Lucing Head Teacher I San Isidro Integrated National High School San Isidro, Lipa City ABSTRACT This study investigated the complex and varied nature of the leadership role of the secondary school department heads (DH) in the division of Lipa City in order to identify elements of teacher leadership that have developed as a result of the evolution of the position. In particular, the researcher presented the current literature addressing department heads from most secondary school in the division to develop an understanding of the vastness and variety in this role. It must be noted that the literature presented about department heads is limited and, as such, research from other divisions must be reviewed in order to present a more complete view of this leadership role. We all know that Instructional leadership practices of the school administrators are vital in fulfilling the primary responsibilities to ensure quality instruction and learning, growth of learners, and professional development of teachers. As instructional leaders, school administrators should help teachers in identifying trends, discuss with them new teaching techniques and strategies that enhance their teaching skills that benefit learners. They have to maintain open communication with teachers as they provide support and feedback towards them, especially in instruction. School administrators need to use data and plan for needed changes in an instructional program to establish a clear focus on attaining learners’ achievement goals. Departments heads, being mid managers, perform a significant role in improving teaching and learning through effective instructional supervision and management. Nowadays, department heads are under constant pressure to demonstrate their potentials and skills to contribute to school improvement since they are the ones fostering leadership practice with utmost concern to maximize students’ academic performance. The researcher who is an English Head Teacher, dwell on this study to assess the level of instructional leadership of secondary school departments heads and job performance of English teachers in Lipa City. This research will yield on a proposed innovation that would focus on crafting a modular based strategic intervention material that could assist the school leaders in improving their instructional leadership skills and job performance of English teachers. This study is to be conducted among Secondary Schools English Teachers, Secondary School Principals, and some Public Schools Division Supervisor in the division. Purposive sampling will be employed in the process of selecting the respondents. In this method, only secondary school teachers teaching English subject, School Heads with school Department heads or head designate and interested Public Schools Division Supervisor in the division.
