UL LISTED SHORT CIRCUIT RATINGS AND
IEC QUALIFIED SHORT CIRCUIT RATINGS
FOR FREEDOM NEMA, FREEDOM IEC AND
ADVANTAGE PRODUCTS
(All statements made in this paper as to the UL listing of products with short circuit
levels and short circuit qualification to IEC are supported by UL files or IEC test
certificates.)
PURPOSE:
The purpose of this white paper is to present the short circuit qualifications for the Freedom and
Advantage product lines in a single document that can be used for marketing and sale of these
products worldwide. It is also intended to serve as a factual foundation for planning of tests at higher
levels as short circuit protection designs and starter designs advance.
IN BRIEF:
•
The Freedom and Advantage product lines are fully listed to UL508. They meet and exceed
safety requirements.
•
The Freedom and Advantage products have been tested with fuses and have passed the IEC 9474-1 short circuit requirements for the mandatory “r” level currents and the optional “Iq” level
currents. IEC 947-4-1 TYPE 2 performance was observed and established.
•
The Freedom and Advantage have been tested to IEC 947-4-1 TYPE 2 short circuit requirements
with the HMCP. Consult the attached chart to identify those protection devices and starters that
are qualified as TYPE 2 at the “r” and Iq short circuit levels.
•
The Freedom and Advantage products are presently being tested with newly developed EF style
HMCP and thermal magnetic breaker designs. Look for these to be released in the near future.
•
Specified product ratings are shown in Table B, Pages 1 through 6.
•
IEC makes no requirement for testing at 50 or 60 Hz. Results at either frequency qualify at the
other, however, certain customer sensitivities are recognized and some frequency-specific testing
is done on request.

BACKGROUND:
SHORT CIRCUIT TEST STANDARDS AND LEVELS
UL SHORT CIRCUIT TESTS
A UL listed starter must pass a “UL Standard short circuit” test. The test currents range from 5,000
amps to 85,000 amps depending on starter horsepower (kW). Fuses, HMCP, thermal mag breakers
can be used as the SCPD. A safe interruption is the criteria to pass. Damage to the motor control
components is allowed.
There are two levels of short circuit tests for UL listed products.
1.
UL508 STANDARD SHORT CIRCUIT TESTS. THIS IS A MANDATORY TEST. Short circuit
currents levels are determined by UL508. (See Table A, Required Short Circuit Tests.)
2.
UL508 HIGH FAULT TESTS. THIS IS AN OPTIONAL TEST. Short circuit current levels are
selected by the manufacturer.
IEC SHORT CIRCUIT TESTS
There are two levels of short circuit tests for products tested to IEC 947-4-1.
1.
CONDITIONAL SHORT CIRCUIT CURRENT, “r”. THIS IS MANDATORY. Interruption levels are
defined in IEC 947-4-1. This is similar to the UL508 “Standard” short circuit test.
2.
CONDITIONAL SHORT CIRCUIT CURRENT, “Iq”. THIS IS AN OPTIONAL TEST. Short circuit
current levels are selected by the manufacturer. This is similar to the UL508 “High Fault” test.
DETERMINATION OF TYPE 1 OR TYPE 2 PERFORMANCE
Following the conditional short circuit tests at “r” and at “Iq”, the products are examined to determine
if the products meet TYPE 1 or TYPE 2 performance. TYPE 1 or TYPE 2 results can be claimed at
either “r”, or both r and Iq.
IEC 947-4-1 defines a TYPE 1 short circuit performance to be similar to UL508. It allows the same
level of damage to the control and requires the same level of personnel safety.
IEC 947-4-1 defines a TYPE 2 short circuit performance. It requires that the control components will
be serviceable after they experience a short circuit event.
UL defines the TYPE 2 performance in UL508 “Subject E” (not to be confused with Type E starters or
Design E motors). Requirements are equivalent to IEC 947-4-1 TYPE 2.
“SHORT CIRCUIT PROTECTION DEVICES” (SCPD).
Four types of product are used.
1.
FUSES
Fuses are available in several designs providing interruption with no current limiting capability up
to high current limiting capability and high fault interruption capability. Fuses consume the
internal elements during the interruption and thereby can provide fast response and current
limiting sufficient to protect motor control components as well as the motor feed wires. The
TYPE 2 protection level described in the IEC 947-4-1 performance specification for starters was
first accomplished using current limiting fuses. Not all fuses provide TYPE 2 protection. Fuse
and control manufacturers publish information on fuses in combination with specified starters that
are witnessed by UL for TYPE 2 protection.
2.
THERMAL MAGNETIC BREAKERS
A thermal magnetic breaker provides a fixed magnetic trip that responds to peak currents and a
thermal or electronic simulation of an inverse current-time thermal trip behavior. The magnetic trip
is intended for short circuit levels above 16 times the breaker rating while the thermal behavior
protects below the magnetic trip level. Some interchangeable trip units are available with
adjustable magnetic trips between 10X and 5X the breaker rating. The thermal mag breakers
offer less TYPE 2 capability than HMCP, however, the breaker’s higher magnetic trip levels offer
better high efficiency motor starting capability.
3.
HMCP
These are circuit breakers with an adjustable magnetic trip designed specifically for motor
circuits. They do not have a thermal trip mechanism. The thermal protection for the circuit wires
that is typically provided by the bimetal in the thermal magnetic breakers, is provided by the
thermal or electronic behavior of the overload relay. By NEC code, the wires serving a motor will
always have a higher current limit than the motor. The overload relay protects the motor and
therefore provides thermal protection for the feed wires. The magnetic trip level of the HMCP is set
at 13X the adjustable set point. HMCP can be adjusted to trip at lower peak currents than the
fixed magnetic trip found in thermal magnetic breakers. The HMCP can provide short circuit
protection at lower current levels. For these reasons HMCP can provide better protection for
motor circuits and can only be used in combination with a listed contactor and overload relay.
The HMCP has demonstrated a better capability in achieving the TYPE 2 performance than
thermal magnetic breakers.
4.
HYBRID
In UL508 the construction Type E starter product listed under combination motor controller
defines the hybrid. They combine a highly current limiting breaker structure with a manual
disconnecting mechanism, and overload relay. Some designs include a magnetic contactor.
They contain an adjustable thermal trip for motor overload protection and some models offer an
adjustable magnetic trip to meet the requirement written for the HMCP products. Products listed
by UL meet the minimum UL508E requirements. Some claim IEC 947-4-1 TYPE 2 at specific
voltages and currents. Short circuit levels are dependent on current rating. At low current ratings
the resistance of the heater is sufficiently high to limit the let through current to a level that
provides “intrinsic self protection”. These products are sensitive to the available short circuit
current, the system voltage, and the current rating.
