If we’re seriously going to analyze poor health outcomes, we need to look at health systems. We
need to look at the configuration of individuals, individual actors, groups, and organizations, institutions
together. How does one influence the other? Ganun dapat tayo mag-aanalyze. Hindi lang tayo magaanalayze na criticism on Duque alone, kunwari ganun. That’s very convenient, that’s very lazy, lowhanging fruit na yan sila Duque eh. Alam na natin bakit sila, alam na natin bakit dapat magalit tayo sakanila,
kagalit-galit naman talaga. Pero, if we’re looking at poor health outcomes, we need to look at health
systems well. Bakit ba sila nandyan? Ano ba yung factors that enable them to retain their status? Ano ba
yung factors that enable them to stay? Sino ba yung factors that enable them to stay? Bakit kaya nilang
gawin yun? Ano yung incentive structure para mag-go against sila sa wishes ng tao na palitan si Duque?
Ganun dapat. Hindi yung “kasi si Duque incompetent eh.” Tapos maglilista ka lang ng mga blunders niya
since January 2020 na late nagcall ng ganito, late nagcall ng ganyan. Tama yun lahat, pero hindi yun yung
buong health system failure; symptomatic lang yun. Kaya, ganun dapat mag-analyze ng health systems at
health outcomes – kabuuan yung titignan.
