UAE issues over 44K golden visas

ORE than 44,000 residents in Dubai have
received the golden
visa since its launch. This is
apart from hundreds of golden
visas issued to highly-talented
persons, scientists, doctors, entrepreneurs, artistes and film
stars.
As per a new notification
from the Roads and Transport
Authority (RTA), golden visa
holders in Dubai can get a driving licence without the need for
training.
“Present your previous driving licence approved in your
country and get a new one from
RTA at the driving institutes after
passing the knowledge and road
tests,” said a tweet from the
authority.
The UAE had implemented
its long-term residency scheme
called golden visas in 2019. It
enables expatriates to live, work
and study in the UAE without
the need for a national sponsor
and with 100 per cent ownership
of their business on the UAE’s
mainland. These visas are issued for five or ten years and
renewed automatically.
Investors, entrepreneurs,
special talents and researchers
in various fields of science and
knowledge and bright students
are eligible to receive the visa.
Recent regulations expanded the golden visa eligibility to
include managers, CEOs, specialists in science, engineering,
health, education, business
management and technology.
Additionally, the procedure to
get the long-term residency was
eased for highly-skilled and specialised residents, investors, entrepreneurs, scientists, pioneers,
leading students and graduates.
The 10-year residency permits are given to people who
have made outstanding contribution to the country, have highly-prized skills or work in key
industries that are crucial to
economic growth.
Most recently, dozens of
high school students who
achieved high grades were
granted golden visas. Their parents and siblings were also issued golden visas.

HE UAE is ranked
the best location in
the Gulf region as
the top location for expatriates to accelerate their
careers and achieve their
professional goals.
HSBC’s annual global
survey of over 20,000
people, including over
13,500 employees who
relocate to work abroad,
has revealed the top locations for expatriates to
accelerate their careers
and achieve their professional goals.
The top expatriate
spots are: Hong Kong,
Singapore, Mainland China, US, Jersey, UAE, India, Vietnam, Qatar, UK,
Poland and Switzerland.
As the prospect of
global mobility slowly begins to reopen for employees, HSBC’s 14th annual Expat Explorer study
indicates that expatriates
are feeling optimistic about
their careers overseas.
Many still aspire to
relocate abroad for work,
and the pandemic hasn’t
changed their ambition –
8 in 10 expatriates say
they intend to continue
living in their host location
for the next year at least,
with only 7% planning to
move back home.
A third (33%) of expatriates are now optimistic about living in their
host location for the next
12 months because of
the career opportunities
available to them and the
same percentate of people would recommend
moving abroad to increase earnings.
When it comes to
places to set up a new
business, almost a fifth
of expatriates (19%) say
that living in their new
host location will help
them start/develop a new
business.
Top locations for entrepreneurial expatriates
to start their own business
are: Indonesia, South
Africa, Bahrain, Vietnam,
Taiwan, Philippines, Mexico, UAE, Isle of Man,
Mainland China, Russia,
Japan and Turkey.
The study suggests
that many expatriates are
prioritising their wellbeing
and balanced working approaches – such as flexible working (68%) and
shared parental leave
(50%) when considering
their host locations and/or
future places they may
live. This compares
against traditional factors
such as improved earnings (23%) and promotions (25%).
Nearly 7 in 10 (68%)
expatriates see flexible
working as an important
factor when thinking about
their host location, and
over a quarter (28%) believe that living in their
host location gives them
greater opportunity for
flexible working hours –
more than their home nation. Expatriates located
in Jersey (85%), Russia
(82%), India (78%) and
Bermuda (78%) feel that
flexible working is one of
their most important benefits.
In the Euronews report on Best and Worst Places for Expatriates in
2021, Kuwait comes in last place in the Expat Insider Survey (59th out
of 59 countries). The country ranks last in the Quality of Life Index
(59th), with especially poor results in the Leisure Options, Personal
Happiness, and Travel & Transportation subcategories (59th for all)

cent globally) and 45 per cent
finding it difficult to settle down
in the country (vs 22 per cent
globally).

trouble finding new friends (vs
32 per cent globally), and 62
work week in the UAE has not
changed the fare patterns on

are charging the same fares as
before – October-March is generally the peak period,” a Gulf

Flights from Delhi to Dubai
cost between Dhs 1,000 and
Dhs 1,500 (` 20,000-` 30,000),
but airlines are charging as low
as Dhs 330 (` 6,600). The Delhi
government recently issued an
order stating that all international

local friends in particular (vs 36
per cent globally).
Placing 56th in the Working
Abroad Index, Kuwait performs
poorly in both the Work & Leisure
(58th) and the Career Prospects
& Satisfaction (57th) subcate-
gories. More than three in ten
respondents (31 per cent) are
dissatisfied with their job in general (vs 16 per cent globally),
and 34 per cent are unhappy
with their work-life balance (vs
17 per cent globally).
In 2021, Taiwan, Mexico, and
Costa Rica are the best expatriate destinations worldwide: all
of them attract expatriates with
their ease of settling in and good
personal finances.
Ranking in GCC countries
are: Bahrain (12), Qatar (17),
UAE (18), Oman (24), Saudi
Arabia (42), and Kuwait (59).
Top 10 places for expatriates
are: Taiwan, Mexico, Costa Rica,
Malaysia, Portugal, New
Zealand, Australia, Ecuador,
Canada and Vietnam.
Worst 10 places for expatriates are: Kuwait (59), Italy (58),
South Africa (57), Russia (56),
Egypt (55), Japan (54), Cyprus
(53), Turkey (52), India (51),
Malta (50).

Flying to these cities from Dubai
costs between Dhs 380-Dhs 600.

“The percentage of expatriates in Oman currently is at its
lowest level in years. The fall
indicates a sharp decline from
46 per cent in 2015 to the current
37.60 per cent.”
While the percentage of expatriate workers shows a decline
in the government sector with a
fall of 11.1 per cent, the private
sector including business registered a fall of 5.5 per cent.
According to nationalities,
Bangladeshi expatriate workers
continue to form the largest community with 5,19,782 followed
by Indians with 4,50,953 by the
end of October 2021.
Pakistani workers are in the
third position with 1,80,256 followed by Filipinos with 44,399.
There are 30,173 Egyptians and
18,219 Sri Lankan nationals
currently staying in the Sultanate.

by Euronews about expatriates
working in Kuwait with long working hours, reports Al Anba.

IRFARES in the UAE-India sector have started
falling with authorities in
both the countries imposed restrictions following the spread of
Omicron pandemic.
“Ticket rates for Mumbai and
Kerala have fallen thanks to new
guidelines for international arrivals, including a mandatory
seven-day quarantine. Fares are
down on sectors with restrictions,” said a travel agency
spokesperson.

lower, which was last seen during
the peak of the UAE-India travel

HE expatriate population
in Oman registered a
marginal rise in October
last, according to figures released by the country’s National
Centre of Statistics and Information (NCSI) which showed that
the number of expatriates at the
end of October 2021 reached
1.36 million against 1.34 million
in September.
The population ticker on November 28, showed that Omanis
reached 62.40 per cent to reach
2.8 million of a total population
of 4.48 million, while the number
of expatriates stood at 1.67 million.
The total number includes
foreign workers and their dependents currently staying in the
Sultanate.

education, many edtech companies have started offering courses, tutorials, coaching for competitive exams etc,
in an online mode. In this background, parents, students and
all stakeholders in school education have to be careful while

are luring parents in the garb
of offering free services and
getting the electronic fund transfer (EFT) mandate signed or
activating the auto-debit feature,
especially targetting the vulnerable families.
Following are some do’s and
don’ts which the parents, stu-
uous learning access, students
have to opt for a paid subscription. Activation of autodebit may result in a child accessing the paid features without realising that he/she is no
longer accessing the free services offered by the ed-tech
company.

processed food exports
have grown at a steady pace
in the last decade notwithstanding several logistical challenges
faced in the global trade of the
commodities. Exports of agricultural and processed food
products under Agricultural and
Processed Food Products Export Development Authority
(APEDA) basket rose to
$20,674 million (` 1.53 lakh
crore) during 2020-21, from
$17,321 million (` 83,484 crore)
in 2011-12, according to data
released by the Directorate
General of Commercial Intelligence and Statistics (DGCI&S).
Non-basmati rice has
emerged as India’s top export
item among the many agricultural and processed food product exports under APEDA basket, contributing close to onefourth, ie 23.22 per cent share,
valued at $4,799.91 million (`
35,477 crore), of the total exports in 2020-21. The other
products’ share in the APEDA
export basket in 2020-21 were
basmati rice (19.44 per cent)
valued at $4,018.71 million (`
29,850 crore); and buffalo meat
(15.34 per cent) valued at
$3,171.19 million (` 23,460
crore). These products altogether account for 58 per cent
of total shipments.
Benin, Nepal, Bangladesh,
Senegal and Togo were the top
importers of non-basmati rice
from India in 2020-21. Major
export destinations for basmati
rice in 2020-21 were Saudi Arabia, Iran, Iraq, Yemen and UAE.
For buffalo meat exports, the
top-importing nations were Hong
Kong, Vietnam, Malaysia, Egypt
and Indonesia.

Some ed-tech companies are luring parents in the garb
of offering free services and getting the electronic fund
transfer mandate signed or activating the auto-debit
feature, especially targetting vulnerable families
device as your IP address and/or
personal data may be tracked.
Ask for a tax invoice statement for the purchase of educational devices loaded with contents/app purchase/pen drive
learning.
Do a detailed background
check of the ed-tech company
that you want to subscribe to.
Do verify the quality of the
content provided by the ed-tech
company and make sure that it
is in line with the syllabus and
your scope of study and is easily
comprehensible by your child.
Do clarify all your doubts/
questions regarding the payment
and content before spending
any amount for your child’s learning in any ed-tech company.
Activate parental controls
and safety features on the device
or in the app or browser as it
helps restrict access to certain
content and limit spending on
app purchases.
Help your child understand
that some features in education
apps are used to encourage
more spending. Talk to them
about possible marketing strategies used by ed-tech companies
and the consequences.
Look for student/parent reviews online on the ed-tech company for any registered grievance
and marketing gimmicks. Also,
provide your suggestions and
reviews which may be beneficial
for others.
Record the evidence of spam
Do not blindly trust the advertisements of the ed-tech companies.
Do not sign up for any loans
of which you are not aware.
Do not install any mobile edtech applications without verifying
the authenticity.
Avoid credit/debit cards registration on apps for subscriptions. Place an upper limit on
Pradesh, Mizoram and Meghalaya have finalised the State
Specific Action Plan for exports,
while the action plans of other
states are at different stages of
finalisation.

exports was 3.11 per cent during
2010 to 2019.
India’s share in world agricultural exports stood at 2.1 per
cent in 2019, moving up from

terms in APEDA basket are miscellaneous preparations (3.84
per cent), groundnuts (3.52 per
cent), cereal preparations (3.08
per cent), maize (3.07 per cent),
calls/forced signup for any education packages without complete consent for filing a grievance.

your child’s safety at the utmost

Do not subscribe to unverified
courses because of their false
promises.
Do not trust the ‘success
stories’ shared by the ed-tech
companies without proper check
as they might be a trap to gather
more audience.
Do not allow purchases without parental consent. To avoid
in-app purchases, one-time password (OTP)-based payment
methods may be adopted as
per RBI’s guidelines.
Do not share your bank account details and OTP number
with any marketing personnel.
Beware of cyber frauds.
Do not click on links or open
any attachments or pop-up
screens from sources you are
not familiar with.

Agri exports under APEDA
basket touch $20,674 mn
In 2020-21, major export destinations for basmati

with state governments for implementation of the policy. Maharashtra, Uttar Pradesh, Kerala, Nagaland, Tamil Nadu, Assam, Punjab, Karnataka, Gujarat, Rajasthan, Andhra
Pradesh, Telangana, Manipur,
Sikkim, Uttarakhand, Madhya
Organisation (WTO) data, India’s
agricultural exports touched
$37,371 million in 2019 against
$23,106 million in 2010, recording a compounded annual
growth rate (CAGR) of 5.49 per
cent during the last ten years.
CAGR of the world’s agricultural

16 in 2019 from 17 in 2010, according to WTO.
In terms of share of top ten
products exports under APEDA
basket, there has not been much
change in the last decade even
as India’s exports reached more
wheat (2.66 per cent),

The rise in export of agricultural and processed food
products has been largely due
to the various initiatives taken
by APEDA, such as organising
B2B exhibitions in different countries, exploring new potential
markets through product specific
and general marketing campaigns by active involvement
of Indian embassies.
APEDA has also taken several initiatives to promote geographical indications-registered
agricultural and processed food
products in India by organising
virtual buyer-seller-meets on
agricultural and food products
with the major importing countries across the world.
In order to ensure seamless
quality certification of products
to be exported, the authority
has recognised 220 labs across
India to provide services of testing to a wide range of products
and exporters.
APEDA also assists in
upgradation and strengthening
recognised laboratories for export testing and residue monitoring plans. It also provides
assistance under the financial
assistance schemes of infrastructure development, quality
improvement and market development for boosting export
of agricultural products.
APEDA organises participation of exporters in the interna-
tional trade fairs, which provides
a platform to exporters to market
their food products in the global
marketplace. The authority also
organises national events like

OLDEN visas were introduced in 2019. They
are designed to enable
foreigners to live, work and
study in the UAE without the
need for a national sponsor and
with 100 per cent ownership of
their business on the UAE’s
mainland.
These visas are issued for
10 years and as long as the recipient continues to meet the
conditions of the visa, they can
renew for a further decade when
it is due to expire. Normal expatriate workers must renew their
visa every two to three years.
Golden visas are different to
Emirati citizenship, which can
only be granted to individuals
nominated by government or
royal court officials.
Who can get a golden visa?
Golden visas can be granted to
investors, entrepreneurs, individuals with special talents, researchers in various fields of
science and knowledge, and
bright students with promising
scientific capabilities.
Sometimes individuals are
nominated for golden visas by
senior Emiratis or government
bodies, and in other circumstances people apply online.
If an individual is awarded a
golden visa, then their spouse
and children can also apply.
The following categories of
people are entitled to apply for
a 10-year residence visa in the
UAE.
Individuals with public investments of at least Dhs 10 million
(` 2 crore). The investment may
take many forms, such as: A
deposit of at least Dhs 10 million
in an investment fund inside the
country;
Establishing a company in
the UAE with capital of not less
than Dhs 10 million;
Partnering in an existing or
new company with a share value
of not less than Dhs 10 million;
Having a total investment of
not less than Dhs 10 million in
all areas mentioned, on condition

their interest on the UAE’s Federal Authority for Identity for Citizenship (ICA) website.
There is an online form which
requests personal details, plus
the category under which the
applicant believes he can be
nominated.
Applicant will also need his
Unified Identification Number
(UID) – a six-digit number automatically assigned to anyone
who enters the UAE.
The golden residency is
granted to outstanding students
who have obtained an average
rate of at least 95 per cent in
the high school certificate from
public or private schools, and to
university students from inside
or outside the country who have
a cumulative GPA of no less
than 3.75, or its equivalent in
specific scientific disciplines.
The visa includes the students’ families.
Within 30 days the applicants
will receive an email notifying
the outcome of the application
to be nominated.
Once the nomination has
been approved, he will receive
an emailed link to upload the
required documents for the visa.
Upon uploading the documents, the application will be
verified by the Federal Authority
for Identity and Citizenship.
If the applicant is currently
residing within the UAE, he will
be given a temporary one-month
visa, and will be required to convert the temporary visa into the
residency permit during this period.
If the applicant is currently
residing outside of the UAE, he
will be given a six-month visa to
enter the UAE, explore the opportunities, and settle.
In order to apply for this multi-entry visa, he needs to fill in
an online form. There is one for
investors, and one for entrepreneurs and outstanding students.
It costs Dhs 1,150.
The six-month visa for talented individuals is only single
entry.
During this period, he will be
required to convert the temporary
visa into the residency permit.
To work in the UAE he needs
to have a valid employment contract, work permit or a licence.
However, the UAE’s Ministry of
Human Resources and Emiratisation has started to issue work
permits for golden residency
holders.
These are required by those
who were unemployed when
they received their golden visa
and wish to start working for a
specific employer, and by those
who plan to start a new job with
a new employer.

The CCPA has decided to
take up cases involving sale or
offering for sale goods which violate compulsory standards as
matter of preventing unfair trade
practice and to protect, promote
and enforce the rights of consumers as a class. Therefore,
any person found selling household items without conforming
to compulsory standards and
holding valid license as pre-
scribed by BIS shall be liable
for violation of consumer rights
and unfair trade practices and
face action under the Consumer
Protection Act, 2019.
As part of Azadi Ka Amrit
Mahotsav, CCPA has already
initiated a country-wide campaign
to prevent sale of spurious and
counterfeit goods that violate
QCOs and raise awareness and
consciousness among consumers to purchase goods that
conform to BIS. In this regard,
CCPA has written to district collectors across the country to investigate unfair trade practice
and violation of consumer rights
concerning manufacture or sale
of helmets, domestic pressure
cooker and cooking gas cylinders.
CCPA has also taken suo
motu action against e-commerce
entities and sellers who were
found to be selling pressure
cookers in violation to compulsory standards online. Fifteen
notices have already been issued
with respect to such violations.
The cases have also been forwarded to BIS for taking necessary action under the BIS Act,
2016. BIS has also issued three
notices for violation of QCO of
domestic pressure cookers and
two notices for violation of QCO
for helmets.

HE Central Consumer
Protection
Authority
(CCPA) has issued a
safety notice to alert consumers
against buying household goods
which do not hold valid ISI mark
and violate the standards directed for compulsory use by
the Central government.
To protect consumers from
risk of suffering injuries and ensure required safety & technical
standards are followed, the Central government is empowered
to direct conformity to standard
and compulsory use of standard
mark under Section 16 of Bureau
of Indian Standards (BIS) Act,
2016.
Section 17 of the BIS Act
