1. Imagine if there are no social welfare legislations enacted, what do you think would
be its impact to the most vulnerable sector, who are our targeted clients?
2. What can you say about the observation of some that there are a lot of social welfare
legislations, however these are not fully implemented?
3. At the City and Municipal level these special laws are adopted, however there are
instances where the Local Chief Executives do not have the political will to
implement fully the local ordinances and there are often cases where the benefits
and privileges are denied to some because of their political affiliations, being
identified as their political opponents who did not support them during the election.
What can you say about this observations?

1. Why do you think we should give priority attention to our children?
2. If a minor who is below 15 years old committed a serious offense, will be
criminally
liable? Why? What interventions can be employed by social workers
handling these type of cases?
3. Can a father deny his name to his illegitimate child? Justify your answer.
4. Birth simulation is a common practice in the community as custodians believe that
this is legal. What do you think would be its implication on the child if this will not be
rectified?
5. What is the primary duty of a social worker to protect the interest of a child?

1. Violence against women is preventable. What do you think could be done to minimize if
not eliminate this problem, both at the family and community level.
2. Enumerate the protection granted to a woman who is a victim of abuse. Can a certain
Punong Barangay or any other Barangay Official deny the application for a Barangay
Protection Order of an abused woman who sought assistance from their office? Why?
3. What are the rights afforded to a woman in the workplace?
4. What is the duty of the social worker in cases of abused women?
5. If an abused woman wants to file complaint against her husband, can this be settled at
the Lupong Tagapamayapa at the Barangay? Justify your answer.
6. Under RA 9262 Social Workers are likewise directed to provide interventions for
perpetrators, do you think it would be wise if a certain Social Worker handle both the
client/victim and the perpetrator? Justify your answer.
Assessments: Please answer the following questions.
1. It has been observed that there are still some business establishments which are
mandated to provide discount privileges to elderlies but refuse to grant them. What do
you think can be done by the Local Government Units to ensure that provisions of the
act shall be implemented?

2. What are the different agencies mandated to implement the privileges for both senior
citizens and persons with disabilities?

List down some of your observations on certain buildings, institutions, establishments if
these are compliant to mandated facilities and other devices under the Accessibility
Law.
4. Republic Act No. 7277 or the Magna Carta for Disabled Persons (specifically Section
32), which took effect in 1992, ensures equal opportunities for suitable employment to
PWDs as their able-bodied counterparts. A number of policies, programs and services
had already been implemented in relation to employment of PWDs. There have also
been employment-related programs and services provided by the government to PWDs.
Despite the efforts of the government in promoting anti-discriminatory practices in the
area of employment and providing various employment-related programs and services
for PWDs, it seems that employment for this segment of the population still need
improvement. What do you think can be done to provide our PWDs with equal access to
employment opportunities?

2. Who are considered Solo Parents? Will all Solo Parents avail of the privileges accorded
to them under the law? Why?
3. Mario who is 19 years old would like to avail of the scholarship program provided by
CHED. His mother has been separated from his father ever since he was in his
preschool years. Will he be able to avail of the program? Why?
4. Do legitimate and illegitimate children share the same rights? Justify your answer.

What are the benefits and incentives that are granted for Barangay Health Workers
under the law? Do you think these are being implemented? Why?
2. In lots of cases where patients are denied of immediate medical care and treatment due
to being unable to deposit certain amount upon admission, what possible steps can be
done by the agency responsible for its implementation to help patients especially those
who are destitute.
3. There are some observations and testimonies of patients who are covered by Phil.
Health Insurance who have been confined, where upon discharge hospital bills are
beyond their financial capability to pay. They often thought that their confinement will be
free of charge as this will be covered by Phil. Health. If you are the Social Worker whom
the family of the patient sought for help, what interventions can be done to help them?

of your actual observations?
2. What do you think would be the roles of Social Workers to protect our workers from
being discriminated and to promote their rights?

What can you say about the implementation of the basic services and facilities in
your barangay?
2. Provided under RA 8371 of 1997 is to protect and promote the rights of Indigenous
Cultural Communities/Indigenous Peoples but despite of this, there are a number of
IPs who are still suffering lots of discrimination. What can you say about the
implementation of this law.
