WHAT: During the time there, they discussed the rules and policies and sharing of
powers.
WHY: The province of Canada was trying to get other provinces to join confederation as
they saw many benefits to joining confederation.
WHO: members of parliament (including the prime minister), province of Canada
(Ontario and Quebec), Nova Scotia, New Brunswick
