
(3) months; Basic Training for Officers (Cadets) / Marshal Induction Course;
Data Information Officers Training; Crash Investigation Training; Provost
Training; Intelligence Training; Vehicle Inspector Training; Front Desk Training;
Drivers Theory Training; Test Center Manager Training e.t.c.
Development / Professional/ Certification Course: Staff shall be encouraged to
go for professional and certification courses such as ICAN, COREN, CIOTA,
NITT, NIPSS, NDC, CILT, PMP, e.t.c possession of these courses will be an
added advantage to career progression

6.0
PROCEDURES FOR FURTHER STUDIES APPLICATION
1. Any staff applying for further studies is expected to acquire
background knowledge of the general guideline in TGL education
guidelines
2. Obtain admission from a recognized institution of higher learning after
confirmation of your appointment in the company
3. Staff applying for part-time studies are to ensure that they complete
the three (3) year maturity period
4. Ensure that you are free from any disciplinary case that could lead to
dismissal or termination of appointment
5. Fill form TGL/EDU/01 which must be endorsed by your HOD/State
Coordinator or any officer delegated to do so
6. Attach photocopies of the following documents:
i.
Letter of appointment
ii.
Letter of confirmation
iii.
Letter of recommendation from HOD / State Coordinator
iv.
Letter of Admission
7. Candidates application is acknowledged by GHRM
8. Any application letter received after 90 days from the date of receipt
of the admission letter will be regarded as late submission and may not
be processed.
9. The Committee on Training to recommend application(s) for
Management’s approval
10. Successful applicants are to liaise with TGL Legal Adviser’s office to
fill / sign TGL Educational Sponsorship Agreement Form
11. Education’s sponsorship agreement should be signed with legal officer
within the field command where the staff is presently serving or TGL
HQ where there is no legal officer
12. Approval without completion of TGL Educational Sponsorship
Agreement form is regarded as null and void.
7.0
PROCEDURES OF FORWARDING ADDITIONAL QUALIFICATION
1.
Staff on completion of approved course of studies shall fill Additional
Education Qualification Report Form which must be endorsed by their
HOD / State Coordinator
2.
The Staff is expected to attach the following:
 Additional qualification
 Approved letter
 Appointment letter
 Confirmation letter (if any)
 TGL Education Sponsorship Agreement Form

3.
Staff shall forward their additional qualification to GHRM through
their HOD / State Coordinators or any officer delegated to do so.
8.0
CONDUCT OF STAFF ON FURTHER STUDIES
1. Any staff on approved further studies is expected to render periodic
report to the MD/CEO through GHRM
2. Staff who fails to render this report after each semester without
genuine reason may have his or her approval withdrawn
3. Any misconduct of staff while on course of study will attract
disciplinary action.
9.0
PROCEDURE FOR STAFF PARTICIPATION IN BASIC TRAINING COURSE
1. Applicants must be screened by TGL Management and considered fit
for the job.
2. Applicants obtain recent certificate of fitness form any government
hospital.
3. Applicants proceed to the designated training camp to commence
training.
4. The training shall last for at least one month.
5. Certificate will be awarded to participants on successful completion of
the course / training.
10.0
PROCEDURE FOR IN-HOUSE TRAINING
1. All TGL centres are expected to conduct in-house TGL lecture every
Wednesday to enhance staff development and capacity building.
2. Report of the lectures with photographic evidence shall be forwarded
to MD/CEO
3. Test of understanding to be conducted quarterly in all centres and
departments in TGL, for all Officers and Marshals of the rank of DSO
and below and result forwarded to MD/CEO through GHRM for proper
analysis and evaluation.
4. The aggregate result of Test of Understanding with excellent
performance shall attract a Commendation Letter signed by the
MD/CEO.
5. Lecture topics shall be prepared quarterly by GHRM and send online to
all centres and departments.
11.0
POLICY STATEMENT ON FURTHER STUDIES/TRAINING
1. Course to be pursued shall be progressional and targeted essentially as
developing skills and knowledge, so as to improve staff proficiency.

2. Courses to be pursued shall be relevant to the advancement of staff
output in the prevalent schedule or preparatory to taking up a new
schedule.
3. A confirmed staff shall be qualified to pursue further studies on parttime basis in approved course and institution of learning.
4. A confirmed staff shall be qualified to pursue further studies on fulltime basis in approved courses and at institution of learning after
spending five (5) years in service with special approval from the
MD/CEO.
5. A staff shall qualify to pursue any of the approved courses if he is free
of any disciplinary case that could lead to termination or dismissal.
6. A staff seeking approval for further studies shall complete all the
necessary forms and must be endorsed by his HOD/Head of
Section/State Coordinator or any other officer delegated to do so.
7. Deployment of staff after study shall take cognizance of the new skills
acquired.
8. Staff to be granted approval for further studies shall not exceed 2%
of the total staff strength in the company in a calendar year.
9. A staff on course can be re-called by the MD/CEO, should the need
arise.
10. A staff proceeding on approved course shall be asked to sign agreement
form. The signing and execution of the agreement form is regarded as
part of the approval for further studies. Where such is not signed, it
should be regarded as null and void.
11. Any staff who wishes to disengage from the service of the company
before the expiration of the mutual agreement period shall pay a sum
equivalent to the man-hour lost.
12. Staff who is unable to complete any course of study within the normal
duration shall apply to MD/CEO for extension of study period not
exceeding one (1) academic year through GHRM provided the staff has
a genuine reason for such extension. Non approval for extension
renders the additional qualification acquired unacceptable.
13. A Marshal shall not be considered for conversion to officer cadre if he
had not secured approval to go on the course in the first instance.
14. The company may sponsor only professional members with statutory
mandate for the yearly Mandatory Continuing Professional Education
(MCPE) subject to availability of funds. (Accounting, lawyers and
Engineers e.t.c.)
15. Staff on part-time studies shall be released early from work about two
(2) hours before lecture time, subject to the presentation of the school
time table to the supervising officer. Any staff who gains admission in

any institution more than 200km from his/her command shall not be
considered for approval; except online programme from approved
institutions.
16. Staff shall be entitled to examination leave from a period totaling
fourteen (14) days or released from duty post during the period of the
examination, subject to the submission of examination time table.
17. Any staff whether junior or senior who fails the Basic course shall not
be eligible for employment.
18. There shall be no provision for full-time study programme with pay; and
any staff who embarks on the above shall be relieved of his service with
the organization except there is a special approval from MD/CEO.
19. Staff who opt for a full-time study may present his certificate on
completion of his programme to the management and requesting for
reinstatement
20. Management’s decision on the above may be determined provided the
staff had obtained approval for the study and if there is vacancy at the
time of the request.
21. A staff upon completion of any approved course of study shall wait for
a minimum of three (3) years before being qualified for another course
of study.
22. Approval can be granted to staff who are seeking to further their
education at any of the nearest Nation Open University of Nigeria
(NOUN) study centres.
12.0
CONCLUSION: I sincerely call all members of staff of TGL to make use of
the opportunity available to develop their skills and capacities to better
deliver the company mandate and corporate goals
