My name is Lynetta Cornelius Grier, Owner and Principal Broker at EAPR, a real estate and consulting firm with over 20 years of experience. I/my company is WOSB, MBE, SB (Micro) Certified with DBE pending approval. We are a Napa-based company located at 315 Pear Tree Terrace, Unit E, Napa, CA 94558. I operate a small firm consisting of 3. For the purpose of this project, The Mark USA, will be partnering with us as sub-consultants. The Mark USA is a data-driven company whose reputation exceeds them as one of the top data research and evaluation firms in California, established in 2007 with over 13 employees. I will be joined by: Traci Shirachi, MBA, Owner/CEO Jessica Martone, Director of Research and Evaluation Noely Banos, Assistant Director of Research and Evaluation I submit my responses to the subject RFQ as follows: As described in the RFQ, the goal of the project is to increase local contractor/worker participation and increase opportunities for community members to participate in construction industry training and apprenticeship programs by leveraging the City of Napa’s Public Works Contracting. Real estate drives many construction markets and as a licensed California Real Estate Broker, I am centered in trends in the construction industry landscape. A “hot topic” in current trends is women picking up a hard hat and making construction work a career. This makes this project even more exciting for me, that while ensuring that the result of this project yields a greater and increased participation by our community members, that it also includes equitable representations in the data that will be presented as a part of outcomes. Page | 1 The recommendation outcomes will be drawn from data collected, analyzed and evaluated from other similar public works agencies, school districts and counties throughout Northern California taking in to account the city's current policies and practices. Programs such as the Future Build program headed by the City of Pittsburg, which focuses on Construction apprenticeships and training of future construction workers will be explored to determine feasibility of bringing a similar program to Napa. Additional focuses will be placed on furthering the discussion surrounding Project Labor Agreements (PLA) policies and outcomes at similar agencies. As a current Sub for both Housing and Urban Development (HUD), the United States Department of Agriculture (USDA) and with various other past performances, my responsibilities for coordinating and overseeing various construction projects (i.e., concrete pours, retro fits, full remodels, to name a few). This experience has allowed me direct exposure to the construction industry which places me at an advantage in knowing where to seek out information pertaining to this field and while most of my experience has been with privately owned corporate assets vs. public works, I believe my skill set places me at an advantage when it comes to identifying resources for data collecting and speaking confidently amongst construction professionals.
